RFIs Question 1-14 w/Responses Amend A0003

1. Referencing Sheet IRCA-01, there is not a ICRA level identified. Please indicate the Class level to be used on this project.

Response: ICRA level to be Level IV unless otherwise noted by VA COR. All work shall be coordinated with VA COR for associated ICRA level

2. Referencing sheet A-500, the floor finish schedule, can you confirm the whole floor will not be painted and only patched and repaired in locations of new work?

Response: The entire floor (rooms B131, B131A, B131B) shall be painted and striped as required. Contractor may paint around existing equipment/ equipment pads to remain.

3. Referencing sheet A-500, wall finishes. Is the expectation to only patch and paint the area of work or to paint the entire wall corner to corner?

Response: Paint the entire wall, corner to corner (typ). Contractor may paint around existing wall-mounted equipment to remain.

4. Reference sheet A-500 signage details 1 and 2. There are no signs called out on the plans or specifications. Please indicate where signs are required and verbiage to be placed on the signs.

Response: Signage shall be provided at all new doors. Final verbiage to be provided by Owner during construction.

5. Can you provide the roof manufacturer and warranty information on the roof?

Response: VA to provide response.

6. Reference Sheet A-100 note 4. The requirement is to match existing wall guard and crash rails. There is not a specification for the wall guards and crash rails. Can you provide the manufacturer and color information for the existing materials?

Response: Use CS Construction Specialties as basis of design (actual as-built wall guard manufacturer may be provided by VA) Coordinate final selection with VA COR.

7. Reference Sheet A-100 note 10. This wall is being built against an existing wall and requires two layers of 5/8” each side. Can you confirm 2 layers of 5/8” sheetrock is required against the existing wall?

Response: Two layers shall be provided on each side where open on both sides.

Where open on one side, two layers shall be provided on the open side.

8. Reference sheet A-100 note 7. It states “to match elevation change as needed”.

Please clarify the intent for this note. Are we to build a ramp or infill the new room entirely to match elevation. If the room is infilled entirely what is to happen at door 100/B?

Response: For new opening, provide a step similar to door 100/C.

9. Reference sheet TY-100 Note 1 and the Door Hardware schedule specification 08 71

00 HW-2 for door 100/A. There are requirements listed on sheet TY-100 for door 100/A that requires hardware not included in the hardware schedule for HW-2.

Please clarify or add items to the hardware schedule for HW-2.

Response: See contract document drawings for additional information.

10. Reference sheet TY-100 Note 1 and the Door Hardware schedule specification 08 71

00 HW-E1 for door 100/D. There are requirements listed on sheet TY-100 for door 100/D that requires hardware not included in the hardware schedule for HW-E1.

Please clarify or add items to the hardware schedule for HW-E1.

11. Referencing M-100, M-600 and specification 23 09 23 Direct Digital Control System for HVAC. Sheet M-100 does not provide a thermostat location, M-600 notes a wired thermostat and there are specifications for direct digital controls. Please clarify if

Response: Coordinate all work with VA COR and users. Systems shall be integrated with existing BAS system. All installations shall be as per manufacturer’s installation requirements.

12. There is an existing sanitary sewer line that appears to be in the location of the new

89-B131E-2 panel. Please advise if relocation is required.

13. There is nothing noting the demolition of the existing housekeeping pads. Can you confirm the housekeeping pads are to be removed and expectations for floor finish upon removal?

Response: Housekeeping pads to be demolished

14. The bid deducts are not real clear on the drawings and specs.

a. Bid Option 1 – In the specifications this is the demolition of the refrigerator and freezer. On sheet E-100, Electric Equipment Schedule Key Plan Tag 4 is Deduct Option 1 which is listed in the specifications as Deduct Option 3.

b. Bid Deduct Option 2 – In the specification this deduct is the busway. We did not locate this deduct on the drawing. Is there an alternative to busway if this option is taken?

c. Deduct Option 3 – Replace 89-EDPG1 is listed on sheet E-100 as Deduct Option 1.

d. Deduct Option 4 – Security Upgrades, we could not locate this deduct on the drawings. Does this deduct include all of the TY sheets (TY-001, TY-100, TY- 500)?

RFIs Question 15-28

15. Is this project tax exempt? If so, will a tax exemption certificate be provided?

Response: Yes, a tax exemption certificate will be issued.

16. Is there any asbestos or lead-containing surface coatings to be concerned with during the demolition scope of work? It is a high likelihood the glazing on the ceramic tiles requested for demo within the freezer are lead containing.

Response: VA directed no hazardous materials in this location.

17. What are the measurements & thickness of the south freezer wall shown for demo?

Response: Contractor to verify existing conditions.

18. Will the contractor be able to utilize a construction debris dumpster near the loading dock?

Response: Contractor to provide dumpster and coordinate location with VA.

19. On drawing A-100 key note 6. What is the ceiling height from the deck to the finished floor?

Response: Contractor to verify associated ceiling height.

20. Do the heat pumps need to be tied into the Building Automation System?

Response: Yes, heat pumps to be connected to existing BAS.

21. Please identify the ICRA Level for all phases of work?

Response: ICRA IV. Contractor to coordinate with VA ICRA requirements for associated areas of work.

22. Will demolition of the freezer phase need to be done after hours?

Response: Normal hours – coordinate with VA COR.

RFIs Question 15-28

23. Will there be any overlap of construction with the EHRM contractor? Specifically major outages that need to be considered.

Response: No overlap.

24. Is the fire alarm system and sprinkler system existing to remain in the electrical rooms?

Response: See requirements on Contract Documents.

25. Who owns the proprietary rights to the security system?

Response: Coordinate with VA COR.

26. Will the contractor be allowed to lock out the electronic breakaway doors in corridors B1-C6 corridors?

Response: No, these cannot be locked out.

27. What are the operating hours of the SPS (Sterilizing Process Services) that are directly adjacent to the project workspace?

Response: 8 am to 5 pm.

28. When are the scheduled generator tests for the Generator in B134A Mechanical

Room? Will these need to be considered during the construction period?

29. Confirm that all new exposed conduit needs to be GRS?

Response: All new exposed conduit shall be RGS.

30. Provide as-built drawings for existing Data Tap Box that needs to be relocated

Response: See Contract Documents and coordinate with VA COR.

31. Provide downtime allowed to relocate existing Data Tap Box

Response: Response: Downtime should be kept to a minimum; coordinate with VA

COR.

32. Provide vendor for existing building PA system - information needed to coordinate work associated with Data Tap Box?

Response: PA system is a VOCIA system.

33. Drawing E-600 depicts the demolition one-line diagram for Switchboards 88/89, 90- MB1, and 91-MB1. The diagram indicates the removal of existing feeder conduits and conductors to each associated subpanel. Please clarify whether the scope includes replacement of all feeders to the subpanels or reinstallation/reuse of existing feeders where feasible.

Response: The scope of work includes the replacement of all associated feeders unless otherwise noted.

34. Drawing E-601 depicts the demolition one-line diagram for Switchboard 89-EDPG1.

The diagram indicates the removal of existing feeder conduits and conductors to each associated subpanel. Please clarify whether the scope includes replacement of all feeders to the subpanels or reinstallation/reuse of existing feeders where feasible.

Response: The scope of work includes the replacement of all associated feeders unless otherwise noted.

35. If the intent is to reuse the existing feeder conduits and conductors, please provide the required information regarding the minimum junction box -sizing criteria based on feeder conduit size

36. Please provide as-built drawings showing all sub-panels being affected by the switchboard replacement.

Response: See Contract Documents and coordinate with VA COR.

37. Please provide the allowable maximum outage duration for each subpanel impacted by the switchboard replacement. In addition, identify any requirements for temporary power provisions necessary to maintain system operation.

38. Please confirm the total number of feeder circuits that should be included in the scope for replacement in the event that testing indicates the existing conductors are unsuitable for reuse. Additionally, clarify whether any feeders determined to be non-reusable may be submitted for consideration under a change order.

Response: See contract documents for circuits included in SOW for replacement.

Contractor is responsible to review/verify quantities. Feeders shall be replaced under this scope. Only per approval by the VA COR, in the event that feeders are inspected, tested and approved for reuse they may be reused with a credit provided to the government.

39. Drawings E-601 and E-602 illustrate the new work one-line diagrams for

Switchboards 88/89, 90-MB1, and 91-MB1. The diagrams indicate the installation of new feeder conduits and conductors to each associated subpanel. Please confirm whether the project scope requires replacement of all feeders serving the subpanels or allows for reinstallation and reuse of existing feeders where acceptable. 41. Please provide the allowable system downtime necessary to facilitate installation of the junction boxes associated with Switchboards 88/89, 90-MB1, and 91-MB1, as referenced in Note 1 on Drawing E-602. Additionally, identify any temporary power requirements or provisions needed to maintain operational continuity during the installation.

Response: All outages shall be coordinated with VA COR and requirements for temporary power at associated devices. Contractor to schedule outages during off hours to ensure minimal interruption to hospital operations.

42. Please provide the as-built drawings showing the existing conduit routing from T28 to Switchboard 90-MB1?

Response: None available, contractor to field verify existing conditions.

43. Please provide the as-built drawings showing the existing conduit route from T27 to

Switchboard 88/89.

44. Please provide the as-built drawings showing the existing conduit route from T29 to Switchboard 91-MB1.

Response: None available, contractor to field verify existing conditions.

45. Introduction / Purpose: Seeking Guidance regarding the need for BAS integration of Split System Marks FC-1-1, FC1-2, and FC2-1, from Drawing Number M-600

Response: Requirement is to provide connections and integration into the existing BAS system for monitoring and control of the associated equipment.

46. Information Requested: Does the customer want the BAS system, Johnson

Controls Metasys, to be extended to monitor and/or control these FC units as indicated in the Introduction/Purpose section in the above paragraph? If no, there are no further questions

- If yes, will these FC units be provided with a BACnet compatible thermostat, or is JCI to provide a BACnet compatible thermostat?

Response: The intent is for monitoring and control. Contractor shall be responsible to ensure a complete and operational system. Contractor shall coordinate with Johnson Control for associated thermostat and JCI.

47. If the Equipment manufacturer is providing a BACnet compatible thermostat, does Johnson Controls need to cover low-voltage wiring from the stats to the nearest controller?

Response: Coordination shall be completed with Johnson Controls by contractor. It is the responsibility of the Contractor to ensure that Johnson Controls are a part of

48. Fire Suppression: Plan Sheet E001 indicates that the fire suppression system needs to be modified to not interfere with the new electrical equipment placement.

Can current as-built drawings be provided for review?

49. NAICS Code Question : The solicitation calls for the NAICS code 238210-Electrical Contractors. There is a significant amount of demolition, architectural modifications, and fire suppression revisions that are also a part of this project to make the new electrical equipment a success. We request consideration of the usage of NAICS codes for general building construction 236220. The contractual requirement of a dedicated Quality Control Manager and a dedicated Site Safety and Health Officer also further demonstrate this to be more general contractor focused.

Response: This is at the discretion of the VA – A/E is only providing a recommendation based on previous practice and not direction forward regarding response to RFI#49. A/E recommends that the NAICS code be modified to allow for general construction, and not solely electrical contractors. There is a significant amount of general construction required under this scope and it is recommended that the NAICS code be modified to reflect this. The electrical subcontractor will still
