About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) containing questions and answers for Solicitation 36C25526Q0259, issued by the Department of Veterans Affairs Network Contracting Office (NCO) 15 in Leavenworth, Kansas. The amendment was issued on June 4, 2026, and is not extended, meaning offerors must acknowledge receipt prior to the original solicitation deadline.
The solicitation is for Intraoperative Neuromonitoring (IONM) Services at a VA facility. The anticipated annual caseload is 75-90 cases per year, with an average case length of 4-5 hours. The procedural breakdown includes Neurosurgery (62 cases), ENT procedures such as thyroid surgery (9 cases), and Vascular procedures involving carotids (7 cases). Neurosurgery comprises at least 50% of spine cases requiring IONM. Three surgeons currently utilize IONM services, with a possible addition of another neurosurgeon anticipated. Concurrent cases occur 3-4 times annually, typically involving neuro and ENT procedures scheduled on the same days. The scope of work references 450 hours during normal business hours and 12 hours outside normal business hours. Contracted staff report to cases as needed rather than waiting on-site during full operating hours. No IONM coverage is required for emergent cases on nights, weekends, or holidays. This is a new requirement with no current contract in place; the local vendor currently providing services will be replaced. Award is anticipated on September 15, 2026, with service commencement targeted for the same date.

Solicitation for IONM Services 36C25526Q0259 0001
Submitted 19 May 26
Question 1. The solicitation scope of work references a quantity of 450 hours during normal business hours and 12 hours outside normal business hours, with the unit of measure listed as
“hr.” To help us accurately assess staffing and pricing requirements, would you be able to provide the average case length and/or the approximate annual number of surgical cases this hourly volume represents?
Answer 1. On an average, cases are about 4-5 hours. That would put us at around 90-100 cases a year.
Question 2. Could you also provide insight into the surgeon specialties currently utilizing intraoperative monitoring services, along with the approximate procedural mix? Precision is not necessary—an estimated breakdown would be very helpful (for example: 50% elective spine, 25% complex spine, 25% craniotomy).
Answer 2. 3 surgeons use IONM. ENT-thyroids, Vascular-carotids and Neurosurgery-ACDF’s and some posterior cervical decompressions and fusions, PLIF’s.

Question 1. What is the current contract #? When does the contract with option periods end?
Answer 1. No current contract. This is a new requirement.
Question 2. Who currently provides the services, whether by contract or other means like purchase order?
Answer 2. A local vendor within the VA’s vicinity provides IONM services.
Question 3. If the target date for starting new services is Sept 15, what is the likely date for award?
Answer 3. We are hoping to award the contract on 15 September 2026.
Question 4. What is the anticipated annual volume of cases (not hours) for IONM services?
Answer 4. 75-90 cases a year
Question 5. Please break out the estimated annual volume of IONM cases by case type: neuro, ortho, spine, carotids, ENT, peripheral nerve, etc.
Answer 5. 2025 numbers-Neurosurgery- 62, ENT- 9, Vascular -7; Neurosurgery at least 50% of the spine cases will need IONM.
Question 6. What is the estimated case concurrency for when more than one IONM case happens at a time?
Answer 6. 3-4 times a year where 2 cases may be concurrent. It is usually a neuro and ENT case since they operate on the same days.

Question 7. How often do you typically need IONM coverage for emergent cases on nights, weekends, or holidays?
Answer 7. Not needed for emergencies or after hours.
Question 8. How many surgeons at the facility currently use IONM? What changes in surgeon staffing do you anticipate (new hires, retirements, etc.)?
Answer 8. 3 surgeons use IONM. ENT-thyroids, Vascular-carotids and Neurosurgery-ACDF’s and some posterior cervical decompressions and fusions, PLIF’s. Possible addition of a
Neurosurgeon.
Question 9. On 3.1 Business Hours, please confirm that contracted staff report for cases as needed, not waiting on site during the full hours of operations even when cases aren’t scheduled.
