1. A. What are the parameters of the web-based software? B. What information is needed to monitor the web-based software? C. Would the VA be willing to do away with web-based software if we are willing to monitor on site?
Response:
a.. Parameters of the web-based software:
· Software-as-a-Service (SaaS) enterprise-class platform specialized for building water systems.
· Capable of monitoring all sensor data from the potable water quality monitoring system.
· Tables and graphs that can be plotted based on user selected time intervals and system parameters
· Supports manual data entry via computer and mobile devices, automatic uploading of all water and microbiological test results, documentation of water management plans and activities, and automated sensor monitoring, as specified in VA directive 1061
· Administrative functionality to control user access rights, and automated alert notifications
· Exportable data to excel and other formats
b. The web-based system should be capable of being accessed remotely by the New Orleans VA and by our VISN. Any end users who have access to the system should be able to pull up all reportable parameters and legionella positives manually entered.
c. No, the VA is not willing to do away with the web-based software as this system is monitored remotely by our network in Jackson.
2. Would the VA be willing to use third party monitoring on site in lieu of web-based management?
Response: The contractor must be capable of providing a system that allows for remote access and monitoring. It is unclear what this question is asking. Services must be capable of being able to provide real time data and information concerning the control points being monitored to system users.
3. What is the range for all three total chlorine measurements?
Response: 0-6 mg/L
4. Will the VA allow amperometric measuring in lieu of DPD?
Response: The contractor must provide literature on this process, proof of concept and demonstrate that the use of this measurement is equivalent to DPD and meets VA directive 1061 requirements and guidelines.
5. Will the VA allow frequency of measurement of FRO and TRO to be truly online in regard to interval testing?
Response: While results may be recorded real time online, periodic testing should be physically conducted to ensure that all components maintain their calibrations and are giving accurate readings.
6. Will the VA allow the following variables on each analyzer: FRO, TRO, conductivity, ORP, temperature and pressure?
Response: Yes
7. For secondary disinfection will the control be from a processed water meter with a 4 to 20 milliamp signal?
Response: Yes.
8. Will new analyzers be accepted in lieu of existing to get rid of reagents and associated costs?
Response: Any analyzers installed must be compatible with the existing VA system.
9. Will the VA allow monthly check on Saturdays?
Response: Yes. Contractors will need to check in with the Boiler Plant staff for access. A schedule must be submitted to VA for approval prior to implementation, including a list of staff who will be conducting the checks. Please note, parking is not guaranteed on site, regardless of the day of work.
10. Will the Government provide comprehensive written badging requirements for the project if badging is required.
Response: Yes. For vendors who request Non-PIV badges (do not require an escort), the vendor must complete a background check which is inclusive of fingerprinting. Fingerprinting is typically completed at the home VA site, however, if the vendor is currently closer to another VA hospital with fingerprinting capabilities, we may be able to arrange a courtesy printing to be completed. Upon approved background check, the vendor may then receive a Non-PIV badge. Physical access will be subject to approval by Engineering Leadership and Police Services.
11. Since this is a maintenance and service contract, can the VA please confirm this solicitation is subject to the standard FAR “Prime contractor’s limitation on subcontracting” requirements, including where the contractor must self-perform 50% of all work completed as a part of this contract?
Response: Yes, this is correct.
12. Is the contractor responsible for the repair/replacement of any existing equipment?
Response: Yes.
13. Is the contractor responsible for repairs/replacement of equipment throughout the life of this contract? If so, is the VA willing to.
Response: The contractor shall be responsible for the repair and maintenance of all equipment covered under this contract. Replacement shall occur only if the contractor adequately demonstrates that the equipment is not capable of repair.
14. Does the VA have any information regarding previous “web-based Water Management Program (WMP) Management Information System”?
Response: Yes. The existing system is the Phimetrics systems by Phigenics.
15. Does the VA have a disinfectant system currently active? If so, please provide the detail of these systems including the make, model, and condition of the equipment.
Response: The VA is unclear in your question. The VA’s existing system is not used to provide continuous treatment of its domestic water system. The agent used (chlorine) is only used to address hyperchlorination efforts as necessary to address legionella or other maintenance efforts on the domestic water system.
16. Given the uncertainty surrounding the make, model, and condition of the existing equipment, would the VA be willing to include a fixed budget allocation for materials? Essentially, the contractor would pay for all materials up to the fixed budget, then the VA will pay for all materials once the annual cost exceeds that budget.
Response: There is no uncertainty concerning the make, model and condition and of the existing equipment. The existing equipment has been maintained since it’s installation. The contractor shall be responsible for all materials. This should be considered a turnkey, full-service contract.
17. If the VA is open to a fixed budget for materials, can a line item be added to the price schedule that allows the contractor to suggest a material budget?
Response: Please see response on question 16.
18. Can the VA please provide details regarding the past Water Management Program (WMP), Can the VA provide any reading or results recorded by the existing continuous monitoring devices?
Response: See attached PhiMetrics Dashboard screenshots at the end of the document
19. Can the VA please clarify what “training” is required, as stated in 2.6.1.1 of the SOW?
Response: Training shall include reviewing (classroom and field) all maintenance actions taken on the existing system. This shall include reviewing: equipment purpose, parts functions, system overview, expected performance, troubleshooting techniques, and programming. Training will also include review of the web-based monitoring system with new staff, including means for pulling reports, data entry, programming changes, etc.
20. Service Calls are described As Needed, please clarify?
Response: The contractor shall provide the following: On site equipment maintenance needed outside of the scheduled monthly maintenance.
21. Please clarify which aspects of the VA Information Security and System Security are applicable to this contract? As there is no contact to patient data or access to linked computer system, how far above and beyond the customary level of security for Maintenance & Repair will be required to service this contract?
Response: This is on a separate system from the VA OIT network. No additional security is required beyond standard requirements.
22. Does this data meet the requirements for VA Approved data encryption tools?
Response: Current system is not on VA OIT network. VA approved encryption is not required.
23. Will annual security assessments be required to be submitted to the VA from the Prime contractor? Any subcontractor involved in the project?
Response: No
24. Are Liquidated Damages a component of this maintenance project?
25. Is this project subject to the VA Information Training Requirements?
26. Please Specify what other approved methods of VA Directive 1061 will be utilized as part of the SEL VA treatment protocols?
Response: Treatment is restricted to system maintenance in the event of positive legionella detection. Treatment or system assessment with respect to anti scalding measures should follow directive 1061.
27. As a maintenance contract, will the SDVOSB be required to self-perform 51% of the contract as per the FAR requirements?
Response: Yes
28. All systemic problems including engineering and testing and work to eliminate issues that have been previously identified (including faulty valves, incorrect plumbing, incorrect insulations, etc.) are not part of this scope of work?
Response: Repairs and maintenance on the plumbing system with respect to piping and valves not directly associated with the monitoring system are not part of this scope. The contractor shall serve as a water and water system consultant. They shall provide recommendations, research and data concerning domestic water system performance.
29. Is there currently a pressure & temperature sensing system installed in the facility for each building? If yes or no please be specific about the locations of the existing testing systems?
Response: Yes. Temperature sensors are in place for each building being monitored (Inpatient, D&T, TLR, and main domestic line in CEP). All sensing equipment is located in mechanical spaces for each of the buildings where the domestic water mains enter the buildings.
30. Are the existing testing systems operational?
31. If not is the VA expecting a temporary check system for the duration of the contract or a permanent monitoring system to be installed at each building for water entering the building?
Response: Not applicable. See answer to question 30.
32. Is the VA expecting a temporary check or a permanent monitoring system to be installed at each building, for each location, identified in the SOW?
Response: No system installation is expected unless due to completion of maintenance.
33. What system does the VA currently have I place for chlorine treatment?
Response: Phimetrics through Phigenics
