1. INTRODUCTION

The Robert J. Dole Veterans Affairs Medical Center (RJDVAMC) requires annual NFPA 99–compliant inspection and testing of medical gas and vacuum systems.

2. BACKGROUND

The RJDVAMC has an existing medical gas inspection contract that expires May 2, 2026. The intent is to award a follow‑on contract effective May 3, 2026, for annual, station‑wide inspections.

3. OBJECTIVE

Obtain comprehensive, NFPA 99–compliant inspection and testing of piped medical gases and vacuum systems to ensure safe, reliable operation, accurate labeling, and functional alarms and valves across all covered buildings at RJDVAMC.

4. SCOPE OF WORK

The Contractor shall furnish all labor, personnel, tools, equipment, materials, supervision, transportation, and incidental supplies necessary to inspect and test the existing piped medical gas & vacuum systems for compliance with NFPA 99 and CGA C‑9 (pipe marking), using personnel qualified under ASSE 6000 as specified in Section 8.

Systems/components covered include:

· Station outlets/inlets (pressure gases and vacuum),

· Master/area/local alarms, isolation/zone valves,

· Pipelines & labeling, and

· Source supply equipment (bulk oxygen, manifolds, compressors, dryers, filters)

Buildings/Quantity: Buildings 1, 1C, 2, 19, 26, 34, 60, and 62, totaling approximately 750 outlets.

Exclusions: Furnishing parts or performing corrective repairs is outside the scope; if deficiencies are discovered, the Contractor shall recommend corrective actions.

5. APPLICABLE LAWS, REGULATIONS AND STANDARDS

NFPA 99 – Health Care Facilities Code (inspection/testing coverage; alarm requirements; maintenance program elements).

CGA C‑9 / NFPA 99 pipe marking (color codes, legends, placement intervals).

ASSE/IAPMO/ANSI Series 6000 (2024) – medical gas personnel qualifications (Inspector 6020; Verifier 6030; alignment to NFPA 99‑2024).

VHA Directive 7515(1), Medical Gas & Vacuum Systems – VA policy for operation, testing, maintenance, alarm management, inventories.

FAR 52.246‑4, Inspection of Services—Fixed‑Price – Government inspection/acceptance, reperformance, price reduction.

FAR 52.204‑9 & VAAR 852.204‑70 – Personal Identity Verification (HSPD‑12) for routine physical access to VA facilities.

6. PLACE OF PERFORMANCE

All work will be performed onsite at RJDVAMC facilities in the buildings listed in Section 4. The Contractor shall report to the Engineering Office, Building 20, daily to sign in/out.

7. PERIOD OF PERFORMANCE

Base year (anticipated): May 3, 2026 – May 2, 2027; with four (4) one‑year option periods, if exercised by the Government. (Base effective date aligned to current contract expiry and intended start.)

8. HOURS OF OPERATION & SCHEDULING

Work is performed Monday–Friday, 0800–1600 (CST), excluding Federal holidays. The Contractor shall submit a three‑week look‑ahead schedule and obtain COR approval ≥5 business days prior to mobilization. Activities requiring zone valve closures or access to clinical areas require 48‑hour written notice and an outage plan.

9. CONTRACTOR PERSONNEL QUALIFICATIONS

Inspectors: Personnel performing inspection/testing shall hold ASSE 6020 (Inspector) certification.

Verifications (when applicable): Any verification testing (e.g., cross‑connection or standing pressure tests after repairs/cut‑ins) shall be performed by personnel holding ASSE 6030 (Verifier) and be independent of the installer, per NFPA 99.

Provide current certificates to the COR prior to mobilization.

10. SECURITY, ACCESS, IDENTIFICATION (PIV) & CONDUCT

Contractor employees requiring routine physical access must comply with FAR 52.204‑9 and VAAR 852.204‑70; account for all Government‑issued badges and return them when no longer needed, at employment end, or at contract completion; flow down to subcontractors.

Obtain contractor badges from Engineering (Building 20) and wear visibly at all times while on VA property; tool bags/containers are subject to search; firearms prohibited.

Smoking is prohibited on VA property; personal vehicles must park in designated areas; the VA will not reimburse parking violations.

11. SAFETY & VA/VHA POLICY

Plan and execute work in accordance with VHA Directive 7515(1) and applicable facility safety programs, including risk assessment, inventories, alarm management, and coordination of any valve closures/outages with clinical areas and the COR.

12. PERFORMANCE REQUIREMENTS SUMMARY (PRS)

Notes on acceptance criteria:

• Typical distribution pressures: O₂/Med Air/N₂O 50–55 psig; Vacuum 15–30 in HgV. Acceptance is based on measured values meeting facility design/OEM tolerances and NFPA program expectations.

• Representative outlet flow benchmarks by room type (e.g., OR ≈20 SCFM; ICU ≈10 SCFM; patient room ≈1 SCFM) are drawn from common NFPA 99 design references; the Contractor shall verify flows against facility design/OEM data and report measured values.

• Pipe marking shall meet CGA C‑9/NFPA 99 color/legend and placement intervals ≤20 ft, both sides of penetrations, once per room and story.

(1) If awarded a contract (see FAR 2.101 definition), it will comply with the limitations on subcontracting requirement as provided in the solicitation and the resultant contract, as follows:

(i) [] Services. In the case of a contract for services (except construction), the contractor will not pay more than 50% of the amount paid by the government to it to firms that are not certified SDVOSBs listed in the SBA certification database as set forth in 852.219–73 or certified VOSBs listed in the SBA certification database as set forth in 852.219–74. Any work that a similarly situated certified SDVOSB/VOSB subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. (ii) [] General construction. In the case of a contract for general construction, the contractor will not pay more than 85% of the amount paid by the government to it to firms that are not certified SDVOSBs listed in the SBA certification database as set forth in 852.219–73 or certified VOSBs listed in the SBA certification database as set forth in 852.219–74. The offeror further acknowledges that this certification is subject to Title 18, United States Code, Section 1001, and, as such, a false, fictitious, or fraudulent certification may render the offeror subject to criminal, civil, or administrative penalties, including prosecution.

Contracting officers may, at their discretion, require the contractor to demonstrate its compliance with the limitations on subcontracting at any time during performance and upon completion of a contract if the information regarding such compliance is not already available to the contracting officer. Evidence of compliance includes, but is not limited to, invoices, copies of subcontracts, or a list of the value of tasks performed.

(c) The offeror further agrees to cooperate fully and make available any documents or records as may be required to enable VA to determine compliance with the limitations on subcontracting requirement.
