Questions 1: In the general requirements, supplies are mentioned as something included in the bid but currently there is no separation for supply charges. If this is to be included, is it possible to provide more detail of how many one-time use containers are required annually? I know we supply all the one time use sharps containers. Supplies that are referred to in SOW are the Supplies to clean and maintain and label the reusable container they supply to us.

Questions 2: The number of 96-gallon containers was expressed in the requirements but we didn’t find any mention of reusable sharps containers and would like to know if any reusable sharps containers are needed? No. Reusable sharps containers are not Needed or Used under this contract we supply our own

Question 3: No hazardous waste manifests will be required because this contract doesn’t include any hazardous waste. We will supply only medical waste tracking forms. Is this an accurate assumption?

That is accurate only medical waste tracking forms will be needed.

Question 4: To help pass along our economies of scale, please share information on the following on each location.

· Across how many buildings will the containers at the main campuses be spread? How far apart are those buildings?

· For both the campuses and outlying locations, will there be any bins located above/below the ground floor? If there will be, are freight elevators available to move the bins to/from ground level?

· Is there sufficient parking for our truck at each location/building for the time it will take to retrieve containers, dispose the contents and return the containers?

· This is not an issue for us, we transport all the Medical waste from our building/floors to our waste plant area where it is packed into the 96 Gallon containers and loaded on the semi-truck trailer supplied by the contractor.

Question 5: How does the Agency intend to monitor and enforce compliance with the Limitations on Subcontracting? See page 17, C.5 VAAR 852.219-74.

Question 6: How does past performance factor into the Agency’s responsibility determination, e.g. what weight will be put on past performance? Will the Agency consider awarding to an entity that is not active in the medical waste industry? See page 33, One (1) Part A number 2.

Question 7: Is there a current contract for the work being solicited?

For information regarding the expiring contract please consult the Federal Procurement Data System ezSearch. https://www.fpds.gov/fpdsng_cms/index.php/en/. The contract number is VA256-14-C-0223.

0. If so, please provide that awarded contract number or task order number (NOT the incumbent GSA contractor number).

0. Please provide the name of the incumbent contractor

0. Please provide the annual contract amount or the 5-year base plus options amount.

0. Is the level of effort being performed under the current contract fundamentally the same as what will be required to fulfill #36C25619Q1210?

0. If not, please explain how the work will be different under this solicitation.

0. How long does it take for the incumbent to perform the weekly service at the main facility?

Question 8: Page 15, One Part B. Please confirm that the Agency understands that any evaluation of pricing for an SDVOSB set-aside for a solicitation whose contract value exceeds $10,000.00 must necessarily take into account the Limitations on Subcontracting, which require the contractor to pay no more than 50% of the value of the contract to a non-similarly situated subcontractor. To do so, while still paying the subcontractor a fair fee, means that the offers for this solicitation cannot fairly be compared to a “prices in the market” such as non-SDVOSB businesses. Instead, the only fair comparison must be with other qualified SDVOSB providers that must obey the Limitations on Subcontracting. Please confirm that price comparisons will be between the SDVOSB offerors, as was the intent in the 2016 Supreme Court KingdomWare decision. The solicitation shall be evaluated in accordance with FAR 13 and the applicable solicitation clauses. See page 19 clauses incorporated by reference: 852.219-10, 852.219-74.

Question 9: Is other Radioactive material part of this contract? Are we to exclude trace chemo?

Only Trace Chemo is part of this contract

Question 10: Are single use containers charged individually as supplies, or are they included in the contract? If included in the contract how many are needed of the 9-gallon red or yellow containers? Can we replace 9-gallon containers with our standard eight, twelve, or eighteen-gallon containers?

We supply all the one time use sharps containers Not a part of this contract.

Question 11: Do you have quantities for the red bags required of 55 Gallon, 30 Gallon and 13 Gallon?

We supply all red bag
