X X X 08/24/2018; 12:00 p.m. CST X The purpose of this amendment is to include answers to questions received during the Site Visit held 08/15/2018. Please see attached "Questions Received from Site Visit". No further questions will be accepted.

Danette Rene' Impey Contracting Officer Questions received from Site Visit held Aug. 15, 2018 at 9:00 a.m.

1. For insurance purposes, who is responsible for accidents, the vendor or the driver?

The VA carries insurance on the shuttle buses and golf carts. If a valet and parking attendant has an accident in a veterans’ vehicle, it is the vendor’s responsibility.

2. While the pay be the same for the shuttle bus drivers and the valet and parking attendants?

The pay will not be the same. Please refer to the RFQ, Section C.1., (c) (3). Shuttle Bus Driver’s wage is based on a WG-6; Parking & Lot Attendants pay is based on a WG-2.

3. Who provides the employees’ uniforms, the vendor or the VA?

Per the Performance Work Statement (PWS), Section B.4, #4, paragraph 2 of the RFQ, “The contractor shall provide uniforms to all personnel working under this contract at no cost to the employees”.

4. Who provides the tickets to the Veterans, the vendor or the VA?

Per the Performance Work Statement (PWS), Section B.4, #4, paragraph 1 of the RFQ, “The contractor… provide a (3) part claim check (with a responsibility disclaimer)…”.

5. Who provides the valet signs, the vendor or the VA?

Per the PWS, Section B.4, #4, paragraph 1 of the RFQ, “The contractor shall furnish and install all signs required for operations, etc.”.

6. Per the RFQ, Shuttle Bus Drivers and golf cart drivers will work approximately 10-hour days, Monday through Friday. How many buses and golf carts will be used during this time?

Two shuttle buses and two golf carts will constantly be used during this time. A bus route will be provided after award of contract. The schedule has not been completed at this time.

7. The current contract was for a base plus option years? Why is the option period not being renewed?

There was a change in the PWS due to the addition of the shuttle buses. It is required by the Mississippi Department of Transportation that all contract employees who will be operating the 14 passenger buses are required to maintain a current Mississippi driver’s license with a “S” (School Bus Endorsement) along with a “P” (Passenger Endorsement).

8. The first set of questions inquired about the dollar amount for the previous incumbent contract awarded. The response was “The overall total is $1,204,559.64.” Was this a base plus option year award? How many years?

The original contract was issued as a base plus four (4) option years; however, the base contract began in April, so the base year was only six months, making the term of the contract 6 months, four years.

Questions received from Site Visit held Aug. 15, 2018 at 9:00 a.m. (Cont’d)

9. Please confirm the year and model number of the shuttle buses.

The shuttle buses are 2017 Ford F450s.

10. What is the level of insurance the vendor would need for the buses?

Section C.6 of the RFQ states “Automobile liability $200,000.00 per person; $500,000.00 per occurrence and $20,000.00 property damage”.

11. In reference to question 10. above, is the $20,000.00 on personal property?

The $20K is property damage, which covers the damages to someone else’s property (in this case a vehicle) if an accident is caused by the vendor’s driver.
