SCOPE OF WORK
Furnish all labor, tools, materials, equipment, subcontractors and supervision necessary to perform all work described in the contract documents for replacement of main water distribution piping and other described work for Project No. 520-19-117, Repair Water Supply, Gulf Coast Veterans Health Care System, Biloxi, Mississippi.
1. Project overview:
a. This scope of work is provided as an overview of the project to make certain upgrades to the water system serving the Biloxi VA Medical Center. The contract documents consist of drawings, construction details and bound specifications. This information is to be the source of information for basis of bid and not this general scope of work.
b. The work in general is to install new and or replace various sizes of water line by either open trench method or by directional boring. Other work consists of but is not limited to replacing fire hydrants, post indicator valves, water valves, backflow preventers, powering of pumps/controls and valve assemblies, chlorine monitoring type equipment and other types of construction work typical to utility infrastructure improvements.
c. Other work incidental to the pipe installation includes but is not limited to removal of existing structures, alterations, general construction of roads, sidewalks, grading and drainage.
2. Piping Installation:
a. Install piping of new water distribution lines and appurtenances in accordance with the project plans and specifications. Any deviations to plan alignment of pipe work must be approved by the Contracting Officer Representative (COR).
b. The plans provide a suggested phasing (4 phases) of installing the pipe work. The phasing provided is only suggested and contractor can discuss with the COR deviating from the suggested phasing plan as necessary.
c. New lines to be bored shall be located as close to existing pipe as possible. Contractor may propose new alignment for pipe to be bored based upon field conditions. Any change in alignment shall be approved by the COR and Design Engineer of Record.
d. Pipe is only to be installed after approval of piping material submittal is received by the COR and Design Engineer of Record.
3. Miscellaneous:
a. All backflow preventers to be installed are to be subsequently certified for use. Provide the COR with the certification paperwork for all installed backflow preventers prior to substantial completion of the project.
b. Coordinate with the COR in field for locating the fire hydrants, backflow preventers, pumps/controls, tanks prior to install.
c. Any necessary water outages or potential planned disruption to building water service are to be planned and scheduled a minimum of 14 days in advance of proposed interruption. See General Requirements section of the specifications for further information on notifications necessary for disruptions classified as major interruptions.
d. Carefully read the general notes, site notes and utility notes provided on title sheet of the plan documents.
e. To minimize disruption to the medical center work with the COR to pre-determine water system valving to properly isolate the system for new tie- ins.
4. Installation Time:
All work shall be completed within 365-calender days after “Notice to Proceed” is received and signed by the Contractor. A minimum of 14 calendar days’ notice will be required to accommodate planned power outages or water outages and any work during non-duty hours (duty hours are from 8:00 am to 4:30 pm). Some work (approximately 15% of all total work) may be required during non-duty hours due to the noise or vibration caused or potential for disruption to service and is to be scheduled with the contracting officer representative 14 days prior to the work. The project does include two deduct alternates. Deduct alternate one includes the work in the base bid offer except for the pipe replacement work of 998 feet of 8” – pipe along segment (A – B) as per drawings, including all incidental work along that segment (roadway restoration, sod restoration, valving, etc.) This deduct alternate includes the removal of 11 service reinstatements associated with this segment of work. The second deduct alternate includes the removal of the pipe replacement work of 961 feet of 8” – pipe along segments (D-D1) and (D1-D2) as shown on the associated plans for this project, including all incidental work along that segment. The period of performance remains at 365 days with the award of the deduct alternates or not.
SPECIAL BID CONSIDERATIONS BY THE CONTRACTOR:
All disposal costs and fees for debris removal will be the contractor’s responsibility. The contractor will be responsible for cleanliness of the building area both interior & exterior. This project will require work during off hours and during weekends to accommodate planned power outages for electrical work and that work which causes excessive noise or vibration.
SAFETY CONSIDERATIONS:
Contractor’s workmen shall provide and utilize all safety requirements in accordance with OSHA regulations during all phases of the work. Contractor shall provide and utilize scaffolding and ladders and excavations and trenching in accordance with all OSHA regulations and VA Biloxi Engineering Department Policy for open trench excavation regulations.
FIRE PROTECTION DURING CONSTRUCTION:
a. Coordinate with the project Contracting Officer Representative (COR) prior to and throughout the construction period.
b. Fire protection during construction shall comply with VA Master Construction Specification (VAMCS) 01 00 00, General Requirements. (Note: VAMCS 01 00 00, General Requirements, addresses NFPA 241, Joint Commission Interim Life Safety Measures, Hot Work Permits. This specification section was formerly section 01010.)
c. Separate all occupied areas from demolition, renovation, or construction activities by temporary smoke-tight construction partitions of gypsum board or other approved non-combustible or limited-combustible material. Partitions shall be full height, extending through suspended/hard ceilings to the floor slab or roof deck above and shall be one-hour fire rated, unless sprinklers are installed and are operational on both sides of the temporary partition whereupon the partition may be permitted to terminate at the ceiling in accordance with NFPA 241. Where the ceiling on one side of the temporary construction barrier has been removed, the temporary wall would need to go to the deck above. This requirement is due to the inherently greater potential for fire or hazardous materials incidents associated with the combustibles and operations of demolition/construction. This risk is made worse by the likelihood of compromised fire protection systems and fire/smoke resistant construction. This does not obviate the need to provide other protective measures to contain dust and debris as specified by VAMCS 01 00 00 section 1.8(D)(2). Sprinklers are considered to be operational when they are installed in accordance with NFPA 13 (spacing, protection, distance from the ceiling, etc.) and there is a sufficient automatic water supply. If the ceiling was removed and the sprinklers remain at the original ceiling level, they would likely not be considered operational.
d. Provide dust proof one-hour / fire-rated drywall construction barriers to completely separate construction from the operational areas of the hospital in order to contain dirt debris and dust. Barriers shall be sealed and made presentable on hospital occupied side. Install a self-closing rated door in a metal frame, commensurate with the partition, to allow worker access. Maintain negative air at all times. A fire-retardant polystyrene, 6-mil thick or greater plastic barrier meeting local fire codes may be used where dust control is the only hazard, and an agreement is reached with the COR and Safety Office.
e. Phase construction as necessary to ensure that obstruction of exits is minimized or avoided. If exits are obstructed during construction, provide alternate exit routes during each phase of construction and identify the alternate routes on the construction drawings.
f. Minimize or avoid disruptions to fire alarm and sprinkler systems. Delineate phasing of construction to ensure that installations of new systems are expedited, and where possible, maintain existing systems in service until the replacement system is operational. If fire protection systems are to be disrupted, ensure procedures are incorporated to maintain equivalent levels of fire protection and provide 5 calendar days formal written notification to COR and Safety Office before fire alarm systems are taken out of service.
INFECTION CONTROL - DURING CONSTRUCTION:
a. Implement the requirements of VAMC’s Infection Control Risk Assessment (ICRA) team. ICRA Group may monitor dust in the vicinity of the construction work and require the Contractor to take corrective action immediately if the safe levels are exceeded.
b. The contractor is responsible for notifying/educating all personnel involved in the construction or renovation process in infection prevention measures established by the medical center and as noted on the ICRA Permit Form which will be provided at the Preconstruction Meeting.
c. Isolate HVAC system in area where work is to be done to prevent contamination of duct system.
d. Complete all critical barriers i.e. (sheetrock, plastic, etc. to seal area from non-work area or implement control cube method (cart with plastic covering and sealed connection to work site with HEPA vacuum - prior to vacuuming and prior to exit) before construction begins.
e. HEPA filtration is required where the exhaust dust may reenter the breathing zone.
f. Contractor shall verify that construction exhaust to exterior is not reintroduced to the medical center through intake vents or building openings.
g. Negative air pressure must be maintained within workspace throughout the construction project. Install HEPA (High Efficiency Particulate Accumulator) filter vacuum system rated at 95% capture of 0.3 microns including pollen, mold spores and dust particles. Insure continuous negative air pressures occurring within the work area. HEPA filters should have ASHRAE 85 or other pre-filter to extend the useful life of the HEPA. Provide both primary and secondary filtrations units. Exhaust hoses shall be heavy duty, flexible steel reinforced and exhausted so that dust is not reintroduced to the medical center. HEPA filters must be routinely monitored and replaced once filter become visibly dirty or is no longer effective.
h. Seal all holes, pipes, conduits, penetrations or punctures within envelope of work area in appropriate manner. Method of sealing must maintain the construction areas required fire/smoke rating.
i. Construct “ante-room” and require all personnel to pass through this room so they can be vacuumed using a HEPA vacuum cleaner before leaving work site or they can wear cloth or paper coveralls that are removed each time they leave the work site. Keep area adjacent to the “ante-room” mopped clean as required by project traffic.
j. During demolition or any dust producing work or work in the ceiling, disposable shoes or shoe covers must be worn and removed in the “ante-room” when the worker exits the work site.
k. Do not remove construction barriers from work area until completed project is signed off by COR and area is thoroughly cleaned.
l. Provide and install adhesive dust “sticky” walk-off mats, minimum 600mm x 900mm (24” x 36”), at each entrance/exit of construction area. Replace walk-off mats as often as required to maintain clean work areas directly outside construction areas at all times.
m. Vacuum and wet mop all transition areas from construction to the occupied medical center at the end of each workday. Vacuum shall utilize HEPA filtration. Maintain surrounding area frequently. Remove debris as they are created. Transport these outside the construction area in containers with tightly fitting lids and dispose in contractor provided dumpsters.
n. There shall be no standing water during construction. This includes water in equipment drip pans and open containers within the construction areas. All accidental spills must be cleaned up and dried within 30 minutes. Remove and dispose of porous materials that remain damp for more than 24 hours.
o. The contractor will be required to dress out while working in the dirty or clean side of SPS. The government will provide the dress out garments.
INFECTION CONTROL – UPON PROJECT COMPLETION:
a. Remove barrier material carefully to minimize the spreading of dirt and debris associated with construction.
b. Contain construction waste before transport in tightly covered containers.
c. Cover transport receptacles or carts. Tape covering unless solid lid.
d. Wet mop area with disinfectant or as approved by COR.
e. Remove isolation of HVAC systems in areas where work is being performed.
f. HEPA vacuum and wipe clean all surfaces in the construction area. This includes walls, ceilings, cabinets, casework, furniture (built-in or free standing), partitions, flooring, etc.
NOTE:
Contractor shall submit samples of all new proposed materials for approval with manufacturer’s literature. No materials shall be procured or installed prior to sample approval.
Most work is to be performed during the duty hours of 8:00 AM and 4:30 PM, Monday through Friday, exclusive of Federal holidays. However, some areas may require work to be performed outside of normal working hours. Any work performed outside of normal working hours shall be coordinated with the COR minimum of 14 days in advance.
Site shall be kept clean and free from debris at all times and contractor shall remove debris daily from the health care system property. Contractor will not be allowed to use Government tools, materials, and/or labor for this project.
All work is to be performed in strict compliance with the attached drawings, specifications and “Scope of Work”.
