About this file

This is a Memorandum for Record containing consolidated contractor questions and government answers for RFQ 36C25526Q0600, a brand name or equal, firm-fixed-price requirement.

The RFQ is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside that will be evaluated using Lowest Price, Technically Acceptable criteria. All eleven CLINs must be itemized and priced for quotations to be considered responsive and conforming; partial pricing submissions are not acceptable. No specific delivery timeframe is mandated, but offerors must include lead times for all items. For brand name or equal items (CLINs 0001, 0003, and 0004 specifying SKUs 7156-80, RAR-5R, and LB-3060-ACR), the government will accept technically acceptable equal products provided all salient characteristics are met and technical capability comparisons are included; acceptable equal substitutes include Wolf 16422, Wolf 16410, and Wolf 56601-W respectively. SDVOSB nonmanufacturers must meet Buy American Act standards but not all CLINs must be manufactured by small businesses. The Nonmanufacturer Rule does not apply to this acquisition, and no SBA class or individual waivers are applicable.
