About this file
This file is a modification to a pre-solicitation notice for architectural and engineering services under the Brooks Act procurement for a Veterans Affairs project. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15 is soliciting SF 330 submissions from Service-Disabled Veteran Owned Small Business (SDVOSB) firms to provide VA Professional Industrial Hygienist (VPIH) services for the removal and replacement of end-of-life heating, ventilation, and air conditioning systems at John J. Pershing VA Medical Center in Poplar Bluff, Missouri (Project 657A4-21-800). The modification clarifies the NAICS code as 541620 (Environmental Consulting) rather than the originally listed 562910 (Remediation Services) and addresses three questions regarding the definition of VPIH services, scope of work specifics, and the requirement for SF 330 submissions.
The VPIH firm is responsible for providing all labor, materials, equipment, and supervision necessary to oversee asbestos and lead abatement activities, including compliance monitoring, Phase Contrast Microscopy (PCM) air monitoring and analysis, inspections, clearance testing, and removal oversight for separate locations within Building 1. The VPIH shall deliver routine air sample results to the Contracting Officer's Representative within 24 hours of collection and clearance samples within 24 hours from collection, and must provide a final report for each location summarizing pre-abatement and post-abatement activities. This is not a Request for Proposal, no award will be made from this announcement, and the Government will not reimburse costs associated with responding. Full project details will be provided to the selected firm in the subsequent request for proposal. Inquiries should be submitted via email to Matthew.Finley@va.gov and Lucia.Cowsert@va.gov only.

DESCRIPTION
The purpose of this modification (#1) is to answer questions:
Question 1:
Typically, VPIH means Veterans Professional Industrial Hygienist which generally falls under NAICS code 541620 (Environmental Consulting).
0. Could you please clarify what your definition of VPIH is and why you chose 562910 (Remediation Services).
Answer:
The NAICS code is changed to 541620 (Environmental Consulting).
Question 2:
The Scope of Work appeared rather vague in what the duties of the VPIH would be "VPIH firm to provide VPIH Services for construction project 657A4-21-800"
0. Based on my experience as VPIH, that means overseeing asbestos abatement activities, visual inspections, air clearance sampling, etc.
0. Could you please provide more details on what you envision the VPIH duties entailing.
Answer: Here are more details about the project. Full details will be provided in the request for proposal to the top firm.
- The VA Professional Industrial Hygienist (VPIH) shall provide all labor, materials, equipment and supervision necessary to review abatement personnel’s documentation compliance monitoring, Phase Contrast Microscopy (PCM) air monitoring & analysis, inspections, clearance testing, and removal activities for the duration of the abatement as required by the project plans and specifications.
- Asbestos/Lead abatement project oversight work will be performed in separate locations in Building 1 based on design documents.
- The VPIH shall provide a final report for each location, at the end of the Asbestos Containment Material (ACM) abatement, which includes a summary of pre-abatement and post-abatement activities.
- All routine air sample results shall be delivered to the Contracting Officer’s Representative (COR) within 24 hours of collection. All clearance samples shall be delivered to the COR within 24 hours from the collection.
Question 3:
Generally Consulting services, if this is for a VPIH, do not require an SF 330 submittal.
a. Could you please explain why this is apparently requiring an SF 330 submittal directed at A/E firms.
Answer: This project is being solicited as an A/E project. Therefore, SF 330s are required.
