Solicitation No. 36C25621R0054 Project 520-22-162 Medical Gas Expansion, Building 15, Biloxi

Register of all RFI Proposal Inquiries & Responses:

First set of Proposal Inquiries dated 3/12/21:

Proposal RFI #1 – There are conflicting site visit dates for the project. On page 1 of solicitation in paragraph three, it states that the dates are Monday 3/29 and Tuesday 3/30. On page 30 of solicitation (2.8), it then states that the dates are Monday 3/22 and Tuesday 3/23 at the beginning of paragraph and repeats the former at the end. Which would be correct dates?

CO Response: The correct Site Visit dates are Monday 3/29 and Tuesday 3/30. As such, an Amendment will be posted to the Contracting Opps website to clarify these conflicting dates. Thank you for bringing this to my attention.

Second Set of Proposal Inquiries dated 3/22/21:

Proposal RFI #1 – The medical air compressor and vacuum pumps state that they should be sized to serve the entire building even though the scope of this project is just for one wing. Do you have an anticipated SCFM requirement for the building? To properly size the units, I would need the SCFM requirement or anticipated number of outlets for each gas in the entire building.

COR Response - Correct the new Medical Gas System is to be sized to service all patient bedrooms in the building (see provided floor plans to verify/accurate count), however in this effort you will be required to provide 3 service outlets (medical air, medical vacuum and oxygen) to a total of 24 patient beds (12 beds in Niagara Suite located on 1st floor and 12 beds in Potomac Suite located on 2nd floor). Our intent for sizing the medical gas system for the entire building is to give us the capability (at a later date) to expand medical gas services into the other wings should the need arise. Contractor to consult with “Powerex” representative and medical gas installer/expert to ensure equipment is sized properly. Our intent is for this to be a complete turn-key effort.

Proposal RFI #2 – Are there engineered plans for this project?

COR Response - There are no engineered plans for this project. Contractor to consult with “Powerex” representative, medical gas installer/expert and any engineers necessary to determine piping path, dimensions, equipment sizing/location, system requirements, outlet and panel locations, wiring, etc. as required for a complete turn-key project and to ensure new system meets all NFPA 99 requirements. In addition the contractor will need to consult with a structural engineer/architect for any renovation/modification work to the attic area to accommodate new equipment layout. Our intent is for this to be a complete turn-key effort.

Proposal RFI #3 – Will the outlet count be 1 oxygen and 1 vacuum per room?

COR Response - The outlet count for each bed location will be 1 oxygen, 1 medical air and 1 medical gas.

Add additional from COR - The VA will provide photos and video tour of existing space to help aide contractors. The pre-bid site visit will be helpful for all interested contractors intending to bid on this project.

Third Set of Proposal Inquiries dated 4/5/21:

Proposal RFI #1 – Attachments contained in the Scope of Work do not open through the Word document. Can these attachments be provided in another way?

CO Response - The above four noted attachments contained in the Scope of Work were printed out in plain black & white vs. color print and are attached hereto in one pdf document.

Fourth Set of Proposal Inquiries dated 4/7/21:

Proposal RFI #1 – In the attic area where unit will be brought in and placed a structural engineer will be needed to determine the loads. As this is not a design build, will the VA be providing the anticipated loads, or an allowance given for contractor to carry in price.

COR Response - This new Medical Gas System is a turn-key project. The Contractor will be fully responsible for consulting with a structural engineer for design, roofing system modification to accommodate new equipment layout in attic and any anticipated load information. The contractor is responsible for hiring and consulting with any engineer and medical gas expert to ensure all aspects of this new system is properly designed and installed according to NFPA 99 code requirements. Contractor is responsible for all costs associated with delivering a fully functional Medical Gas System in Building 15 as indicated in SOW.

Proposal RFI #2 – We are boring from the oxygen box to the mechanical door. After seeing inside the mechanical room there is a ton of equipment already installed inside. Will a mechanical engineer be required to determine a location to mount our equipment, or will the VA have a space determined inside by the time the project starts?

COR Response – Space in attic to mount new medical gas equipment was indicated on attic drawings provided in solicitation and shown during site visit. The location of piping path and of new equipment in centralized location in attic is specified on SOW and drawings as the most feasible option for pricing purposes. This new Medical Gas System is a turn-key project. The Contractor will be fully responsible for consulting with any engineer and medical gas expert for design and equipment/system integration in the building. Contractor is responsible for all costs associated with delivering a fully functional Medical Gas System in Building 15 as indicated in SOW.

Proposal RFI #3 - COVID test are required twice weekly, will there ever be a charge to the contractor for these biweekly tests?

COR Response - No. The VA will furnish all required COVID testing and results for contractors through the entire duration of the project.

Proposal RFI #4 – What is the depth that we are to bore? If it is over 15’ depth, there is a possibility that we may not be able to bore that deep in certain areas.

COR Response - Contractor to consult with an engineer, medical gas expert, boring contractor, or underground utility contractor to make depth determination and boring path for inserting oxygen into Building 15 from oxygen tie-in box located outside. This new Medical Gas System is a turn-key project.

Proposal RFI #5 – What size pipe/casing and type of pipe are we to use while boring?

COR Response - Oxygen piping is to be copper tubing or as specified by NFPA. Contractor to consult with an engineer, medical gas expert, boring contractor, or underground utility contractor to make pipe/casing and type of pipe determination. This new Medical Gas System is a turn-key project. All work needs to meet NFPA 99 code requirements.

DRY CLAW

Inside the pump housing, two claw shaped rotors take in air as they rotate in opposite directions. The air is compressed by the rotors, then discharged through a silencer to atmosphere. The pumping chamber is dry. There is no contact between the rotors or the cylinder wall eliminating internal wear and parts to replace. The rotors are synchronized by gears requiring a small amount of oil in the gear housing. Gear oil change requirements are minimal at approximately 20,000 hours.

DRY ROTARY VANE

A rotor is mounted eccentrically in the pump cylinder and contains several sliding vanes.

As the rotor turns, centrifugal force causes the vanes to slide outward creating a seal against the cylinder wall. The vanes are constructed of a self-lubricating graphite composite material which allows them to operate against the cylinder wall without the need for any other sealing or lubricating fluid. As a result of the offset rotor, a succession of variable volumes are formed in the cylinder housing creating the flow of vapor through the pump.

Vapor is pulled into the pump inlet which is then compressed and discharged through the exhaust to atmosphere.

OIL-SEALED ROTARY VANE

A rotor is mounted eccentrically in the pump cylinder and contains several sliding vanes. As the rotor turns, centrifugal force causes the vanes to slide outward against the cylinder wall.

Oil is injected into the pumping chamber to create a seal between the vanes and the cylinder wall and to lubricate the vanes for reduced wear. As a result of the offset rotor, a succession of variable volumes is formed in the cylinder housing creating the flow of air through the pump. Air is pulled into the pump inlet which is then compressed and discharged into the exhaust box. At this point oil is mixed with the air and is passed through several stages of internal oil and mist eliminators to remove 99.9% of the lubricating oil before the exhaust is released to atmosphere. The separated oil is then returned to the oil reservoir.
