Questions and Responses
1. Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number
36C25620Q0097 on FBO contains requirements similar to any work performed currently or in the past, or will this be a new requirement? If possible, can you please provide the most recent contract or task order number?
Response: The previous contract number is VA256-15-C-0065.
2. We need your attentions on B.3 Price/Cost Schedule (Page 15 of 99 of the PWS) ITEM
NUMBER 0001 POP begin 04-01-2019 this contract commence date is past 7 months. Can you confirm the actual start date.
Response: The period of performance start date is April 1, 2019.
3. Can the Government clarify if Project Manager and Working Supervisor are two different individual working on the contract?
Response: They are not two different individuals working on the contract. The Working
Supervisor will supervise, train contract personnel and ensure compliance with the contract.
4. Can the Government clarify Project Manager and working supervisor can be dual hatted as switchboard operators?
Response: The Working Supervisor cannot be dual hatted and will not count in the required number of switchboard operators for coverage.
5. Can the Government please provide historical/Current call volumes per each shift during regular business days and peak hours?
Response: The Government will not provide this information.
6. Can we reduce number of FTEs as long as we are providing adequate coverage based on the call volumes? or Does the Government has strict requirement to assign and deploy 7 FTEs
Monday to Friday (Peak-hours/Second Shift)? 2 FTEs during non-peak hours of operation that is first shift, third shift (1630-000) and Federal Holidays?
Response: The Contractor shall not reduce the number for full time employees. The Contractor shall provide the minimum number of employees for each shift as required in the solicitation.
7. Are resumes needed for all the Switch board operators? can the Government confirm for what positions, we shall submit the resumes?
Response: The Contractor shall submit resumes of all personnel to demonstrate personnel experience.
8. Are letters of commitment (LOCs) required at the proposal submission stage, if so for what position, does the Government wishes to see LOCs for?
Response: Letters of Intent are not required in response to the solicitation. Letters of Intent are required no later than two weeks before the start of the work. Letters of intent are required for each position identified in the solicitation.
9. Is there a set-timeline for transition-in/phase-in to handover the contract from the incumbent to the prospective contractor?
Response: No. There is no transition phase. The Contractor will be expected to complete perform in accordance with the solicitation at the requested start date.
10. Can the Government confirm, if the contract is subjected to Service Contract Act clause?
Response: This requirement is subject to the Service Contract Labor Standards and includes
Federal Acquisition Regulation clause 52.222-41 and Wage Determination Number 2015-5233
