B.3 STATEMENT OF WORK

REVISED June 16, 2020 Municipal Solid Waste, Disposal, and Recycling for CAVHS A. The comprehensive waste services shall not only include the collection and disposal of the waste and support required to ensure compliance with all Federal, State, and Local regulations. The Contractor must have relevant experience in providing comprehensive waste management services. The ability to provide waste audits and to properly separate waste streams is crucial to this requirement. The Contractor must be able to assist the facilities in properly profiling their waste and reducing the volumes of waste, while increasing recycling services. The Contractor shall clearly show a plan that will easily measure the reductions in volumes on a monthly basis. It shall be the responsibility of the Contractor to provide the tracking and reports in a timely manner, and action plans to address any shortfalls.

B. DESCRIPTION OF SERVICES:

1. The contractor shall furnish all reports, labor, management, equipment, supplies, transportation, applicable licenses, permits, other items and services necessary to perform municipal solid waste (trash) removal services and recycling for:

Central Arkansas Veterans Healthcare Systems (CAVHS) locations:

a. When feasible, all waste will be recycled/reused and diverted from landfills.

b. ALL equipment, maintenance and services will be supplied by the contractor or sub-contractor.

c. The containers must be numbered to insure appropriate response for requests of service.

d. The self-contained compactor shall be a minimum of 30yd and have dock level service.

e. Waste collection services must be routinely provided to reduce the potential for insect and vermin harborage, microorganism growth, odor generation, and for safety, security, and aesthetic considerations.

f. All dumpsters/containers are positioned at locations on the Department of Veterans Affairs Central Arkansas Veterans Health Care (CAVHS) Campuses, (refer to the CAVHS Trash Service Schedule):

1) 4300 West 7th Street Little Rock, AR 72205

2) 2200 Fort Roots Dr. North Little Rock, AR 72114.

g. The Contractor shall perform to the standards in the contract as well as all local, state, and federal regulations. All landfill fees shall be paid by the Contractor. The Waste Removal Service deals with refuse and trash collection, sorting, single stream recycling, recycling, composting, transportation, removal and disposal/recycling. It is the Contractor’s responsibility to clean up and remove any debris that has fallen from any containers/or transportation vehicles.

h. Upon notification by the Contracting Officer or the Contracting Officer’s Representative (COR), the Contractor shall perform non- scheduled refuse and trash removal or recycling removal in areas covered under this contract. Additional containers may be provided at the request of the COR to be “spotted” at locations to be identified by the COR at a later-time with at least 24 hours prior notice.
