About this file

This is a Questions and Answers document for solicitation 36C25526Q0257, issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15 for Ice Machine Preventive Maintenance services at the Colmery O'Neil VA Medical Center in Topeka, Kansas and the Junction City CBOC. The solicitation covers a base year plus four option years from July 1, 2026 to June 30, 2031, issued as a Total Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns, with proposals due by 3:00 PM CST on June 18, 2026.

The questions and answers clarify key contract requirements regarding equipment maintenance and service delivery. The government confirmed that two Manitowoc QM45A ice machines with incomplete serial numbers are located at the Starbucks on the EKHS campus, and serial numbers will be obtained during preventive maintenance. The contractor's fixed quarterly price covers only preventive maintenance activities (cleaning, descaling, and sanitizing), while corrective repairs identified during maintenance must be reported to the Contracting Officer for separate handling. Follett ice storage bins (models 50FB400W and 50FB400WS) contain internal ice-contact surfaces subject to VA infection-control protocols, but ice maker-only units do not require these procedures. The government confirmed that none of the ice machines are classified as Reusable Medical Equipment. Contractors should document any units that are non-operational, inaccessible, or removed from service and notify the Contracting Officer accordingly. Some locations require afterhours service access, and advance scheduling notice will facilitate access arrangements.

Questions 06/15/2026

1. Can the Government provide the full street address for the Junction City CBOC location?

The Junction City CBOC is located at 623 Southwind Drive, Junction City, KS 66441.

2. The equipment inventory includes certain units with incomplete model and/or serial number information marked as TBD. Can the Government provide any additional information, photos, or prior service records for those units before proposal submission?

There are two units marked TBD, both located at the Starbucks on the EKHS campus. They are Manitowoc QM45A models. The serial numbers are not currently known; the vendor will be required to update the serial numbers in the system when preventive maintenance is performed.

For the Junction City CBOC South location, the Manitowoc unit’s model and serial number will need to be obtained and entered into the system. Additional information will be provided to the awardee.

3. If corrective repairs or replacement parts are identified during quarterly PM, cleaning, descaling, or sanitizing, should those repairs be included in the contractor’s fixed quarterly price, or handled separately?

If repairs are identified, the contractor should notify the COR, who will determine whether the issue falls under maintenance or requires additional repair actions. No repairs are included in the fixed quarterly price.

4. If a listed unit is non-operational, inaccessible, removed from service, or unavailable during a scheduled PM visit, how should the contractor document and handle the unit?

If a unit is non-operational, document the condition and notify the COR.

If a unit is inaccessible, make a reasonable attempt to gain access; if access cannot be obtained, document the situation and notify the COR.

If a unit is no longer in service, document accordingly; the COR should already be aware of its status.

5. Can the Government confirm whether any of the listed ice machines are considered Reusable Medical Equipment or include patient-contact assemblies that require additional VA infection-control procedures?

None of the listed ice machines are considered Reusable Medical Equipment. However, Follett ice storage bins (models 50FB400W and 50FB400WS) contain internal ice‑contact surfaces (bins, chutes, liners) and are subject to VA cleaning and infection‑control protocols.

The following models are ice makers only (not bins) and therefore do not require the same infection-control measures applied to bins:

1. Manitowoc: QM45A, CNF201A‑161, 5Y0504A, and the TBD unit

1. Scotsman: C0530MA‑1

1. Hoshizaki: 173G

1. Follett ice maker units (not bins): 12CI414A‑S “Chewblet” ice machine head, OAG2 ice machine assembly, 3JA1 ice machine component

6. Are there any specific units or locations that require after‑hours service due to patient care, food service operations, or access restrictions?

Yes, some areas will require after‑hours service for access. Providing advance notice for scheduled maintenance will help ensure access can be arranged.

7. Are there any known deficiencies or recurring issues that bidders should account for?

Because equipment conditions can change daily, advance scheduling will allow current information to be communicated as needed.

At this time, the due date is not being extended. The answers to these questions will be added to the solicitation as an attachment.
