The purpose of this amendment is to publish a set of drawings, answers to RFIs, and revised specifications.

The drawings, and revised specifications are attached to this amendment and supersedes the versions in the solicitation. The answers to the RFIs are also attached to this amendment.

The due date for receiving of proposals is extended from 02/06/2026 @ 3:00pm CST to 02/12/2026 @ 3:00p.m. CST.

The amendment also includes a copy of the roster sign in sheet.

The special note on taxes for Missouri supersedes previously published special note is attached to this amendment.

Failure to acknowledge any and all Amendments issued pursuant to this solicitation may be cause for rejection of the offer. All other terms and conditions remain unchanged.

1. Please confirm that and all Basis of Design items and materials that the VA has satisfied all Buy American Waivers, if applicable, and sole source requirements as needed. Please provide us any Buy American Act Waivers that would be provided under this contract. This is not currently in the plans, documents, or specifications. I will post later amendment to answer this question after further research.

1. Will the VA pay for the engineering and design submittals, as well as all applicable deposits required by various manufacturers to put equipment into design and/or production? No.

1. Is the new VA memorandum on bolts for steam and hot water systems applicable to this project? To our understanding A307 bolts are no longer allowed. Not applicable.

1. Tax Exemption: Is this project sales tax-exempt? If so, can the government provide a tax exemption certificate for materials purchased? Missouri does not have tax exemptions. The cost of taxes needs to be included in bid price.

1. Notice to Proceed (NTP): How soon after a contract award is the NTP expected to be issued? Approx.. 21-30 days.

1. Submittal Platform: Will the VA accept the use of Procore software or equivalent as the primary submittal platform? Yes.

1. Payment for Stored Materials: Will payment applications for materials stored on-site or in a bonded warehouse be approved? Yes. The Government is permitted to pay for 'materials delivered on site but not installed'. The COR, by his concurrence with the progress payment, is certifying to the CO, that all 'Materials not installed', if identified on the Progress Payment as such, are on hand, are available, are segregated, are identifiable and have been inventoried in accordance with the specification (VAAR 852.232-70 (d)). Title to these supplies passes to the Government when the progress payment is made; however, the responsibility for their protection against loss, theft or damage remains with the Contractor until installed and the project or portion thereof is accepted by the Government.

1. Bid Hold Period: Will the government consider reducing the bid hold period to 90 days due to current inflation risks? No it is 120 days for bid acceptance.

1. Economic Price Adjustment Clause: Will the government include an Economic Price Adjustment Clause in the contract to address price fluctuations in materials? No this is fixed price procurement.

1. SSHO and Superintendent Roles: Can the SSHO, QCM and superintendent positions be fulfilled by the same individual, provided qualifications are met? If not, can the superintendent double as the SSHO? They can do dual role, but they will only be compensated for the role performed at the time of service. They cannot be paid for dual roles at the same time of service.

1. Scheduling Consultant: Is an external scheduling consultant required, or can scheduling duties be handled in-house by a qualified team member? Contractor is responsible for scheduling. VA to review and approve proposed scheduling.

1. Temporary Facilities: Are contractors required to provide a temporary site office or trailer, or will space be allocated within the existing facility? VA has breakroom and bathrooms available in energy plant.

1. Parking and Staging: Will there be designated parking and staging area for contractor personnel? General parking area near energy plant.

1. How many parking spaces will be provided if there is on-site parking? General open parking area near energy plant.

1. Site Access and Badging: Will the government provide a detailed badging and access protocol for contractor personnel? Yes, limited contractor badging. Must report to control room or supervisor daily.

1. Fire Watch: If impairments to fire alarm systems exceed four hours, will the VA provide support for fire watch personnel, or is the contractor solely responsible? Contractor solely responsible.

1. Environmental Protection Plan: Are there specific templates or guidelines required for the Environmental Protection Plan, or is a contractor-developed plan sufficient? N/A.

1. Infection Control: Please confirm modular walls (such as STARC) are allowed for ICRA. Yes, STARC walls are allowed.

1. As-Built Drawings: Are as-built drawings available for existing conditions, or will the contractor need to verify all dimensions on-site? See drawings attached “Master Panel vol-1”. VA cannot confirm drawings are up to date.

1. Please provide the as-built drawings for the existing boilers. See drawings attached “Master Panel vol-1”. VA cannot confirm drawings are up to date.

1. What company / manufacturer are the current boiler controls? See drawings attached “Master Panel vol-1”. VA cannot confirm drawings are up to date.

1. What company programmed the existing boiler controls? See drawings attached “Master Panel vol-1”. VA cannot confirm drawings are up to date.

1. Please post the sign-in sheet from the site visit. Refer to CO.

1. Electrical wiring layout drawings for a typical existing boiler control panel, including terminations to the existing PLC, HMI, and associated I/O. Identify on drawings the associated items to be replaced. See drawings attached “Master Panel vol-1”. VA cannot confirm drawings are up to date.

1. Bill of Material for typical an existing boiler. Specify the wire counts that need to be terminated. See drawings attached “Master Panel vol-1”. VA cannot confirm drawings are up to date.

1. Electrical wiring and layout drawings for the existing Plant Master Panel / Master BOP panel, including I/O terminations and network connections. Identify on drawings the associated items to be replaced. See statement of work (SOW) and see drawings attached “Master Panel vol-1”.

1. Bill of Material for the Master Panel. Specify the wire counts that need to be terminated. See drawings attached “Master Panel vol-1”. VA cannot confirm drawings are up to date.

1. Please confirm that all electrical work under this contract is limited to control wiring within the existing control cabinets, and that no re-wiring, conduit installation, or relocation of field devices or power wiring on the boilers themselves is required. All work is limited to control wiring within the cabinet. When going back to re-landing terminations to the new PLC, if cables are not long enough to re-terminate. Then contract will need to provide new cable at their cost.

1. The current PLC application files (e.g., Rockwell .acd) for the existing boiler PLCs and the Plant Master PLC. VA cannot provide application files. Attached drawing should give idea of size of project expected. See drawings attached “Master Panel vol-1”. VA cannot confirm drawings are up to date.

1. The current PanelView application or runtime files (e.g., .mer/.apa) for the existing boiler PanelViews and Plant Master HMI. VA cannot provide application files. Attached drawings should give idea of size of project expected. See drawings attached “Master Panel vol-1”. VA cannot confirm drawings are up to date.

1. Please confirm that all existing PLC and HMI application files to be provided are fully accessible and unlocked (i.e., not password‑protected or otherwise restricted), so that the controls integrator can perform the required modifications, porting, and integration under this contract. Access to all existing PLC and application files needed to complete project will be given to winning offeror. Passwords will be given also.

1. Please confirm that the existing HMI application files for the boiler and Plant Master panels will be made available to the contractor, that the VA’s intent is for these applications to be ported to the new controllers/HMIs, and that no new HMI screen development beyond porting and minor configuration adjustments is required under this contract. Access to all existing PLC and application files needed to complete project will be given to winning offeror.

1. The name and version of the existing SCADA software currently in use in the control room (e.g., prior iFIX version or alternative platform). Allen Bradley Rockwell. VA cannot confirm current version.

1. Confirmation whether existing SCADA project files and configurations will be made available to the Contractor for conversion into iFIX 2024. Access to all application files needed to complete project will be given to winning offeror.

1. Please confirm whether the VA will consider FactoryTalk View SE, in lieu of iFIX 2024, if the contractor can demonstrate equivalent or better functionality, integrate more seamlessly with the proposed PLC hardware, and meet all VA supportability, cybersecurity, and lifecycle requirements as defined in the solicitation. See Statement of Work (SOW).

1. In lieu of replacement of a single workstation, does the VA want a server solution, with redundancy (back-up), and the ability to host multiple workstation? Server licensing would include 5 perpetual licenses (sold in packages). See SOW.

1. How many workstations, monitors, and mounting, and accessories would be required, recommendation would be 3. See SOW.

1. Confirm if the contractor needs to run any Cat 6 ethernet to each new workstation location and the approximate length for each run. No.

1. Confirmation whether the existing relay-based Fireye BMS for each boiler is to be retained "as is" and integrated with the new PLC controls, or Yes.

1. Clarification if any BMS hardware or logic modifications are required as part of this project. No BMS hardware and BMS logic modifications.

1. Would VA accept trim control into PLC and replacement of O2 sensor with alternate that integrates into modbus PLC, to eliminate an need for a secondary interface. No, see SOW.

1. Confirmation of the standard allowable work hours for this project (e.g., Monday–Friday, 7:00 a.m.–3:30 p.m., excluding federal holidays). Correct but flexible.

1. Clarification whether the VA anticipates boiler or Plant Master Panel shutdowns to occur during normal work hours, or only during nights/weekends. During normal working hours if possible. However may require nights and weekends based on operational needs and demands.

1. Guidance whether Contractors should assume straight-time labor only for all work, or include overtime/premium time for after-hours and weekend shutdowns in their base bids. Work bid needs to be based on straight time. However, any project critical issues during checkout/boiler run time and preventing boiler run during off-hours. Contractor will be responsible for correcting the issue with no additional compensation from the VA.

1. Limited ability to shutdown equipment based on VA coordination could impact the 180-day period of performance. Please consider and review duration for sequencing and weather considerations for when common systems may be permitted to be interrupted. VA believes 180 days is more than enough to complete project.

1. Confirm whether the Contractor is responsible for full retuning of boiler control loops (e.g., drum level, steam pressure, fuel/air ratio, O₂ trim) after the new are installed. Contractor is responsible for tuning all control loops and verify all boilers and master systems are operational per VA current standards and directives.

1. Confirm whether combustion tuning is to be performed by the Contractor’s a qualified burner service entity. Note, loop tuning cannot resolve inefficiencies without combustion tuning. Can be performed by qualified contractor. Qualified contractor to perform all and any tunning needed to resolve any inefficiencies for VA boiler process.

Special Note regarding FAR 52.229-3: Federal, State and Local Taxes:

Offerors are hereby notified that all state and local sales or use taxes for construction materials must be included in their bid or proposal price. It is solely the responsibility of the offeror to include all other applicable taxes in their bid or proposal price as well. The Government has determined that for this acquisition it cannot take advantage of any sales or use tax exemptions that may be available to it under applicable state law. Under no circumstances will any Contractor be designated as an agent of the Government for purposes of any tax exemption, nor will the Government authorize any Contractor’s use of any tax exemption directly applicable to the Government under this procurement. A price change request upon award relating to the inclusion of state and local sales or use taxes will not be accepted.
