Question: In the SOW documents, 1500 employees are referenced in the “size standards”, “3 Events per year” and the pricing submission pages refer to Quantity of certain tests to be a total of (25) on the document with no reference to that amount being, daily, weekly, etc.? Please clarify this information so that we clearly understand what the volume of the testing required under this Request for Bid.

Answer:

1. The SBA size standard refers to the maximum number of employees a company may have to be considered a small business under the specified NAICS; therefore, only those small businesses with fewer than the 1500 employees may submit quotes under the specified NAICS.

1. This is a new service for the facility, so the estimate is 3-5 test panels each fiscal year. This number may increase; however, actual numbers will not be known until the service is implemented.

1. Each CLIN represents a stand-alone performance period as stated in the performance work statement. Except for the base period each option period is 12 months, so the estimate is 3-5 panels per performance period.

1. If all options are exercised, the total estimated quantity is projected at 25 panels over the base period and all option periods.

1. Lastly, panels will be requested as needed based on the professional judgement of VA providers; therefore, a set interval is not possible.

Question: There are dates for the award spanning 5 years. Does that refer to how long the award is effective or is that what the VA expects as the timeframe for all samples under this bid to be collected?

Answer: The requirement includes a base period and four option periods. While the base period will be less than 12 months, the remaining options periods, if exercised, will be for a full twelve (12) month period. Each performance (option) period should be viewed as an independent contract for 3-5 panels annually; if the government exercises all option periods and performance begins on April 1, 2018, the total performance period would be 54 months with a total consumption of 25 panels at 3-5 panels per performance period.
