QUESTION AND ANSWER

1. Contract/Ordering Structure Question: What is the intended contract type and ordering structure? Will individual task/delivery orders be issued?

CO Answer:

The solicitation establishes an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for ATS Preventive Maintenance and Repair and Isolation Power Panel Inspection. It is a firm fixed price contract with a base and four one-year option periods. Orders for services will be issued as delivery orders or task orders during the contract period (11/01/2026 – 10/31/2031).

2. Annual FFP Scope / Variable Work Question: Does the annual FFP amount include all corrective repairs and emergency-response requirements? Are estimated quantities provided?

No estimated quantities are provided. Emergency services or repairs outside routine preventive maintenance should be billed separately. Offerors must provide all applicable labor rates for the solicited services so they can be compared to the applicable wage determination for compliance with the Service Contract Labor Standards.

CO Answer:

No. Offerors must provide all applicable labor rates for the solicited services so they can be compared to the applicable wage determination for compliance with the Service Contract Labor Standards.

3. IDIQ Minimum/Maximum and Order Limitations Question: What are the contract minimum, maximum, order limitations, and final performance limitation?

CO Answer:

The total minimum order is $100.00. The total maximum quantity/value of all orders under this IDIQ contract shall not exceed $117,000. This ceiling represents the Government’s best estimate of potential ordering activity over the 5‑year ordering period (11/01/2026 – 10/31/2031) and includes the base year and all option years.

4. Unscheduled Work Pricing Mechanism Question: How will unscheduled work (corrective repairs, emergency services, replacement parts/materials) be authorized and compensated?

CO Answer:

Unscheduled work is not included in the annual FFP amount. Offerors must provide all applicable labor rates for the solicited services so they can be compared to the applicable wage determination for compliance with the Service Contract Labor Standards. Services outside the routine preventive maintenance should be billed separately.

COR Answer: Automatic Transfer switches should be a full coverage service.

Isolation panels, if they need repairs that are notated after the inspections as a deficiency, we will have to request funding.

5. Replacement Parts and Materials Question: Are replacement parts and materials included in the annual FFP CLINs? Is usage data provided?

CO Answer:

Parts and materials outside routine preventive maintenance not included in the annual FFP CLINS. These will be billed separately. Offerors must provide all applicable labor rates, parts and materials for the solicited services.

6. PM/Inspection Frequency and Testing Coordination Question: What is the required frequency of scheduled preventive maintenance and inspection for ATS and Isolation Power Panels? Are testing windows and coordination responsibilities specified?

CO Answer:

Annually.

7. Corrective-Action Standard Question: How are deficiencies classified and what are the compliance standards for corrective actions?

CO Answer:

Critical deficiencies must be corrected within 48 hours; noncritical deficiencies within 10 business days. The criteria for classification and compliance measurement for deficiencies requiring replacement components or OEM parts are not explicitly defined in the solicitation.

8. Emergency Response Question: What are the required emergency-response availability and response standards?

CO Answer:

Contractor shall arrive on-site in response to intervening emergency service calls within four (4) hours after a telephone call is placed by the COR, or designated Engineering Representative. All work performed shall be accomplished in accordance with manufacturer’s instructions, including, but not limited to, adjustments, calibrations, cleaning, lubrication, testing, disassembly, replacement of worn or defective parts, firmware and programming updates etc., necessary to keep the equipment in first-class operating condition.

The ATS Contractor shall provide a 24/7 “Answering/Call Center” for emergency response at no additional charge to the government. Additionally, Emergency callback service shall be provided between the hours of 6:00 AM and 6:00 PM at no additional charge to the government.

COR Answer:

Yes, 24/7 response is needed if a piece of equipment goes down.

9. Applicable Wage Determination Question: What Wage Determination should offerors use?

CO Answer:

The solicitation incorporates Service Contract Labor Standards requirements (FAR 52.222-41), Service Contract Act WD #: 2015-5105

10. Technical and Past Performance Submission Requirements Question: What information must offerors submit for Technical Capability and Past Performance?

CO Answer:

(1) Technical: The quotation will be evaluated to the extent to which it can meet and/or exceed the Government’s requirements as outlined in the solicitation and based on the information requested in the instructions to quoters section of the solicitation. The interested vendor must submit capability statements.

(2) Past Performance: The Government will review available past performance data and integrity information in CPARS and FAPIIS. However, the Government reserves the right to obtain past performance information from any available source and may contact customers other than those identified by the offeror when evaluating past performance.

11. Isolation Power Panel Information / Drawings Question: Is manufacturer/model/serial information for Isolation Power Panels provided? Will electrical drawings be made available?

CO Answer:

No drawing available. However, site visit will be open to inspect each ATS and panels to establish to its satisfaction the condition of the ATS equipment to be maintained and any other conditions affecting the work to be performed, this includes ATSs that are of different manufactures. This equipment is offered in an "as is" condition.

Open for site visit on September 21-25, 2026, 7am -3:30pm. Notification in advance is required so we can ensure staff availability. Point of contact (POC) is Ruben Garcia at ruben.garcia2@va.gov or 913.682.2000 Ext. 52252 or 913-212-5158.

COR Answer:

There are no drawings available. Reference serial numbers.

12. Invoicing and Payment Question: What is the intended invoicing and payment schedule?

CO Answer:

Invoices may be submitted “upon delivery of services.”

13. Pricing Structure for Repairs Question: Does the annual firm-fixed-price CLIN include all repair parts and materials, or is there a separate mechanism for repair-related costs outside routine preventive maintenance?

CO Answer:

Offerors must also provide all applicable labor rates, parts and materials for outside routine preventive maintenance.

Emergency services or repairs outside routine preventive maintenance should be billed separately.

14. Limitations on Subcontracting Certification Question:

Does VAAR 852.219-75 (Certificate of Compliance for Services and Construction) apply to non-SDVOSB/VOSB small business offerors, or should a different representation (e.g., FAR 52.219-14) be submitted?

CO Answer For this acquisition, which is a Total Small Business Set-Aside, the limitations on subcontracting requirements apply to all small business offerors.

· FAR 52.219-14 is the applicable clause for non-SDVOSB/VOSB small business offerors and should be submitted as the representation for limitations on subcontracting.
