Q4 - Section 10 item g. references batteries, is that part of the waste in the trash bins?

A4 – No.

Q5 - Section 10 item h. references Bulb packaging, is that part of the waste in the trash bins?

A5 – No.

Q6 - Section 10 item i. references scrap metal / pallets, is that a separate bin requirement on top of the 30yard bin at the warehouse, if so, how many times was it utilized in the previous contract?

A6 - Yes, it will be a separate container, but it will be only on call bases once a month. - This was not an item in any contract that we have previously had in place.

Q7 - Normally trash bins are picked up early in the AM <0700 hrs. the contract references 0700-1500 do the 8yrd containers need to be serviced within that timeframe or can they be serviced earlier (i..e 0500)

A7 - Per the contract I am identifying ours of operation, in the contract the only requirement I have is that the containers be returned prior to 09:00 am. If you arrive at 05:00 am and return the containers by 06:00 am that is fine as long as all containers are returned by 09:00 am.

DAYS AND HOURS OF OPERATION:

Monday – Friday, 7:00 am to 3:30 pm excluding federal holidays. The expectation is that solid waste containers are removed early enough and returned by 9:00 am on pick up days.

Q8 - What is CLIN 0009 600 Tons of Solid Waste disposal in reference to?

A8 - The total waste collected by the onsite compactor and open top container at 2400 Canal Street and the all CBOCs.

Q9 - CLIN 0012 is recycling at the CBOC. what size bins are required for this and what is the service frequency?

A9 – 96g container picked up 2X a week

Q10 - How many bails of cardboard are shipped on a weekly / monthly basis?

A10 - 3 - 4 bails weekly

Q11 - What is the size of the cardboard bails?

A11 – 32” X 32”

Q12 - How are the cardboard bails stored and loaded for shipment?

A12 - Forklifted and stored on the back dock.

Q13 - CLIN 0011 is recycling at the Main Hospital. What size bins are required for this and what is the service frequency?

A13 – 8-yard container 2X a Week. VA employees will bring everything outside to this container. No inside containers are required but will consider a proposal if it provides a cost benefit.

Q14 - Are we able to schedule a site visit at the main facility (where the current 39-yard compactor is located)? We would like to get the specifications necessary for providing accurate quoting of this unit.

A14 - 29 March 2021 at 1100am CST at 2400 Canal Street, inside the main concord.

Q15 - Need additional information on the process and approval to convert Biohazardous waste into MSW material and regular landfill disposal. Is the process heat, chemical or pressure to clean material?

A15 – Contact the San-I-Pak World Heath Systems and reference their 6:1 compactor with 40 cubic yard roll off container.

Q16 - Can you provide Waste Management Proof of certification to sanitize medical waste?

A16 - We are currently working on getting our certificate to process/sanitize medical waste. This service will not start until we have the certificate from the state and DEQ.

Q17 - Can you provide documentation such as manifest for each load and approval from landfill to accept the material?

A17 – I am not sure what you are asking, the product will be considered solid waste at the end of processing and there is no manifest.

Q18 - Time frame window- The 7:00am -3:30pm. Is there any adjustment for 6:00am Hauls? Especially on days when the monthly cleaning is needed.

A18 – See answer A7.

Q19 - If Waste Management is required can you provide a manifest or supporting documentation on each haul of the medical waste stream to include a manifest or supporting documents to what is in the waste stream?

A19 – The product will be considered solid waste at the end of processing and there is no manifest. There is no medical waste stream in this contract.

Q20 - What is the cubic yardage of the receiver box for the Sani-Pack?

A20 – This is a San-I-Pak World Heath Systems 6:1 compactor with 40 cubic yard roll off container. We are not familiar with what you are calling a receiver box. If you need a specification sheet for that product, please contact San-I-Pak.

Q21 - Has the New Orleans VA Medical Center received approval from any landfill to dispose of the San-I-Pak waste as MSW? If the VA has received approval, which local landfill will accept this waste?

A21 – The waste being disposed of from the San-i-Pak is not considered medical waste. Once it has been processed the waste will be considered solid waste.

Q22 - Has the waste being generated from the San-I-Pak been analyzed and profiled? If the waste has been profiled, please provide a copy.

A22 - The waste that’s being converted to solid waste does not require profiling.

The waste that we will be converting to solid waste is medical waste which once processed through the San-i-Pak system will be converted to solid waste.

Q23 - Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?

A23 - The contract will be exempt from additional taxes and the awardee will receive a tax-exempt certificate if they request one.

Q24 - Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.

Q24 - If this is for the monitoring of waste, I would prefer a web-based program verses software.

Q25 - Will the VA allow a single individual to act as the Quality Control Manager (QCM), Site Safety & Health Officer (SSHO), and on-site Superintendent (Super) for the prime contractor on this project?

A25 – Yes.

Q26 - The NAICS code provided in the solicitation is 562111, which represents this project as a “service” contract. Can the VA please confirm if the prime contractor’s self-performance requirement is 50% as specified by 13 CFR 125.6 (Limitations on subcontracting requirements in the FAR).

A26 – The CFR number that you quoted is accurate, but you reference “self-performance”. The code has changed. Instead of requiring a percentage of work to be performed by a prime contractor, the limitations on subcontracting rules now limit subcontracting to a percentage of the overall award amount to be spent by the prime on subcontractors. As a result, the prime contractor no longer has to track the percentage of costs incurred that it spends performing work itself; it only has to track the percentage of the overall award amount (i.e., contract price) that it spends on subcontractors. FAR Clause 52.219-4(c)(1) [March 2020] will be on the contract and it states, “By submission of an offer and execution of a contract, the Contractor agrees that in performance of the contract in the case of a contract for Services, at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.

Q27 - What is the expected start date for new services?

Q28 - Can the VA please clarify what service CLIN item #9 represents in the price/cost schedule?

A28 - We estimate 600 tons of solid waste annually for SLVHCS which includes the 5 CBOCs combined. It is not known if we will be charged a flat monthly rate, by weight, or a combination of both.

Q29 - During the site visit it was made clear that all waste from the Sani-Pak system will be considered municipal solid waste (MSW), and a waste disposal manifest will not be required upon disposal. Can the VA please confirm this discussion?

A29 - That is correct

Q30 - During the site visit it was made clear that the VA will remove waste from the Sani-Pak system and place it in the adjacent dumpster in the CEP dock area.

Will the contractor be required to remove any waste directly from the Sani-Pak system?

A30 - That is incorrect, the process that was described is that once the waste has completed the sterilizing cycle of the San-i-Pak system it will be dumped into the compactor connected to the San-i-Pak.

Q31 - Who is the current Vendor?

Q32 - What is the current obligation number?

Q33 - The San-I-Pak unit is this a new or historical unit?

A33 - New System.

Q34 - Does the San-I-Pak require a manifest for each shipment?

A34 - No, the waste being disposed of from this compactor is the same as all solid waste and disposed of in the same way. SLVHCS only require the weekly weights disposed of from the system.

Q35 - The Recycling at the CBOC locations there is no container size listed, what container size, quantity, frequency, and tonnage is expected?

A35 - Please review the PWS

Q36 - The bailed carboard what size are the bails being managed and what is the annual tonnage on them?

A36 - 32” X 32” and 20 – 25 bails; monthly

Q37 - The SOW references light bulbs and batteries, are those items being placed into the waste containers?

A37 - No, these items are kept in the recycling room where they can be picked up weekly or on call

Q38 - The SOW refences a metal roll off, how often is this needed?

A38 - Quarterly or by calling and scheduling

Q39 - The San-I-Pak is treating medical waste. Is a certification going to be signed stating that all treatment has been completed per Federal, State, Local, and disposal facility standards?

A39 - Computer Records are generated after each batch of waste is processed identifying that the medical waste has been properly treated.

Q40 - If a new contractor is chosen, what is the expected turn over / change over schedule?

A40 - The expectation is that there is no lapse in service the last day of the contract is May 20, 2021 services are expected to start May 21, 2021. The next day of service is expected to be on May 24, 2021.
