Jeneice McClinton Contracting Officer Questions and Answers:
1. Are daily reports required while working on site or will weekly status reports as noted in the solicitation suffice? The SOW requires: The contractor shall submit a status report for progress of the repair by every Friday from Notice to Proceed until services are complete. The report shall describe any difficulties or problems encountered, anticipated, or which previously existed that could alter the progression of work. The report shall include recommendations for resolution of problem areas. Daily reports can be summarized in the weekly report.
2. Are there any sensitive areas required to have zip-wall barriers, negative air filtration or safety barricades beyond typical servicing repair operations? Are there any specific ICRA requirements? An ICRA is required to be performed on all projects. Typically speaking if a large amount of dust or noise is going to be generated then provisions will have to be made to limit it’s spread.
3. Do any of the repairs require shutdown of the Sprinkler, Smoke or Heat detector systems or controls thereof? If it does all of that will be done by VA staff.
4. What are the badging requirements for this project? (Local Badging or through VHA Service Center Personnel Security in Independence, OH?) Since the Period of Performance is 4 months we believe it will have to go through Ohio.
5. The period of performance is listed as 45 days on page 6 of the Combined Synopsis/Solicitation Notice and directed as April 1, 2019 to July 30, 2019 on page 2 thereof. AMEND A0002 pushed; PoP to May 1, 2019 to August 31, 2019. Is the intent to provide 45 days of on-site time to perform work and the additional time an allowance for preparation of engineering, submittals, and product lead-time beforehand? Below comes from SOW paragraph 1.4. Period of Performance: The period of performance for this work is 4 months from issuance of Notice to Proceed from the Contracting Officer.
6. Does the balance test of the vortex fan mean to have certified alignment of the motor to reduce vibration or is it to balance the fan wheel? This project requires motor replacement. Any time a motor is replaced it needs to be properly aligned.
7. In relation to the Vortex fan, it is our understanding the Vortex fan is already installed. Is it the intent to replace the current Vortex fan, (the solicitation indicates performing a balance test prior to installation)? The SOW says, “contractor shall provide all labor, equipment, tools, supervision transportation, administration, parts and materials to repair the TransVac linen chute Vortex fan system.” If this includes a new fan it needs to be balanced. If the existing one is salvageable it needs to be properly balanced as well.
8. Please clarify the door repair requirements. The SOW states to repair 12 doors, 2 per floor (no specifics to what is to be repaired). Para 1.3 states to provide closures, latches, switches, red and green lamps, panels, etc. Is it the intent to repair 12 doors and turn over as spare parts the items listed in Para 1.3? AMEND A0002 removed this requirement.
9. Please clarify that since this is a Service Contract that Certified Payroll reports are not required? That is correct, Certified Payroll reports are not required.
10. Please clarify if the VA will award this solicitation based on the total of all CLINs and not award selective CLINs? Page 27 indicates that the VA may select only part of the proposal for award? The VA’s intent is to award everything identified in the latest scope of work and any amendments.
11. Please confirm that all work areas associated with this project are Asbestos Free. There is no asbestos in B100.
12. The doors to the linen collector do not close when system is not in operation (powered), should ensuring the doors close when not in service be considered in the scope of this solicitation? No. That is not in the scope of this solicitation.
13. Some discussion at the site visit indicated the solicitation may be amended to “best tradeoff value” instead of LPTA or otherwise. Would the Government desire to have options that would enhance or be of benefit to the VA optioned in the bid which is not necessarily included in the solicitation? We do not foresee clarification of the scope through these questions to necessarily create the need for additional time needed past the original response date if the answer to these questions are posted by the close of business on Thursday March 28, 2019 as an amendment, as it is our understanding that the system is currently not in operation and our efforts will be directed to repairing the system to a fully functional state as soon as necessarily possible upon award and NTP. Solicitation stands as a onetime need with any newly replaced parts be under warranty for at least one-year, solicitation will be award on basis of LPTA. The SOW states in paragraph 1.3(j) The contractor shall provide a warranty with a minimum of one-year parts, labor and replacement on all new equipment.
14. Is a certified OSHA 30 Construction Industry Supervisor required to be on site during any performance of work activities for this Solicitation? If the contractor has a supervisor that is OSHA 30 Hour Construction Industry certified that is fine, but since this contract is not considered construction then this is not a requirement.
15. Is any work on the pneumatic lines that operate the linen chute dampers included in the scope of work? Note: It appears the linen chute dampers are pneumatically controlled. During the site visit a tee in the air lines was visibly broken. During testing of the Linen Chute system, the dampers will need to be tested. Also, the pneumatic lines had what appeared to be liquid other than water come from it below the compressor. Is any service to the compressor considered in the scope of work or will this be serviced by VA personnel prior to project commencement? Please define the scope of the pneumatic air system included in the scope of this project? Not included in Scope.
16. Does the enclosure for the PLC controls require a UL listed cabinet? Should be same as existing.
17. A LOTO tag is placed on the service disconnect prior to the VFD. After the VFD another service disconnect is in the fan room prior to the motor. It appears the wiring only needs replacement from the second disconnect to the motor. Please verify if the wiring to the line and load side of the VFD should be included in the scope of work. Please also verify if the wiring from the switchgear to the first disconnect needs to be included in the scope of work, and if so the length of the run to the switchgear? Scope calls for “electrical three phase sub-replacement to service disconnect”.
18. Please verify any work on the linen collector door is not included in the scope of this project? Not included.
19. Please verify any work on the 12 linen chute doors is not included in the scope of this project? Not included.
20. Please verify that all Fire Safety, fire sprinkler and fire system controls are handled by others, unless necessarily included in the scope of this project. Fire Alarm system is maintained by a separate contractor. The fire alarm testing and maintenance contract is currently with KinetixFire and they sub to Firetron.
21. Will the CLIN’s be amended for a single price/cost schedule pursuant to the SOW with options that may be of cost or other value to the VA as options? This is a one-time requirement, the SOW states in paragraph 1.3(j) The contractor shall provide a warranty with a minimum of one-year parts, labor and replacement on all new equipment.
22. Can the 8-hour training for VA staff/personnel be broken up between operators and maintenance personnel? Yes.
