About this file

This is an Amendment to a Solicitation for Mobile Laptop Carts, Keyboards, and Mice issued by the Department of Veterans Affairs Network Contracting Office (NCO) 15 in Leavenworth, Kansas. The solicitation number is 36C25526Q0421, issued on May 27, 2026, and this is Amendment 0001, effective June 4, 2026. The amendment provides answers to questions submitted during the Q&A period and does not extend the offer receipt date.

The Government requires 77 mobile laptop carts designed to accommodate 14-inch laptops (Dell, HP, or Lenovo models with average dimensions of 12.76W x 8.9D x 0.89H), along with wired USB keyboards (full-size, hospital-grade material) and wired USB mice. Carts must include internal power strips with external coiled power cords, storage beneath the work surface with laptop locking capability, space for a Honeywell Scanner with base, and the ability to add drawers in the future. Fully assembled carts are acceptable, and the Government can accommodate shipments with 20 pallets. The solicitation is not brand-name restricted; any manufacturer meeting the salient characteristics is acceptable. One OEM Authorized Distributor Letter per manufacturer is required. A Buy American Certificate must be completed identifying the place of manufacture, though there is no strict domestic preference. Keyboard color is not specified, nor is there a manufacturer preference. Past performance may be supported by CPARS from the responding business. Healthcare Technology Management (HTM) teams at the VA Medical Centers will handle construction and installation.

Questions and Answers

Q: “Could you provide the specifications, model number, brand and product name/number of the current computers and laptops that will be using the mobile carts, keyboard and mice.”

A: We use a 14-inch laptop and have different ones Dell, HP, and Lenovo. Model numbers vary and depend on which laptops will be provided; they might be different ones since we are ordering 77 carts for more than one space.

The average dimensions are 12.76W x 8.9 D x 0.89 H.

We will need space on the mobile cart for a Honeywell Scanner with a base and a workspace.

Q: “Can you please confirm that the carts referenced in this RFQ are not powered and do not require an internal rechargeable battery.”

A: The cart is not powered; however, it must have internal power strip inside of cart. Also, it must have an external coiled power cord. The external coiled power cord is for the cart to be plugged in and that powers the internal power strip inside the cart for the laptop.

Q: “Does the laptop stand need storage, additional shelving?”

A: The carts must have storage under the work surface for the laptop with an opening for the screen, as well as an ability to securely lock the laptop. There must be an area to hold the cords and USB hub to attach to the laptop.

Q: “Wired or wireless Mouse and keyboard?”

A: All of the mice and keyboards need to be wired with a USB connection.

Q: “The Salient Characteristics require an internal power strip and an external coiled power cord. Are these features required to be factory-integrated into the cart, or will the Government accept a cart that supports these as compatible add-on accessories provided with the unit at time of delivery?”

A: The power strip needs to be internally located in the laptop cart, with an external coiled cord.

Any product that meets these salient characteristics will be evaluated.

Q: “The requirement states the cart "must have ability to add drawers in the future." Is this a pass/fail technical requirement, or would a cart with a fixed storage shelf below the worksurface be considered acceptable if it otherwise meets all other specifications?”

A: As part of the salient characteristics, this is required.

Q: “Do these laptop stands need to be fully built on site or are you handling construction of the stands?”

A: These will be built by the Healthcare Technology Management (HTM) team at the VAMCs.

Q: “Are fully assembled carts, at time of delivery, acceptable? Do you have the capacity for a shipment containing 20 pallets?”

A: Yes, this would be acceptable.

Q: “Do you have a manufacturer preference?”

A: No. This is not a brand name, or brand name or equal, solicitation.

Q: “As the prime contractor can we leverage our CPARS to support the Past Performance requirement?”

A: Yes. We are interested in the past performance of the business that we will be contracting with, so the business providing the response to this solicitation.

Q: “Could you please provide the OEM name associated with these items? Additionally, if available, could you share the part number(s) for the requested product(s).”

A: This is not a brand name only solicitation, so there is not an OEM or part numbers for these pieces. Any brand meeting the salient characteristics set forth in the Statement of Requirement can be proposed.

Q: “The specification does not indicate a color preference for the keyboard or mouse.

Does the Government have a preference for white or black medical-grade peripherals, or is either acceptable?”

A: There is no color preference for these items.

Q: “Section E.6 requires completion of the Buy American Certificate. For products that are medical-grade and manufactured outside the United States, will the Government accept foreign end products provided they are properly disclosed in the Buy American Certificate, or does the Government have a strict domestic preference for this acquisition?”

A: This requirement is that the Buy American Certificate in the RFQ be completed, identifying whether or not the products proposed are made in the US. If not, please list where they are made. E.7 further asks for place of manufacture. There is not a strict domestic preference for this acquisition, but we are required to know where the items are manufactured.

Q: “The solicitation requires an OEM Authorized Distributor Letter. Is one letter per manufacturer sufficient, or does the Government require a separate letter for each

CLIN?”

A: One letter per manufacturer. It must state that your business is authorized to distribute the equipment you propose.

Q: “Will the Government accept a cart with a universal mounting/locking plate system for the laptop, or is a fully enclosed laptop storage compartment below the worksurface strictly required?”

A: No, we need a workspace above.

Q: “The specification does not indicate whether a full-size (104-key) or compact keyboard layout is required or preferred. Is either acceptable as long as hospital-grade material and cleaning requirements are met?”

A: We need a full-size keyboard, and it must be hospital grade material and meet the clearning requirements.
