1. Contract/Ordering Structure Question: What is the intended contract type and ordering structure? Will individual task/delivery orders be issued?

CO Answer:

The solicitation establishes an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for ATS Preventive Maintenance and Repair and Isolation Power Panel Inspection. It is a firm fixed price contract with a base and four one-year option periods. Orders for services will be issued as delivery orders or task orders during the contract period (11/01/2026 – 10/31/2031).

2. Annual FFP Scope / Variable Work Question: Does the annual FFP amount include all corrective repairs and emergency-response requirements? Are estimated quantities provided?

No estimated quantities are provided. Emergency services or repairs outside routine preventive maintenance should be billed separately. Offerors must provide all applicable labor rates for the solicited services so they can be compared to the applicable wage determination for compliance with the Service Contract Labor Standards.

CO Answer:

No. Offerors must provide all applicable labor rates for the solicited services so they can be compared to the applicable wage determination for compliance with the Service Contract Labor Standards.

3. IDIQ Minimum/Maximum and Order Limitations Question: What are the contract minimum, maximum, order limitations, and final performance limitation?

CO Answer:

The total minimum order is $100.00. The total maximum quantity/value of all orders under this IDIQ contract shall not exceed $117,000. This ceiling represents the Government’s best estimate of potential ordering activity over the 5‑year ordering period (11/01/2026 – 10/31/2031) and includes the base year and all option years.

4. Unscheduled Work Pricing Mechanism Question: How will unscheduled work (corrective repairs, emergency services, replacement parts/materials) be authorized and compensated?

CO Answer:

Unscheduled work is not included in the annual FFP amount. Offerors must provide all applicable labor rates for the solicited services so they can be compared to the applicable wage determination for compliance with the Service Contract Labor Standards. Services outside the routine preventive maintenance should be billed separately.

COR Answer: Automatic Transfer switches should be a full coverage service.
