Project Title: SUICIDE RISK MITIGATION for PARKING GARAGES Project Number: 629-21-101
1. GENERAL INFORMATION & PROJECT BACKGROUND:
1.1 This project is for the installation of a new coated non-climb fencing and stainless-steel cable mesh infill screening at the parking garages, at the main VA Medical Center, in New Orleans, Louisiana.
1.2 The VA Medical Center provides 2,212 parking spaces, distributed across two (2) multi-level parking garages (Visitor’s Parking and Staff Parking). The visitor parking garage has 1,048 parking spaces on seven (7) levels, while the staff parking garage has 1,164 parking spaces on seven (7) levels.
1.3 Suicide Prevention continues to be a top priority for all VHA Facilities. Parking garages are often chosen due to convenient access to great heights and a higher likelihood of fatality. The goal of this project is to install protection for Veterans and staff around the parking garages and related structures in order to create an environment ideal for promoting overall wellness and safety. This project requires the design and successful installation of permanent infill screens at the exterior openings of both parking garages, at all levels except the ground level. This project also requires the design and successful installation of non-climb fencing over the parapet walls of the seventh (7th)/ roof level of the two parking garages.
1.4 This project requires the Design-Build contractor to carry out a detailed structural study of both parking structures to determine existing structural conditions prior to starting work on the actual design and fabrication of the infill screens and non-climb fencing. A report of this study shall be submitted to the VA for review and approval.
2. GENERAL REQUIREMENTS:
2.1 Contractor shall provide all labor, materials, tools and equipment, and design-build services necessary for the design and construction of the project described above and other specific tasks as further defined by this SOW and specifications.
2.2 Both design and construction services are part of this project.
2.3 The Contractor shall provide a cost proposal to reflect the installation of coated non-climb fencing (INSTALLATION-1) and cable mesh infill screens (INSTALLATION-2).
2.3.1 INSTALLATION-1: Work includes all labor, material, equipment, and supervision to perform design build services for the installation of a new powder coated, galvanized, steel framing members for anti-climb fencing with a forty-five (45) degree angled top, and lightning arrestor system. The lightning arrestor system will be tied into the existing system.
2.3.2 INSTALLATION-2: Work includes all labor, material, equipment, and supervision to perform design build services for the installation of infill screens fabricated from stainless steel cable mesh with a tensioned cable frame border and all associated accessories to provide a safe barrier that allows for adequate natural lighting and ventilation. Review Screen Example DOC-001.
2.4 Bidders shall bid on all items. Failure to do so will be cause for rejection of the bid as being non-responsive and non-conforming to the SOW.
3. DESIGN & BUILD SCOPE:
The design shall be in accordance with and capture the following requirements:
3.1 Design Development (DD): The Design Build Contractor shall develop 35%, 65%, and 100% plans and specifications for review and approval by the VA. All dimensions must be field verified to determine final fence and screen alignment.
3.2 The design documents shall incorporate proper construction phasing of work where required within the project period of performance.
3.3 Design drawings shall include all demolition and new work in sufficient detail to provide for a thorough review by the VA.

B. Source Selection Procedures
1. Source Selection Overview: In accordance with FAR 15.3, the objective of source selection is to select the proposal that represents the best value. A contracting officer is designated as the source selection authority (SSA), unless the agency head appoints another individual. The SSA establishes an evaluation team that includes appropriate contracting, legal, and technical expertise to ensure a comprehensive evaluation of offers. The award decision is based on evaluation factors and significant sub-factors that are tailored to the acquisition. The factors represent the key areas of importance and emphasis to be considered in the source selection decision; and support meaningful comparison and discrimination between and among competing proposals.
2. Evaluation: The proposal evaluation is an assessment of the proposal and the offeror’s ability to perform the prospective contract successfully. The technical, price, and source selection boards will evaluate competitive proposals and then assess their qualities solely on the factors and subfactors specified in the solicitation. Evaluations shall be conducted using a combination of adjectival ratings and numerical weights. The relative strengths, deficiencies, significant weaknesses, and risks supporting proposal evaluation shall be documented in the contract file.
3. Past Performance: Past performance information is one indicator of an offeror’s ability to perform the contract successfully. The currency and relevance of the information, source of the information, context of the data, and general trends in contractor’s performance shall be considered. This comparative assessment of past performance information is separate from the responsibility determination required under FAR Subpart 9.1.
4. Tradeoff Source Selection: If tradeoffs are performed, the source selection records shall include an assessment of each offeror’s ability to accomplish the technical requirements; and a summary, matrix, or quantitative ranking, along with appropriate supporting narrative, of each technical proposal using the evaluation factors.
5. SSA’s Final Decision: The SSA’s decision shall be based on a comparative assessment of proposals against all source selection criteria in the solicitation. While the SSA may use reports and analyses prepared by others, the source selection decision shall represent the SSA’s independent judgment. The source selection decision shall be documented, and the documentation shall include the rationale for any business judgments and tradeoffs made or relied on by the SSA, including benefits associated with additional costs. Although the rationale for the selection decision must be documented, that documentation need not quantify the tradeoffs that led to the decision.
6. Source Selection for this Procurement:
| a. Phase I of this procurement will result in a narrowing of offerors to a maximum of four (4) firms (unless the contracting officer determines that a number greater than four (4) is in the Government’s interest and is consistent with the purposes and objectives of this two-phase design build project) based on the following technical evaluation factors listed in descending order of importance: | |
| Phase I: |
(1) Technical Approach
(2) Technical Qualifications
| (2a.) Key Design Personnel & Experience |
| (2b.) Key Construction Personnel & Experience |
