RESPONSE TO QUESTIONS SUBMITTED
1. Data rights on a commercial platform. The SOW states that the application source code shall be the exclusive property of the U.S. Government. Does VA intend this to apply to a commercial subscription platform delivered as a service, where the underlying code is the vendor's pre-existing commercial product and the Government receives a license rather than ownership? If a quoter offers a commercial platform, will VA accept a commercial license addendum under Section B.2, Governing Law, that defines Government rights in Government data and configurations while the vendor retains rights in the underlying commercial code? Yes, the vendor would retain ownership and rights in the underlying commercial code.
2. Definition of an engaged user for pricing. So that quoters price the same thing, how does VA define an active or engaged user for the purposes of the monthly subscription CLINs? Specifically, is the count based on registered accounts, on unique users with at least one session in the month, or on some other utilization measure, and is it trued up during performance or fixed at award? Our preference is for an active user model, with active/engaged user defined as users with at least one session in the month, rather than initial registration/enrollment. If we are estimating a roughly 50 percent utilization rate for the hospital, we would anticipate at least 1800 users per month, recognizing that this may fluctuate. However, we are aware that they active user model may not be as common as the flat rate option, however, this would allow us to reduce spending waste compared to the flat rate model. In our SOW, we added the option for flat-rate (see below), should active user models not be available.
3. License quantity reconciliation. The CLIN structure lists a quantity of approximately 875 users, while the SOW describes a flat-rate minimum of 1,800 licenses at an estimated 50 percent utilization. Please confirm which figure quoters should price against, and whether the 875 figure is the guaranteed minimum, the expected utilization, or the full licensed population. If for the flat-rate option, this would be for 1800 licenses for our ~3500 employees.
4. Reuse of VA Whole Health content. The nine wellness domains in the SOW align closely with VA's own Whole Health framework. Will VA confirm in writing that a contractor may incorporate VA Whole Health materials, including the Whole Health education handouts, the #LiveWholeHealth video series, and the Whole Health skill-building course materials, into a contractor-delivered platform for use by VA employees under this contract? If so, please identify the office that grants that permission and any attribution or version-control conditions that apply. Yes, materials from Whole Health can be used for St. Louis VA employees on this platform.
5. Section 508 documentation. Will VA accept an Accessibility Conformance Report in the ITI VPAT 2.5Rev format as evidence of conformance in lieu of the VA Section 508 Checklist, or is the VA Checklist required in addition to an ACR? If the VA Checklist is required, please provide the current version quoters should complete. VA checklist is not required, alternative evidence of conformance is sufficient.
6. Onsite presence. The SOW references an annual enrollment fair and a wellness champion event. What onsite presence does VA expect from the contractor at these events, at which facilities, and how many times per year? Related, are onsite body composition scans a required deliverable or an optional service that quoters may propose? Annually to promote engagement, preferred onsite presence at the two main facilities (John Cochran, Jefferson Barracks). Onsite body composition scans are an optional service.
7. Can the Government confirm funding is available for this contract? Yes.
8. If this requirement is currently being fulfilled by another contractor, can the Government provide the current contract number? 36C25523P0726
9. If this requirement is currently being fulfilled by another contractor, can the Government confirm the follow on scope of work is similar to the current work/requirements? The scope of work has changed
10. We understand two separate parts shall be submitted by offerors. For the Non-Priced Response, which includes the Technical and Past Performance, we understand no identifying marks indicating the company name or product should be included. Would the VA consider allowing two PDFs to be submitted for the Non-Priced Response to include one response that is redacted and one that is unredacted? That would be acceptable
11. The Past Performance instructions state: "(ii) Past Performance data consisting of references (not more than three) indicating successful performance of similar contract requirements. Examples must be relevant in scope, size, and complexity with the requirements that are being requested under this solicitation. Also, references must include a rating, evaluation, or critique indicating successful performance. Just providing a contract number with no indication of how well the task was performed is non-responsive."
Question:While offerors can provide references of past performance as well as Government POCs that can confirm our successful performance, would the VA like to provide a Past Performance Questionnaire for offerors to send to their Goverment POCs for each of the three past performance references? No, the VA will not be providing a questionnaire.
12. If the VA does not provide a Past Performance Questionnaire with this solicitation, how does the VA suggest offerors provide the relevant rating, evaluation or critique indicating successful performance? We will be reviewing CPARS with the information that has been provided from the vendor.
13. The SOW states: "Preference for an active-user model payment system (cost-per-engaged user) to maximize efficiency and reduce spending waste compared to flat-rate pricing; if active-user model is not available, a flat-rate option for at least a minimum of 1800 employee licenses to access the online platform based on a 50% estimated utilization."
While the SOW references the above cost-per-engaged user option, the CLIN structure provided in the Cost Schedule is a flat rate. If a Cost-Per-Engaged user is allowed, how would the VA like offerors to propose such pricing? Or, is the flat, firm fixed price rate outlined in the CLINS the only options for pricing? Quotes may include either 1) a flat, firm-fixed monthly platform price or 2) a cost-per-engaged user model that uses a fixed unit price (or rate per active user) arrangement within the CLIN structure and any applicable minimum monthly platform fee. The estimated utilization figure for evaluation and budget planning purposes is 875 active monthly users but is not a guarantee of a fixed number of active users each month (see previous response). Quotes should outline how invoice amounts would be calculated when active monthly users is above/below 875 users (e.g., minimum commitment, maximum monthly amount). If the platform does not offer an active-user model, they should provide a flat, firm-fixed monthly price for platform access, estimated at 1800 users.
14. Can the VA confirm the estimated start date for period of performance? The deliverables indicate the platform will begin at the start of the Period of Performance and a virtual launch party and onsite enrollment fair will commence by 11/01/2026. Given the length of the contracting process, I believe that we likely will not be able to start on 9/15/2026 but ideally the estimated start date of 09/23/2026 to maximize ease of transition to new wellness platform.
15. The Price/Cost Schedule indicates that the Period of Performance shall begin 09/15/2026. Can the VA confirm this is correct? Period of Performance cannot begin until after going through the contracting process and thus is likely to be delayed until 09/23/2026
16. Can the Government provide additional delivery schedule/milestones for completion? For example, platform kickoff meeting held NLT X date, a branded platform should be provided by X date, a Quality Control Plan should be provided by X date, Monthly status reports should be due NLT X date, etc. Specific dates are to be identified in collaboration with the dedicated customer success manager. The kickoff meeting will be held before 11/16, specific dates to be confirmed after contract is awarded.
17. Is a fully operational platform required on September 15, or is an implementation period allowed? The platform should be fully operational at the start of the contracting period (the updated estimated start date is 9/23/2026).
18. What specifically does VA mean by “predictive analytics”? Predictive analytics can be derived from user’s personal health surveys (e.g., if an individual chose to engage with the platform and share information such as weight, height, age, risk factors), this information can be used to identify health needs for the facility and generate specific program recommendations to support the individual’s health and wellness.
19. Is a responsive mobile website acceptable, or is a native iOS/Android application required? Preference for both online wellness platform/website and application for iOS/Android.
20. Which wearable integrations are required at launch? Option for capacity to integrate with personal’s personal activity trackers (e.g., Apple/Samsung Health Apps, FitBit, Garmin, etc)
21. What authentication/SSO requirements apply? Sign on with personal username and password.
22. What security/privacy requirements apply to identifiable wellness and HRA data? Data will be de-identified and shared in aggregate to the VA. No protected Personal Health Information will be provided to the VA. All data and reports will be provided in aggregate, not individual, format to maintain employee anonymity. Contractor will maintain IT security standards to protect any shared personal subscriber information.
23. Does VA require FedRAMP hosting? No, not required.
24. Does the source-code ownership provision exclude the vendors pre-existing platform/IP? No
25. The solicitation states no page limit, font, font size, or margin requirements for either the Priced or the Non-Priced Response. Is there a page limit for the technical capabilities statement or the past performance references, and does the Government expect any particular font, font size, or margin conventions? The maximum page limit is 200 pages. No specific font size is required.
26. For the email submission, should attachments be provided in PDF file format, is there a maximum total email attachment size in MB pages and gateway will accept, and is a specific email subject line format required so the quote is routed correctly? PDF format is acceptable, no maximum email attachment the subject line is addressed in the solicitation.
27. The Non-Priced Response must be typed with no identifying marks indicating the company name or any identifying product. Past performance references necessarily identify the offeror once a contract number is looked up. Please confirm the anonymity requirement applies to the technical capabilities statement, and advise how offerors should present past performance references within the Non-Priced Response consistent with that instruction. The anonymity applies to your references.
28. The past performance instruction requires references to include a rating, evaluation, or critique. May offerors submit CPARS evaluations in lieu of, or in addition to, customer reference critiques, given that E.4 already names CPARS as an evaluation source? That would be acceptable.
29. Public award data shows an Employee Wellness Platform Service contract at the St. Louis facility ending September 14, 2026 (award 36C25523P0726). Please confirm whether that is the incumbent contract number for this requirement, and whether its current annual value reflects the Government's budget expectation for the broader Whole Health scope in this Statement of Work. That is correct, however the scope of work has changed so the annual value will not be the same.

Yes, confirmed.
32. The SOW requires support for kick-off events and a virtual and onsite Enrollment Fair. The wellness platform would supply a secure portal for this information upload. No other GFE contemplated.
35. The SOW requires 24/7 platform function and technical support for administrators and end users, but does not define a minimum uptime percentage, help desk hours, or required response and resolution times for support issues. Will the Government specify minimum service level expectations, or accept the offeror's commercial service level terms? Accept the offeror’s commercial service level terms.
36. SOW Security Requirements state that the Authorization requirements and C&A requirements do not apply and that no Security Accreditation Package is required. Please confirm that no FedRAMP authorization boundary or agency Authority to Operate applies to this commercially hosted platform, and that contractor-maintained IT security standards protecting subscriber information satisfy the requirement. Because this is a Total Small Business set-aside and small business size status is self-certified in SAM rather than through an SBA certification program, please confirm this verification requirement applies only to offerors claiming an SBA-certified program status such as VetCert, HUBZone, or WOSB. If you are self-certified in SAM that is acceptable.
40. Will answers to all questions be published as an amendment posted on SAM.gov to all interested parties, and if answers are issued close to the response date, will the Government extend the response deadline accordingly? An amendment will be posted on SAM.gov.
41. The SOW requires AI-supported recommendations, an AI-capable search feature, and predictive analytics within the platform. Please confirm that AI-assisted tools are likewise permitted in the contractor's own delivery and content operations, including AI-assisted development tools such as GitHub Copilot or Claude Code used under the contractor's quality management process. Yes
42. Clause 852.239-76 paragraph (c), 'The Section 508 accessibility standards applicable to this contract are:', lists no standards. Which accessibility standards apply to this contract, and should offerors submit an Accessibility Conformance Report with the quote or provide one on request? Please see question # 5
43. The Priced Response requires an Authorized Service Provider letter from the OEM, if applicable. Please also confirm the 11/01/2026 milestone for the virtual launch party and onsite enrollment fair applies regardless of actual award date. That should be 02/28/2027 and the launch party by November 16, 2026
45. SOW 3.h.i states a preference for an active-user (cost per engaged user) payment model, while B.4 prices per user for approximately 875 users across 12 monthly units. Should offerors proposing an active-user model price the B.4 monthly unit as the charge for the estimated 875 engaged users, and how will actual engagement above or below that estimate be handled? Separately, B.4 estimates approximately 875 users while SOW 3.h.i references a minimum of 1,800 employee licenses at 50 percent estimated utilization; please confirm 875 is the intended pricing basis. For evaluation purposes, the estimated monthly price using 875 monthly active users should be provided and, if applicable, the monthly price is associated with providing access for approximately 1,800 eligible employees for the flat-rate model. The approximately 1,800-user and 875-user figures represent platform eligibility and expected utilization, respectively. Based on recent our experience with a wellness platform contract, utilization was approximately 26%. We estimated approximately 875 monthly active users for pricing, while recognizing that utilization may vary and may increase as a result of enhanced engagement features and outreach. For quotes including an active user model, they should include a per monthly active user rate that can be applied to fluctuations in the number of monthly active users, and any clarification on if there is a minimum monthly fee or any other pricing conditions.
