About this file
This is a Questions and Answers (Q&A) document for a federal contract solicitation for Lightning Protection System Inspection and Minor Repair Services at the Kansas City VA facility.
The VA requires semi-annual inspections of lightning protection systems on the Main Campus and Honor Annex locations, including inspection methodology, testing procedures, and maintenance of UL Master Label certification. The contract includes five contract line items (CLINs) for the base year and option years: CLIN 0001 for semi-annual inspections and minor repair labor at the Main Campus and Honor Annex; CLIN 0002 for installation of a complete lightning protection system at the Honor Annex Outpatient Clinic (with CLINs 1002, 2002, 3002, and 4002 as parts for minor repairs designated as Not Separately Priced). Minor repair parts costs must be incorporated into the semi-annual inspection labor pricing for CLINs 0001, 1001, 2001, 3001, and 4001. All repairs beyond the scope of minor repairs contemplated in the base contract—such as larger component replacements or system modifications—will be handled separately through contract modification or separate procurement. UL Master Label certification costs, including inspections and documentation, shall be included annually in the recurring inspection/minor repair labor pricing with no separate CLIN price proposed. The current incumbent contract is 36C25552P0551 awarded to Preferred Lightning Protection, expiring 07/29/2026. The proposal due date is 08/10/2026 at 8:00 a.m., with evaluation based on technical approach, past performance (minimum 2–3 recent relevant contracts within 3–5 years), and organizational qualifications including UL certifications and key personnel experience. Extension requests to the deadline may be granted at the Government's discretion if in the Government's best interest.

Text version
Good morning, Upon review of previous contract, the minor repairs are not listed separately. Then the only time repairs are listed:
The inspections will include making minor repairs such as tightening loose connections or re-gluing Air Terminal bases or cable holders. Major repairs include adding Lightning Protection to rooftop equipment that is out of compliance with the UL Certification. The contractor will submit, to the COR, a list of any major repairs needed, along with an itemized quote for the additional costs associated for the needed repairs. Before any repairs are made, the contractor will take a photo of each deficiency and label the location of the deficiency with the photo. After the repair, another photo will be taken. The before and after photos will be submitted to the COR, side-by-side. The contractor will notify the COR, if a new Underwriters Laboratories, Master Label is required. If a new Master Label is required, the contractor will submit a proposal to the COR for the additional costs.
Below is how the CLIN’s were listed out on previous contract.
CLIN 0001 2.00 SV Price: $$ The contractor will conduct semi-annual inspections for the Lightning Protection Systems on all buildings on the Main Campus and at the Honor Annex, located at Northern Avenue in Kansas City per the SOW .
Semi-Annual inspections include: · Spacing between Air Terminals. · Air Terminal material class. · Cabling material class. · Cable fastener spacing. · Cable installation (bends, 2 paths to ground, 3/12 Rise and downward path). · Side Flash bond installation. · Bond installation, including handrails, mechanical/electrical equipment, and piping. · Proper torque for all mechanical connections. · Cable and Exothermic Welded connections, to include any exposed Grounding Electrodes. · Inspecting areas outside all building perimeters for the possibility that the integrity of the existing lightning protection conductors or ground rods have been compromised.
CLIN 0002 1.00 SV Price $$$ Honor Annex Outpatient Clinic, on Northern Avenue in Kansas City, MO. The Contractor will provide all materials, tools, labor, and supervision to install a complete Lightning Protection System. The system will consist of an exposed aluminum roof system and exposed copper downlead cables. The downlead cables will terminate into the ground to driven ground rods or ground plates. The lower 10 feet of the downlead cable will be sleeved in PVC conduit for protection, as required by UL. The Contractor will make every effort to install the cables in the least visible locations as possible.
Rooftop components will be adhered, directly to the finished roof surface, using Chemlink M-1 structural adhesive, or equal. The Lightning Protection System components and installations shall comply with the most current editions of: NFPA 70, NFPA 780, LPI 175, UL 96A and ANSI/CAN/UL 96.
Our team has a few preliminary questions for the Lightning Protection Service Contract at Kansas City VA:
1. Please confirm we are not to price the 'Parts for Minor Repairs' CLIN on the pricing schedule.
CLINs 0002, 1002, 2002, 3002, and 4002 (“Parts for minor repairs”) are designated as NSP (Not Separately Priced) on the Schedule. Offerors shall not enter separate unit prices for these CLINs. The cost of parts for minor repairs associated with the semi‑annual inspections shall be included in the pricing for the inspection/minor repair labor CLINs (0001, 1001, 2001, 3001, 4001) for each period of performance.
2. Will all repairs, separate from the semi-annual inspections & reports, be quoted as needed?
Minor repairs identified in the course of the semi‑annual inspections, consistent with the scope described in the solicitation, are to be performed under the recurring “Semi‑Annual Lightning Protection System Inspections and Minor Repair Labor” CLINs and the associated NSP parts CLINs. Repairs beyond the minor repairs contemplated by the base contract scope (e.g., larger component replacements, system modifications, or corrective actions exceeding minor part/labor thresholds) will be handled separately at the Government’s discretion and may be ordered and priced via contract modification or separate procurement action as appropriate.
Offerors shall base their pricing on performing inspections and minor repairs within the scope of the listed CLINs; any work outside that scope is not to be included in the base offer price
3. Is there an incumbent contract # that can be provided for this requirement?
This requirement is currently being performed under contract 36C2552P0551 awarded to Preferred Lightning Protection that expires 07/29/2026.
4. Should the cost of obtaining the UL Master Label be included once in the base year, or is the VA requiring recertification every year? Or, should the Master Label certification be priced as part of the repair effort as-needed?
(Option A – annual UL certification included each year; select and adjust to match your intent.)
A: The Government requires UL Master Label certification to be maintained for the covered lightning protection systems throughout the contract. UL Master Label certification, including any necessary inspections, testing, and documentation to maintain certification, shall be included in the offeror’s pricing for each performance year under the applicable “Semi‑Annual Lightning Protection System Inspections and Minor Repair Labor” CLINs. Offerors shall not propose a separate CLIN price for UL Master Label certification; the cost should be incorporated into their recurring inspection/minor repair pricing.
5. Can the VA provide more direction for what they'd like to see in the proposals for the non-price factors? 1. TECHNICAL 2. PAST PERFORMANCE 3. QUALIFICATIONS
A: Non‑price proposal factors shall address at least the following:
1. TECHNICAL: Offerors shall describe their technical approach to providing semi‑annual lightning protection inspections and minor repairs for the Kansas City VA Main Campus and Honor Annex, including inspection methodology, testing procedures, reporting format, and approach to maintaining UL Master Label certification (if applicable). Offerors should identify any specialized tools, standards (e.g., NFPA, UL), and quality control procedures they will use.
2. PAST PERFORMANCE: Offerors shall provide at least [insert number, e.g., 2–3] examples of recent and relevant contracts within the past [insert number, e.g., 3–5] years involving lightning protection system inspection, testing, repair, and UL labeling for healthcare or similar complex facilities. For each example, identify the customer, contract number, period of performance, scope of work, and a point of contact.
3. QUALIFICATIONS: Offerors shall describe their organizational qualifications, including certifications (e.g., UL‑listed lightning protection contractor, LPI certifications), licenses, and experience of key personnel who will perform or oversee the work. Resumes or summary qualifications for key staff may be provided. Offerors should also identify any UL or other recognized accreditation directly related to lightning protection systems.
This Q&A supplements, but does not replace, the evaluation criteria and proposal preparation instructions set forth in the solicitation.
6. Can an extension to the deadline be provided by at least a day or two?
Offerors may request an extension to the proposal submission deadline; however, the Government will only grant an extension if it is in the Government’s best interest and does not unduly delay award. The current due date remains of 08/10/2026 at 8:00am, as stated in the solicitation]. If the Government decides to extend the deadline by one or more days, it will issue a written amendment to the solicitation indicating the new due date and time. Offerors should monitor SAM.gov and/or the posting location for any such amendment
