RFQ 36C25622Q0587 Elevator Maintenance Questions and Answers
Solicitation Requirements Questions:
1) If the proposal is accepted digitally (e.g., email), will the Government also accept any required bid bond in a digital format?
No bid bonds will be required or accepted for this effort
2) For service contracts, is this a new requirement or is there a current or previous contractor who has performed similar services? Please provide the name of the previous/current contractor and contract number.

Project Requirements Questions:
1) Is this project sales tax exempt? If the project is sales tax exempt, will the Government provide a sales tax exemption certificate?
A sales tax exemption certificate will be provided to awardee if required
2) Will the Government provide VA badges/PIV cards for contractors working on-site for this project?
Yes
3) If contractors are provided a VA badge/PIV card, will they be allowed to move throughout the facility without a VA escort? If not, what areas of the facility specifically require VA escorts to enter?
Contractors issued a PIV badge will have access to the work areas only. Otherwise, all other areas will require an escort for access.
4) Will the Government provide contractors with access to locked workspaces (such as mechanical rooms and plumbing closets) via badge/keycard access?
See 3 above
5) Will the Government provide contractors with access to locked workspaces (such as electrical rooms and plumbing closets) via a master key?
Plumbing closets and electrical rooms are not in the scope of this project. Access to elevator equipment rooms will be given. No master key will be given.
6) Can the VA describe all tasks that may be required for this project as it relates to infectious control?
This is not a project. This is a service contract. The contractor shall adhere to all PPE protocols for the spaces requiring access. Examples of dressing out required will be required in Sterile processing, operating rooms and some patient rooms. The contractor shall ensure that all carts and materials maneuvered through the facility are kept clean and secured.
7) What is the level of infectious disease control rating for this project at this facility?
None
8) Will the Government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project?
The software is compatible with the VA’s networks and is currently in use at many VA locations.
Yes, as long as the contractor provided the VA with username/password access.
9) Will the VA allow a single individual to act as the Quality Control Manager (QCM), Site Safety & Health Officer (SSHO), and on-site Superintendent (Super) for the prime contractor on this project?
No. This is a service contract. A superintendent is not required nor desired for this contract. A site safety and health officer is not required. A quality control manager is required.
10) Where will the designated parking area be for workers accessing the construction site?
The Patient parking garage, beginning at Level 5, as space allows. Otherwise, street parking.
11) Will the VA provide a location to store materials on-site prior to the start of work, and will this location be available for the full length of the project?
There are no designated storage areas on the facility.
Scope Questions:
1) Will this contract require a full-time employee on-site to provide service for elevators?
Yes
2) Is the VA willing to provide a “not to exceed” budget for materials required to make repairs throughout the year of maintenance?
The contractor shall provide all materials, etc. for items at or under $2500. Individual items over $2500 shall be submitted to the VA for approval prior to purchase.
Modification to the contract or separate purchase order will be issued for these items.
3) Will fire alarm and annual testing inspections be completed during normal working hours, or during off-hours?
Off hours though opportunities may arise for work to occur during normal working hours.
These hours are not inclusive of the overtime hours already allotted in the contact.
4) Can the VA confirm that the PoP ends on 5/19/2023 and not 3/19/23 as RFQ currently says?
The PoP for the base year ends on 5/19/2023. The date 3/19/23 is an error.
