CONTRACTING OFFICER

RFI 1. Page 18 of 71 and the SF 1442 state that a bid bond is due. Where in the proposal do you want the bid bond? We assume it goes in Volume II, but in what order?

Response: INFORMATION REGARDING BIDDING MATERIAL, BID GUARANTEE AND BONDS states if contract award exceeds $150,000 bonds are required. If lesser than $150,000 reference FAR 28.102-1 for required documents. Volume II after the price schedule is where the bonds shall be included.

RFI 2. On page 21 of 71, at paragraph 3.3, we are told to “submit one (1) original and electronic version on CD of Volume I, II & III.” We can find no other reference to Volume III. Can you please clarify?

Response: This was in error-There is only Volume I and Volume II

RFI 3. The table on page 22 of 71 seems to indicate that you want Volume I to be called Technical Acceptability, but there is no such naming for Volume II. How do you want the two volumes labeled?

Response: Volume I Technical Acceptability & Volume II Price Schedule

RFI 4. The table on page 22 of 71 states that the Factor III elements include the following: Price Schedule Include Cost Estimate Breakdown, list of sub-contractors/discipline Signed SF-1442, Bonding (if applicable), Insurance, DUNS, CAGE, TAX ID, POC, Email and other documents, FAR Provision 52.212-3 “Certifications and Representations”.

The instructions provided on page 26 of 71 in paragraph 8, “Volume 2 - Tab A – Factor III-Price” only provide guidance on submitting the SF 1442 and the CLIN Schedule, which includes a cost breakdown and a list of subcontractors. Missing in the instructions is any guidance on “Bonding, Insurance, DUNS, CAGE, TAX ID, POC, Email and other documents.” If we are to include these items in Volume II, can you please provide guidance on exactly what you want (e.g., what is needed for insurance), in what manner you want them provided, and in what order? Can you also define the “other documents” that you expect to see?

Response: Bonding is stated as in RFI 1 above, insurance certificate is required to be submitted by contract awardee no later than 10 calendars after Notice To Proceed (NTP), Item #16 OFFEROR IDENTIFICATION of the solicitation requires the offeror for CAGE, DUNS and TAX ID and shall be furnished on this item of the solicitation or as stated in proposal summary table Factor III Vol II Table A FAR 52.212-3 Certifications and Representations (Reps & Certs) must be submitted is SAMS database that includes this information and shall be included in proposal Vol II. Other documents shall be certificates, verifications or other additional company information of importance.

RFI 5. In the table on page 22 of 71, Factor III includes “FAR Provision 52.212-3 ‘Certifications and Representations’.” The title of FAR 52.212-3 is Offeror Representations and Certifications -- Commercial Items. In the solicitation, we are provided with FAR 52.204-8 -- Annual Representations and Certifications. Also, there is nothing on page 26 of 71 in the instructions in paragraph 8, “Volume 2 - Tab A – Factor III-Price” about including the Reps & Certs with our proposal. If we are to include the Reps & Certs, which FAR provision are we to include and where in Volume II does it go?

Response: FAR 52.204-8 Annual Representations and Certifications (Reps & Certs) states the NAICS code and Small Business size standard the VA is requiring the offeror to have listed in their SAMS registration to allow for contract award. See RFI 4 above for location of Reps & Certs.

RFI 6. Page 23 of 71, paragraph 6.1 is unclear as to requirements. It talks about Factor 1 (Technical Acceptability) and Sub-Factor 1 (Technical Capability) in the first sentence. Then, in the third sentence, it talks about Technical Capability consisting of four parts, one of which is Technical Capability, plus Experience, Quality and Past Performance. We believe that this should have been Technical Acceptability consists of three parts: Technical Capability, Experience, and Quality. Factor 2 is Past Performance. Do you agree?

Response:Paragraph 6.1 is changed to read: Technical capability will be evaluated todetermine the extent to which it demonstrates a clear understanding of all features involved inperformance ofthe requirements identified in the (SOW) Statement of Work. The proposalshould not simply restate the government’s requirements, but it should describe, in detail, how the offeror intends to meet the requirements. Technical capability evaluation factorsconsist of THREE separate elements: Technical Capability, Experience, Quality. PastPerformance is Factor II and will be evaluated separate from Technical Acceptability
Technical proposals will be rated either acceptable or unacceptable. Each element must be ratedacceptable to receive an overall acceptable technical rating. Proposals must separately addresseach sub factor or each element to be considered acceptable.

RFI 7. Page 23 of 71, paragraph 6.1 does not provide guidance as to what is required for Tab A, Sub-Factor 1, Technical Capability. Can you please clarify?

Response: As stated in 6.1 first paragraph-“Technical capability will be evaluated to determine the extent to which it demonstrates a clear understanding of all features involved in performance of the requirements identified in the (SOW) Statement of Work. The proposal should not simply restate the government’s requirements, but it should describe, in detail, how the offeror intends to meet the requirements.”

RFI 8. Page 24 of 71, paragraph 6.2.(3) states that our subcontractors must “include all recent (within last 3 years) and relevant experience of the sub-contractors working on projects of similar size, scope, and complexity.” This is an unreasonable requirement as this is essentially asking for a description of all of the work the subcontractors have done in the past three years. We suggest you scale the requirement back to something more reasonable, like “include three examples of relevant experience of the sub-contractors working on projects of similar size, scope, and complexity.”

Response: Paragraph 6.2 Experience (3) that states “Offerors shall provide a list of sub- contractors that you intend to use for this proposed project and include all recent (within last 3 years) and relevant experience of the sub-contractors working on projects of similar size, scope, and complexity” is changed to read: Offerors shall provide a list of sub-contractors that you intend to use for this proposed project and include recent (within last 3 years) projects with relevant experience of the sub-contractors working on projects of similar size, scope, and complexity

RFI 9. Page 25 of 71, paragraph 6.3.(4) states that we are to provide a site-specific Quality Control Plan. A site-specific QC Plan is typically a submittal requirement provided upon award of a contract, as stated on page 37 of 71 at paragraph 23. We believe it is unreasonable to require us to develop a site-specific QC Plan during the proposal phase. Can you eliminate or scale back this requirement?

Response: Quality Control Plan is required by contract awardee within 10 calendar days after Notice To Proceed (NTP) and is being moved to Item #18 of the solicitation requirements.

RFI 10. Page 31 of 71, paragraph 12 says that the offeror must be “verified as a SDVOSB in the VetBiz database …at time of submission of offer.” Are we required to submit any documentation with our proposal? If so, in which volume and in what order?

Response:This will be verified by the Contracting Officer from VetBiz database. As stated
in Paragraph 12 Vetbiz Registration offerors shall be registered in and verified as a SDVOSB inthe VetBiz database or they will be considered non-responsive and shall not be considered foraward.Offerors may send verification with the offerors submission as other documents listed inTable (Factor III Vol II, Tab A) of the solicitation.

RFI 11. Recommended service clearances are not achievable on the north and east sides of the unit location. Will this be except able or will the unit have to be repositioned on the roof?

Response: New RTU’s adapter curb is to be located on the existing roof mounted Air Handling Unit (AHU) roof curb.

RFI 12. SOW section 3d. states “new RTU must be minimum cooling capacity of 62 ton.” SOW section 3i. states “new RTU must meet or exceed Carrier unit performance of the existing Carrier RTU” table shows Btuh of 370,000 which equates to approximately 31 tons. Can you please specify if you require a 62 ton or 31ton unit?

Response: SOW, Section 3, part d is superseded by the following: “Replace existing YORK roof mounted AHU with a new Roof Top Unit (RTU). New RTU must be Daikin Maverick II Commercial Packaged Rooftop System (Model MPS061E) or equal. New RTU must have the following salient characteristics includes but not limited to 100% maximum and 20% minimum outdoor air, VAV operation, stainless steel drain pan, MicroTell III controls with Open Choices for easy BAS integration, inverter driven, modulating lead compressor to enhance low load VAV operation, and must be a minimum cooling capacity of 62 ton.”

Delete SOW, Section 3, part I.

RFI 13. Will the work have to be performed on nights and weekends?

Response: SOW, Section 5, part f is superseded by the following: “Work hours: Jobsite work must be done on the weekends between 1700 hours on Friday and 1930 hours the following Sunday. Contractor must submit a written request to the Contractor Officers Representative (COR) for prior written approval or authorization to work outside the specified jobsite workhours.

Any jobsite work scheduled by the Contractor to be outside the specified jobsite work hours must be at no additional cost to the Government.”

RFI 14. What is the allowable down time without the RTU running?

Response: Down time without the existing roof mounted AHU or the new RTU operating is on the weekends between 1700 hours on Friday and 1930 hours the following Sunday.

a. If the specified downtime is unachievable, will temporary cooling be required?

Response: Yes. The Contractor must furnish temporary cooling outside the specified jobsite work hours at the Contractors expense and any Contractor furnished temporary cooling must be at no additional cost to the Government.”

b. What specific areas will have to be cooled temporarily during the downtime?

Response: All areas being served by the existing roof mounted AHU system this includes, but is not limited to basement, 1st floor, and 2nd floor of Primary Care.

c. Are there any filtration, temperature or humidity requirements associated with the temporary cooling?

Response: Filtration must be a minimum of MERV 8 rated filters. Temperature must be maintained between 68 degrees to 72 degrees. No humidity requirements.

RFI 15. Is there a proposed electrical drawing for this project?

Response: Please see attached drawing E1.4 Second Floor Power and Systems Plan. Please see attached drawing E1.6 Electrical Schedule and General Notes.

NOTE: as stated in SOW… “Contractor must verify dimensions, locations, measurements, and quantities…”

RFI 16. Will Siemens controls be an approved control system for this?

Response: In accordance with SOW, Section 3, part n – HVAC Controls and Building Automation System, Alerton Controls or equal and must be connected to and must be seamlessly compatible with Alerton controls front end.

RFI 17. Will third party commissioning be required?

Response: Contractor must engage a commissioning agent in accordance with Specification 23 08 00 Commissioning of HVAC Systems Rev 1.

RFI 18. Will crane placement be allowed in the Primary care turn around if not able to use the location identified on the site visit?

Response: Contractor is responsible for crane setup location and Contractor must receive COR written approval for crane setup location prior to crane setup.

RFI 19. Do you have drawings showing concrete and asphalt thickness around Primary Care to aid with identifying crane placement locations?

Response: Yes, see attached drawings CS-01 Primary Care Drive-SH Site plan FINAL; CS-02 Primary Care Drive SH Details FINAL; 564.2302.21.CS.113 Site Plan; and 564.2302.21.CS.114 Site Plan.

RFI 20. Will AAon be an approved equipment?

Response: See RFI 12 Response

RFI 21. On page 25 of 71, at paragraph 7, “Volume 1 - Tab D – Factor II-Past Performance,” we are directed to “Provide completion of at least three (3) projects within the last 3 years ongoing or completed in direct performance of work similar in size, scope, magnitude and complexity to this requirement (prime and sub-contractors).” We are unclear as to what is required in response to this. Are we to repeat the projects we described in Sub-Factor 2 – Experience? Do you want additional projects? With the parenthetical “(prime and sub-contractors)”, are you expecting 3 projects from each sub-contractor? Or is this paragraph simply a preface to the following paragraph which tells us to send out PPQs to the project POCs described in Sub-Factor 2? If we are to provide information for this paragraph, can you please explain what details you are looking for with “provide completion?”

Response: As stated in Paragraph 6.2 Experience and Paragraph 7 Past Performance --Provide experience documentation of the Prime Contractor and/or their sub-contractors of specific projects (minimum of three) relating to statement of work specifications and drawings of this solicitation; successfully completed or in progress, that was coordinated and performed in the last 3 years of a similar size and magnitude, scope and complexity. These projects may be the same projects submitted and/or additional projects that shows past performance of work similar in size, scope, magnitude and complexity to this requirement (prime and sub-contractors). Offerors are required to forward Past Performance Questionnaires Exhibit C to prior clients for submission to the Contracting Officer as stated in Paragraph 7 (2) Past Performance for use in evaluating and offerors are reminded to complete Performance Relevancy Survey Exhibit B and return with offerors submission of proposal.

RFI 22. SOW section 2b. states “Contractor must furnish “As Built” drawings to include but is not limited to electrical, mechanical, and architectural prior to closeout. Drawings in electronic form must be in AutoCAD 2017 (.dwg) and stored on cd(s).” Adding an CAD drawer to the project will create a significant cost. Can the VA provide the current “As Built” drawings in CAD format so that the contractor can review the current drawings and determine the amount of work this would require?

Response: No, all drawings attached to this project that have been furnished by the VHSO are .pdf drawings.

RFI 23. SOW section 3e. states “The RTU controls must integrate with the existing Alteron Control System and must control existing return fan and hot water heating coil. Proposed RTU does not have to have heating capability.” Can the VA please clarify their intent concerning the controls for the existing hot water heating coil when the proposed RTU does not require heating capability?

Response: New RTU is a cooling unit; therefore, a hot water heating coil is not required.

RFI 24. Can the VA provide a point of contract that manages their Alerton Control System?

Response: VHSO – Shawn Church or Shane Capps (479) 443-4301 X65440

RFI 25. SOW section 3f. states “Furnish and install a new copper condensate pipe with trap and size according to manufacturer’s specification and instructions.” Where will the condensate drain to?

Should we assume it will drain to the same location as the existing unit?

Response: Yes, condensate from the new RTU must drain into the same location as the existing roof mount AHU condensate drain.

RFI 26. SOW 3k. states “Contractor must orientate new RTU layout similar to existing Carrier AHU layout and must be re-connected to the existing lighting protection system, electrical power and control wiring”. Are we to assume that the existing lightning protection is sufficient to connect to the new unit?

Response: Yes

RFI 27. SOW 3k. states “Fire and Smoke Detection: Existing Duct Detectors and fire alarm interlock wiring must remain in service.” Can the VA provide the manufacturer of the Duct Detector and Fire Alarm system? Can the VA provide a point of contact that currently services these systems?

Response: Contractor must remove and properly dispose of existing duct detector(s) and furnish and install new duct detector(s). New Duct Detector(s) must be compatible and work seamlessly with the existing fire alarm system.

Fire Alarm manufacture is Notifier.

VHSO - Mike McMillan(479) 443-4301 X63091
VHSO – Paul Kolb(479) 443-4301 X63090

RFI 28. Please confirm SOW section “5d. Supervision: Contractor supervisor must not engage in any direct trades’ labor.” Adding a full time superintendent that is not allowed to participate in the project will add a significant cost to the project. Please verify that the contract supervisor is not allowed to participate in any direct trades’ labor and the VA is willing to absorb this additional cost.

Response: Contractor supervision must be in accordance with the solicitation documents including but not limited to SOW, Section 5, part d - Supervision.

RFI 29. SOW section 5f. states “Work Hours: The Contractor must sequence their work plan so that work is performed on weekends with from 0700 – 1930 on Saturday and Sunday.” This will also add a significant cost to the project and could make it difficult to complete in the period of performance of 90 Calendar days. Is the contractor also allowed to work on nights and weekends, or are the weekends the only available times?

Response: Please see RFI 13 response.

RFI 30. Since the VA is transitioning from a split system to an RTU, does the VA have any plans that show how the duct work will be added/transitioned?

Response: Contractor must furnish and install an adapter curb with the new RTU.

RFI 31. Can the VA project a point of contact for their controls system?

Response: VHSO – Shawn Church or Shane Capps (479) 443-4301 X65440

RFI 32. Are there any other drawings available showing ductwork connections from unit?

Response: Please see attached drawings H1.1 Second Floor HVAC Ductwork and H1.4 HVAC Controls and Details. NOTE: In accordance with the solicitation documents… “Contractor is responsible to verify existing and new dimensions, locations, measurements, and quantities.”

RFI 33. All the pictures we took at the site visit are of a YORK unit and not a Carrier Unit. Please confirm that the old unit we are to replace is Carrier.

Response: The existing HVAC system to be properly removed and disposed of including but is not limited to a YORK roof mounted AHU, two Carrier air cooled condensing units, existing electrical conduit, conductors, control wiring, refrigeration piping, and weatherproof disconnect switch.

RFI 34. Are there any building elevation or roof top layout drawings?

Response: Please see attached drawings A1.4 Roof Plan Details and A2.0 Elevation.

RFI 35. Some specifications state “Resident Engineer” and some stated “Contracting Officer Representative.” Is this two-different people?

Response: No, the Resident Engineer and Contracting Officer Representative are the same individual.
