The purpose of this Amendment, 0001, is to post questions and answers received for combined synopsis/solicitation 36C25621Q1481.
1. QUESTION: Why is the VA only concerned with equipment requiring 2 more energy sources? In some cases, even 1 energy source is needing LOTO.
ANSWER: VA does not consider single source equipment as part of the scope.
2. QUESTION: How were the software requirements selected?
ANSWER: VA preference
3. QUESTION: Approximately how many pieces of equipment does the VA estimate needing LOTO procedures? SOW stated up to 20,000…Depending on the number of pieces equipment requiring LOTO will impact total costs. Is there a way where the risk is shared for the contractor and VA in the event more procedures are required do to this unknown?
ANSWER: Contactor shall plan on up to 20,000 pieces. If the contractor discovers more, the VA will address via contract modification or those pieces will not be included.
4. QUESTION: Can you share any information regarding the numbers of buildings, sizes, and geographic areas?
ANSWER: There are 12 “separate” buildings plus 2 parking garages. The total square footage is approximately 2.6 million SF.
5. QUESTION: Are exact locations known for each piece of equipment?
ANSWER: Equipment will primarily be located in mechanical spaces, interstitial floors, and above the ceiling.
6. QUESTION: What information is readily available for each piece of equipment? E.g., voltages, pressures, circuit diagrams, circuit breaker locations, routing diagrams, etc.
ANSWER: Depends on the equipment. Limited information is available. Circuit diagrams are considered approximately 80% accurate.
7. QUESTION: Is there a template LOTO procedure that the VA requires or will the contractor generate one?
ANSWER: The contractor will provide samples of the latest industry standard that the VA will pick from.
8. QUESTION: Will the contractor have full access to all equipment or will some items require VA assistance? How many will need VA assistance?
ANSWER: Some areas have restricted access and will require VA assistance.
9. QUESTION: How much involvement will the contractor get from the VA employees? Will VA employees take the contractor to the equipment?
ANSWER: VA staff may serve as escorts; however, the contractor should plan on having at least two (2) non-PIV vetted staff members to serve as escorts for the staff completing the assessment.
10. QUESTION: Regarding the LOTO software itself, we understand the procedures are to be delivered in Microsoft Excel or another non-proprietary format. However, does the government require the software program and licenses be a one-time purchase, or is it anticipating a subscription-based system be required? (For example, annual)
ANSWER: The VA has a continual subscription to MS Office. No licenses will need to be purchased.
11. QUESTION: Per Section 1.3, Could the government clarify the difference, if any, between the LOTO policy requirement listed in bullet #5 and the Engineering SOP listed in bullet #8?
ANSWER: There is no difference. The two bullets can be combined to read “Develop an Engineering LOTO SOP and deliver to Engineering Supervisors”
12. QUESTION: Per Section 5.9.5, is the government requesting 5 stations for each shop, or 5 total stations?
ANSWER: 5 total stations
13. QUESTION: Section 7.2 states “Energy- and machine-control points labeled on machinery.” and “Visually instructive and durable graphical tags”, but this is not discussed in Part 5. Could the government provide clarification on this topic? Are energy source identification tags required to be provided and mounted as part of this effort?
ANSWER: Remove “Energy- and machine-control points labeled on machinery” from Deliverables Schedule
14. QUESTION: Similar to the above question. Regarding the CLIN structure, is it correct to assume that CLIN 004 “Attach LOTO Procedures and Devices to Equipment” only refers to attaching completed laminated procedures to the equipment per Section 5.6?
ANSWER: Yes. Attaching devices can be removed from Performance Requirement Summary #5 and CLIN 004
15. QUESTION: ) Paragraph 1.2 (Background) indicates that only equipment with 2 or more sources of energy are to be completed. Please confirm this is accurate. If so this requirement will impact our price.
ANSWER: This is correct, only equipment with 2 or more energy sources are to be considered.
16. QUESTION: Paragraph 1.3 (Objectives)
· Q: Please note we will “Install electronic LOTO program (software)” for the VA to use as part of this program at no annual licensing cost or usage fee to the VA. But be advised that we must obtain a Software license agreement to provide you with access to the software. The VA may only access the software for the purposes of this program. The VA will not be a license holder, and may not make any other use of it. Please acknowledge this requirement for use of the proprietary software from the OEM.
A: We do not need a system; we need only an editable and reproducible file that can be used across multiple machines. An excel document (spreadsheet) or Word document (work processing) suffices.
· Q: Please specify the training requirements. Will the training be completed one time or in multiple sessions? If multiple, how many?
A: Per Section 5.8, training will be provided over multiple sessions for up to 100 employees. Since no more than 20 students can be in any given training session, the contractor should plan to hold up to 5 training sessions.
· Q:Does the training include Employee Verification of the LOTO process? Or is it limited to learning how to use the software? Please specify.
A: Training shall encompass both verification of the LOTO process and learning how to use the software.
· Q: Will any of the training be for Affected Employees or is it limited to Authorized Employees? Limiting to Authorized Employees would reduce the training scope and be less expensive. Please specify.
A: Training will be given to Engineering staff.
17. QUESTION: Paragraph 4.2 (Computer) requires us to provide a Win 10 computer running Office Pro 2013 or newer. In our experience this is an area that has been off limits per OIT. What - if any - special configuration will be required to meet OIT requirements? Or are we to simply provide the machine and OS for OIT to configure? Please specify exactly what OIT will require and the steps we need to follow to meet their requirement.
ANSWER: Please remove. The computer requirement is not necessary
18. QUESTION: Paragraph 4.2.1 (Software) requires the LOTO software be Microsoft based and approved by the VA. These requirements are mutually exclusive – the LOTO software is not “Microsoft” based by definition; it is a proprietary program that can run on a Windows machine but is not “based” on Microsoft. Regarding approval by the VA, please include specific guidelines for such approval (as noted in Item 3 above).
ANSWER: This is incorrect. File formatting or databases can be Microsoft based (Excel, Access, etc). As a result, they are not mutually exclusive.
19. QUESTION: Paragraph 4.2.1 (Software) - one further note: our program itemizes all procedures with a unique address and description. Other programs batch all Procedures under a single point of control. Please specify that you require all procedures to be itemized with a unique address and description.
ANSWER: This is correct.
20. QUESTION: Paragraph 5.1.1 (Specific Tasks – Phase I) requires a “building assessment of site equipment to determine energy source information for identification.” We are not sure what this means. Please specify exactly what type of equipment and “assessment” is required.
ANSWER: Through site walks and investigation, the contractor will need to identify all equipment defined under 1.4 Scope with 2 or more sources of energy and confirm the energy sources for each.
21. QUESTION: Paragraph 5.1.2 requires Customer Asset info to be documented at a much higher level than we typically do. See page 5 of the attached “2021 LOTO Brochure.” The “ViewPoint On Demand” system is designed to give you access to your facility’s compliance-required information in a variety of formats. This is the industry standard for LOTO in various industries across the nation. But it does not document your Asset information at the level you have specified. Please clarify what you are trying to capture and accomplish so we can match your requirements with available programs.
ANSWER: All identified equipment is either already entered into or will be entered into MAXIMO, the New Orleans VA asset tracking system. Most of the fields in 5.1.2. are entered into MAXIMO.
All other terms and conditions remain the same.
