ITEM 1 – Bidding Requests For Information

1.

The drawings indicate that the building will be unoccupied. It also appears to state that the Contractor is responsible for coordinating new work and temporary relocation of equipment to perform the new work. Building 9 is obviously full of large laundry equipment and machines, including ceil-mounted tracks, motors, and dryers that may require opening perimeter walls to remove this equipment. Is it really the VA’s intent to have General Contractors remove all the building’s laundry equipment? There is a significant amount of specialized equipment, some of which are secured to the floor. Significant cost would potentially be added to the project if general contractors are responsible for relocating this equipment.
Contractor must temporarily relocate, raise, remove, store, and reinstall equipment to perform the required work. Reference Contract Drawing No. AD102 General Sheet Notes A-D and I.

2.

If Offerors are responsible for relocating all of the existing laundry equipment, where is the equipment to be stored?
Bidders must bid the project based on their anticipated means and methods employed to perform the work. Reference Contract Drawing No. AD102 General Sheet Notes C. Review questions and responses to RFI’s 61 and 62.

3.

If Offerors are responsible for relocating all of the existing laundry equipment, does it have to be operational during temporary storage?
Facility will not remain operational for laundry cleaning activities during construction. VA must have access to Clean Laundry Storage throughout the project, reference Contract Drawing No. CE101.

4.

If Offerors are responsible for relocating all of the existing laundry equipment, will Offerors be held liable if the equipment, once re-installed, does not function as it did prior to the project commencing?
Yes, reference Contract Drawing No. AD102 General Sheet Notes A-D and I.

5.

If Offerors are responsible for relocating all of the existing laundry equipment, can the equipment be easily and economically disassembled to easily remove from the building or will a perimeter wall need to be removed to facilitate the removal of the existing laundry equipment?
Contractor must temporarily relocate, raise, remove, store, and reinstall equipment to perform the required work. Offerors must bid the project based on their anticipated means and methods employed to perform the work. The VA will not allow or support the removal of any exterior walls.

6.

If Offerors are responsible for relocating all of the existing laundry equipment, and if a perimeter wall has to be removed, since this building is a registered historic building, has approval been granted from authority having jurisdiction to remove a portion of the perimeter wall and therefore replaced/re-installed? Please note, Specification Section 01 00 00, page 20, paragraph 1.26 states that Contractors are to disconnect, dismantle as necessary, remove and reinstall in new location, all existing equipment and items indicated by symbol “R” or otherwise shown to be relocated by the Contractor. This symbol, nor any other symbol, is shown on the drawings.
Contractor must temporarily relocate, raise, remove, store, and reinstall equipment to perform the required work. Offerors must bid the project based on their anticipated means and methods employed to perform the work. The VA will not allow or support the removal of any exterior walls due to the building being on the National Register of Historic Places. Contract Drawing No. AD102 General Sheet Notes A-D and I are “otherwise shown to be relocated by the Contractor”.

Please confirm that a bid bond is required for Volume III, Price Proposal.
A hard copy of the bid bond must be received prior to the closing date and time of the solicitation. An electronic copy of the bid bond is required to be included in the electronic submission of the proposal.

8.

Has the proper approval been provided from State Historic Preservation Office (SPHO), or other authority having jurisdiction?
Yes.

9.

There is a note on the first page of the drawings that states that the building will be unoccupied during construction. Also, the scope calls for removing and replacing the HVAC system within this independent building. However, on drawing GI102, there appears to have notes requiring ICRA requirements. Since this building is independent with all new HVAC going in, why is a temporary barrier required for the opening leading into the load-out/cart storage area?
Clean Storage Building and one clean storage bay must remain accessible to the VA throughout the project and will remain occupied during construction. Therefore, ICRA adherence is required. Plumbing shop must remain operational. West end of basement service room 006-09,

Electrical equipment serving the building 10 Boiler Plant, East end basement general storage room 001-09, All equipment in basement that is not removed including but not limited to air compressors and electric panels, and Load out area must also remain accessible throughout the project. ATS, UPS, and panels must be protected. Water to building 40 Sterilizer must remain in service.

10.

Please confirm that the structural steel fabricator and erector must be AISC certified.
AISC certification is not required. Contractor must demonstrate the experience portion. Reference Contract Specification 05 12 00 Part 1.4 Submittals and Part 2.4 Fabrication.

Drawing S-001, note 4.7
“Contractor shall remove and replace unacceptable soils in accordance with the geotechnical report and/or at the direction of the geotechnical engineer.” We can not locate a geotechnical report. Furthermore, how are Offerors to price this requirement? Will the VA consider this scope a differing site condition, if encountered, or will the VA provide an allowance that all offerors are to include?
The geotechnical reports are included in this amendment.

12.

Please confirm that both visual and penetration inspections of welds are required.
Penetration tests are required for partial/full penetration welds only. All others are to be visually inspected. Reference Contract Drawing No. S002

13.

Please provide cut sheets and assembly instructions for the equipment located within Building 9 so Offerors know how to disassemble and reassemble the equipment. Please include the track system as well.
Contractor must obtain this information from equipment manufacture.
14.
Drawing S-002, note 9.6
“Contractor/Fabricator is responsible for the design and detailing of all light gage steel framing and shall retain a professional engineer registered in the state where the project is located to perform such.” Please confirm if this requirement is applicable to this design-bid-build project.
Yes.
15.
Drawing S100
detail First Floor Foundation Plan, appears to call out 18 micropiles. Drawing S301, detail C1, shows two micropiles per footing. However, we can not locate details showing the size or depth of each micropile. Please provide details of the micropiles for bidding purposes.
The micropiles are to have a 10 kip capacity as stated on S101. Micropile information is stated in the Geotechnical Report dated October 1, 2020 by GTS, Inc.
16.
AS101
AS101 shows three (3) new bollards around the new addition, but none around the large AHU-9 and/or equipment pad. Please confirm that only three new bollards are required around the new addition and that none are required around the AHU-9 and/or AHU-9 pad.
Contractor must furnish and install bollards as required by bid documents and add five additional bollards locations furnished by COR.
17.
AS101
shows an existing light pole to be relocated. However, no other drawings indicate any work associated with the light pole. Please confirm the note on AS101 is a mistake and the existing light pole is not to be relocated.
Confirmed, the light pole indicated as “relocated” on AS101 is existing to remain. Contractor must protect existing light poles during construction.
18.
AD101, note 6
indicates that existing finishes may contain hazardous materials and to field test prior to removal. If the test comes back as positive for hazardous material, will the VA issue a contract modification for the abatement services? If not, how will Offerors price the removal of hazardous material without knowing what or how much is required to be removed/abated (outside of the lead-based windows, doors/frames stated on the drawings)? Will the VA issue an allowance for all offerors to price?
For lead, all existing paint designated to be removed contains lead and must be abated per spec section 02 83 33.13. For asbestos, estimate as follows: 1000 linear feet of pipe less than 2 inches contains asbestos. 1000 linear feet of pipe 2 to 6 inches in diameter contains asbestos. 1000 linear feet of pipe greater than 6 inches in diameter contains asbestos. 100 fittings, saddle blocks, valves, tees or other mechanical appurtenances 2 to 6 inches in diameter contain asbestos.
19.
AD101
calls to remove the entire CMU wall along grid line 6 to repair the column at grid line C/6. Does the entire CMU wall need to be removed if only one column is being repaired?
Contractor must remove wall as shown on contract documents.
20.
S101
calls for engineered shoring while repairing the existing column. Please confirm that temporary shoring will be required along grid line C, between grid line 7 and 5, and along grid line 6, between grid lines D and A. Also, please confirm that the temporary shoring has to be signed and sealed by a professional registered engineer within their home state or does the engineer need to be licensed and registered in Arkansas?
Temporary shoring is required for the

column replacement. PE Registration must be in the State of Arkansas or PE’s home state.

21.
AE601
shows details for new work window details and new work-insulated panel details, both of which show closed cell foam insulation located within and behind existing materials. Please confirm that the closed cell foam insulation is existing and not new work.
Closed cell foam must be new and installed as shown on the contract documents including, but not limited to, around crevices and annular spaces between new windows and existing construction.

AD101
AD101, note #1, states to, “See A601 for additional information regarding existing windows of historical significance.” There is no A601, but we are assuming the reference is in regard to AE601. However, when reviewing AE601, there is no direction indicating which window is of historical significance, nor is there direction on what to do with the historically significant windows other than, “Prior to ordering replacement doors, contractor is to field verify all existing door dimensions and document any details of historical significance.” Please define exactly what contractors are to do regarding the windows, as “document any details of historical significance” is vague and does not clearly indicate the extent of work. Same question on Note #2, regarding the doors.
Note should read “AE601”. Contractor must match the dimensions and features of the existing doors and windows. Contractor must also reference Contract Specifications 08 11 13 Hollow Metal Doors, 08 52 13 Aluminum-Clad Wood Double Hung Windows, and 08 80 00 Glazing for additional requirements.
23.
AD102 note #23
states to thoroughly clean existing floors, but then to remove all flooring and adhesive and prepare floors for new finishes. What is the intent or purpose of thoroughly cleaning the existing floors prior to removal?
Contractor must thoroughly clean any existing floors to remain. Notably, refer to Deduct Alternate No. 1 in the contract drawings.
24.
AE102
there are arrows pointing to a recessed slab under the new cart wash location. Are these notes referring to detail B5 on S003? If not, we cannot locate the details for this work on the structural drawings, please advise.
The concrete sump pit for the cart washer must be furnished and installed by the Contractor.
25.
AD201 note #7
states that existing dryer vent is to be removed. However, on drawing AE201, note 8, it states that the existing dryer vent is to remain. Please clarify if the upper dryer vent is to be removed per AD201, note 7, or is to remain per AE201, note 8.
The existing dryer vent must remain at the window between column lines 4 and 5 on the south elevation.

26.

New exhaust vents are to be provided through the existing roof. Are offerors to reuse the existing penetrations? If not, will the VA please provide the manufacturer and warranty information on the roof so we can coordinate with the manufacturer to ensure the warranty is not voided.
Existing penetrations are not to be reused and contractor must seal existing penetrations in accordance with the contract. Warranty does not exist.

27.

The deductive scope for Alternate 1 only affects the men’s and women’s toilets, correct? For example, AF102 includes note #4 throughout the facility directing offerors to paint all existing wall surfaces (above wainscot) including window jambs and soffits. However, the deductive alternative #1 is to remove the painting scope only in the men’s and women’s restroom. Is this an accurate understanding of the deductive alternate?
AF102 Keynotes 3, 4, 5, 6, 7, and 8 describe base bid work. If Deduct Alternate 1 is accepted, only work described in Keynotes 3, 4, 5, 6, 7, and 8 on AF102 as well as Lighting per Keynote 4 on EE101 are deleted from scope and the area contained within the dashed box is cleaned. Also, see response to question #23.

28.

Please confirm that temporary cooling and heating (Five (5) ½-ton units) for the load-out/cart storage is required since the building will be unoccupied. This seems like an excessive requirement for an unoccupied facility.
Contractor must furnish and install temporary cooling and heating in accordance with the contract documents.

29.

Is the existing underground electric that require relocating owned by the VA or will a utility company need to be involved? If a utility company, please provide name and contact information. Also, will the relocation cause a significant outage, such that it will require off-hours work and/or temporary electrical service? Or can the relocation occur at any time with no temporary electrical service.
Utility company is not involved. Temporary power is not required. But shut-down, down time, and reconnection must occur over a weekend. Coordinate this weekend work in advance with VA-COR, per spec section 01 00 00. Contractor must locate and verify existing utilities at no additional cost to the Government.

30.

In an effort to reduce cost, can the assigned SSHO also be the Superintendent and QC Manager, assuming the one individual has the qualifications for all three positions?
No. Per spec section 01 35 26 article 1.7.C, only Competent Persons can perform collateral duties.

31.

Is there a proprietary DDC contractor required to perform all the DDCs on campus? If so, please provide contact information.
DDC must interface seamlessly with existing Alerton DDC and must meet contract specification 23 09 23 Part 1.7 Submittals. Station currently uses Northwest Controls Inc.

32.

Please confirm that the TAB agency must be a third-party contracted by the General Contractor and can not be a subcontractor to the mechanical subcontractor.
Must be in accordance with specification section 23 05 93 article 1.3.B.1.

33.

Is there a proprietary fire sprinkler contractor required to perform all the fire sprinkler work on campus? If so, please provide contact information.
No.

34.

Please provide the name and contact information for the security camera hardware and software manufacturer and/or installer/programmer so Offerors can contact the firm to relocate this device.
The preferred camera brand is Axis or Illustra. The Cameras must meet all Contract Specifications and integrate seamlessly with the existing Exacquivision system.
35.
Specification Section 01 00 00, page 20, paragraph 1.27
Regarding Specification Section 01 00 00, page 20, paragraph 1.27, can this space be provided in the existing load-out//cart storage area that is not being renovated?
Delete specification 01 00 00 Paragraph 1.27.

36.

Section 01 00 00, page 27, paragraph 1.34(I), states that the period of performance is 270 calendar days. However, the SF 1442 states that the period of performance is 365 calendar days. Please confirm that the duration provided on the Sf1442 is correct and that the project duration is 365 calendar days.
Period of Performance is 365 calendar days.

37.

Please confirm that there is no commissioning requirement of any kind on this project.
Contractor must commission HVAC in accordance with specifications 01 91 00 and 23 08 00.

38.

Please confirm that there is no phasing requirement on this project.
Cart wash site prep must be completed NLT 9/15/2021.

39.

The first page of the SF1442 states that award is contingent on availability of appropriate funds. Have those funds been appropriated or allocated? If not, does the VA expect funds to be available to award this project?
Funds are available for this project.

40.

Please confirm that only Offerors must submit their EMR and that it is not the intend of the VA to have Offerors collect and submit within our proposal all subcontractors’ EMRs as well.
Offerors must submit their EMR as part of the proposal, subcontractors’ EMRs are not required as part of the proposal.

41.

The scope appears to require Offerors to provide three new extractors. However, we can not locate the specification section or the manufacture requirements for this type of equipment. Please provide this information so Offerors can price this scope.
In accordance with keynote 14 on AE102, VA provides new extractors. Contractor must furnish and install testing services, flexible connections, and certain other work as indicated on P101.

42.

Are proposals to be electronically submitted or hardcopy original plus one copy?
Proposals must be submitted electronically to Felicia.lovelady@va.gov and copy Andres.Apolinar@va.gov. A hard copy of the proposal and bid bond is required to be delivered to Department of Veterans Affairs, Attn: Contracting : Andres Apolinar, 1100 N. College Ave, Fayetteville, AR 72703

The page limits in the solicitation state that limits are for a single sheets of paper and may be doubled-sided. Does this mean that the 25-page limit for Vol I, when printed, can be 50 pages total?

In accordance with FAR 9.601(1) or (2), please confirm that projects for Corporate Construction Project Experience can be submitted from either the Offeror or team member as long as both firms have formed a partnership in accordance with FAR 9.601(1) and (2).
Construction project experience shall be submitted from firms forming a partnership IAW FAR 9.601(1). Construction project experience of subcontractors for firms forming a partnership IAW 9.601(2) can be submitted to support the experience of the prime contractor but not as a substitution for prime contractor experience.

45.

Please confirm that this project does not include any requirements for provisions for providing a temporary laundry facility for the VA campus to use during the renovation of Building 9.
Facility will not remain operational for laundry cleaning activities during construction. VA must have access to Clean Laundry Storage throughout the project, reference Contract Drawing No. CE101.

46.

Vol 1, Factor 1C asks for a letter from the surety stating the company’s ability to bond the project. However, if a bid bond is provided within Volume III, Price, why is a bond letter required in Volume I, Factor 1C?
Proposals will not be disqualified due to the absence of a bond letter. However, a hard copy of the bid bond must be received prior to the closing date and time of the solicitation.

47.

Volume II, Past Performance, states that Exhibit A and B do not count towards the 25-page limit. However, there are no other submission requirements for this volume. What other information is the VA requesting to account for a 25-page limit?
If the offeror chooses to submit additional information for Volume II, there is a 25-page limit for the hard copy.

48.

If final CPARS are complete for projects to be used in Volume II, Past Performance, Exhibit A, should the Offeror include those CPARS in the proposal or will the VA extract those revaluation from their review of the CPARS database? It is very difficult to get a questionnaire completed from a government client if a final CPARS report is available.
VA will research CPARS information.

49.

Please provide a list of documents/items to be included with Volume III, Price Proposal, to ensure Offerors understand what is required for submission. We believe Volume III should include the signed SF1442, Schedule of Offerors, Continuation of Sf 1442 (price breakout), VIP registration and SAM.GOV registration, VETS-4212, Offeror EMR, acknowledgement of amendments, and bid bond, but we want to make sure we have everything covered.
Price proposal must include the signed SF1442, acknowledgement of amendments, the completed schedule and price breakout, EMR, VETS-4212 and bid bond. SAM and VIP information are not mandatory to include in the proposal as this information will be verified upon receipt of the proposal.

50.

Volume I, Factor 1C, asks Offerors to explain how work will be accomplished without disrupting patient care spaces. However, this building is not located adjacent to or near any patient care spaces. Will the VA revise this section to reflect actual conditions or are Offerors to respond as it is written? There are some challenging aspects of this project that we believe the VA would like to review and evaluate in lieu of the current submission requirements. Please advise.
Please refer to RFI #9 for areas that are to remain operational/accessible within B9. The campus is to remain fully operational throughout the project.

51.

What are the COVID requirements for this job?
Contractor must be in accordance with all Federal mandates required for Federal Property.

What size of steel reinforcement is at the bottom of the detail adjacent to the #4 dowels?
The #4 bars will lap with the #4 ties shown in C1-S301

It will be challenging to perform the asbestos, lead paint abatement, and overall construction of the project while fulfilling the requirement to keep the facility operating while we are working. Will there be a plan in place to contract out the laundry operations during the abatement process?
Facility will not remain operational for laundry cleaning activities during construction. VA must have access to Clean Laundry Storage throughout the project, reference Contract Drawing No. CE101 and Contract Drawing No. AE102.

55.

Will the contractor be responsible for any temp laundry services or is the VA coordinating that?
No, the VA will coordinate all temporary laundry services.

Plan Page CE101
shows construction fencing encompassing both clean and dirty loading docks. If the facility is to remain open and operating during construction, is there a separate plan in place for operation of the laundry facility that will meet ICRA requirements for transporting both clean and dirty laundries?
Facility will not remain operational for laundry cleaning activities during construction. VA must have access to Clean Laundry Storage throughout the project, reference Contract Drawing No. CE101 and Contract Drawing No. AE102.

Note 12 on Drawing AE201
Will the provided specifications for the coiling doors and bumpers meet the criteria in Note 12 on Drawing AE 201 that the new coiling doors and bumpers match existing? Who are the manufacturers of the existing overhead doors and bumpers?
Yes, specification section 08 33 00 supports adherence to Keynote 12 on Drawing AE201. Spec section 08 33 00 and bumper/seal basis of design items are as follows:

1. Kelley Foam Dock Seal with Head Curtain, Model DSH or equal.

2. Overhead Door Stormtite AP with between jamb mounting, powder guard premium paint, and sloping bottom bar or equal.

58.

Does the VA want the new coiling overhead door to be automatic or manual?
Automatic.

59.

Is the contractor responsible for the relocation of the security cameras noted on AE 201?

Who currently holds the contract for the maintenance on these cameras? What brand security system is it?

Yes, Contractor must be responsible for camera relocation. For camera maintenance and brand, see response to question #34.

60.

Is there a clean room for folding and sealing linens for surgy/ICU that will be in operation during the project? Will project personnel be required to wear scrubs, surgical gloves and/or similar attire while accessing this area during window replacement or MEP work?
Facility will not remain operational for laundry cleaning activities during construction. VA must have access to Clean Laundry Storage throughout the project, reference Contract Drawing No. CE101 and Contract Drawing No. AE102. Contractor will not have access to clean laundry storage.

61.

What space on the campus will be available for storage, and what items from inside the laundry facility will be stored there?
VA will allow up to 3 storage units at location(s) to be designated by COR after award, per spec section 01 00 00 article 1.6.

62.

Should the VA provide the storage or should the contractor provide onsite temporary conexes for the storage?
Contractor must furnish all temporary storage units. Refer to spec section 01 00 00 article 1.6.

63.

Who is the manufacturer or maintenance company currently contracted to service and maintain the existing equipment in the laundry facility?
Maintenance of laundry equipment is furnished by the VA.

64.

Is Microsoft Project an acceptable computer based project scheduling software? Re: 01 32 16.15, 1.4
Yes. The contract stipulates no requirement regarding proprietary scheduling software.

65.

For the epoxy floor, will the VA please provide a basis of design or equal?
Spec section 09 67 23.60 is non-proprietary.

66.

On the epoxy floor, does the VA want a cementitious undercoat with a flake or quartz broadcast top coat? If so, how many layers of flake/quartz, and how many layers of top coats? Should the final top coat be a polyaspartic or a polyurethane?
Contractor must follow the requirements indicated in specification section 09 67 23.60.

AD101, detail D3, note 7 & 3
On AD101, detail D3, note 7 & 3, there is an old masonry wall to be torn down and a new one built along with new piers. The shoring and temporary bracing will require predesigned structural drawings. The contractor cannot ask a design engineer to draw these without incurring a fee, and the steel company cannot bid the scope properly without these structural drawings. Will the VA please provide a structural steel reinforcing drawing as a basis of design for the steel erector to shore the bearing beams above? Not providing this makes this portion of

AD102 detail A3 shows a scale being removed and replaced. What is the basis of design for this scale and what sort of weight capacity should it support?
Basis of Design: Mettler Toledo including:

1. 2256 VLC Floor Scale with 1000lb capacity, 0.2lb resolution, 48”x48”, and milled steel or equal.

2. Quick-Pit 2256 Frame, 48”x48” or equal.

3. IND246 Weighing Terminal Display including Base Model IND246 Harsh, Analog Excitation AC-10V Excitation Isolated Serial Port with Memory Option SD Memory Card Application Software Standard Firmware Power Option 120VAC, US Plug or equal.

Contractor must modify existing concrete pit to fit the new scale. Contractor must carefully remove and return the existing scale to the VA.

AD102 detail D3, adjacent to door 100A, the concrete in the floor at the floor drain has failed and needs to be removed and replaced. How deep should the contractor excavate to reinstall the new concrete?
Contractor must remove concrete to a minimum depth of 3 inches to install the new concrete.

AE301 C1 shoes a structural I-beam over the metal framing. It is not common to put a steel I-beam over top of metal studs in this fashion. Will the VA allow the ceiling joists to carry beyond the vertical wall studs to create a lookout, with soffit underneath?
No, cold formed steel framing terminates at the bottom of the structural beam as indicated in Contract Drawing No. AE301.

P101 and several pages in the architectural files call for a new cart washers and extractors to be installed. There is no detail relating to this new cart washer or extractors. Will the VA please provide a basis of design for each extractor and the cart washers they want installed?
Contractor must furnish and install site preparation for cart washer and extractors to be installed by others.

Can the VA or Engineer please include a detail of the steam connections and material needed to connect to the water holding tanks in the basement. I.E. Traps, pumps, PRVs, etc.?

Is the sump pit for the cart wash to be built in place by the general contractor or will the sump pit be a manufactured tank to be installed in a pit?

For basis of design, use SMACNA screen similar to SMACNA 5th Edition, Figure 7-7C in 30”x30” overall size. Steel billet frame is 2” wide by ½” thick and mesh/gage or equal.
