About this file

This is a Justification for Single Source Awards document from the Department of Veterans Affairs, VISN 15, Network Contracting Office 15, supporting the Robert J. Dole VA Medical Center in Wichita, Kansas. The procurement is for 18 Philips MX40 1.4 Ghz Smart Hopping Wireless Telemetry Packs to replace current telemetry equipment nearing end-of-life. These wireless telemetry systems enable continuous patient vital sign monitoring during intra-hospital movement. The acquisition is classified as over the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold (SAT).

The justification establishes single-source procurement authority under FAR 11.105 (Items Peculiar to One Manufacturer) based on the medical equipment's system compatibility requirements. The Wichita VAMC operates the Philips Patient Information Center (PIC) iX, a regulated medical IT system, and per the manufacturer's Instructions for Use, only Philips-supplied components are approved and supported for integration with the PIC iX system. Alternative telemetry packs cannot integrate with this existing system. Market research was conducted across multiple databases including SAM.gov, GSA Advantage, VA supply chain catalogs, and other sources, with a Sources Sought Notice posted to SAM.gov (36C25526MC0001, published 01/22/2025, closed 01/31/2026). The Contracting Officer, Matthew Curl, certified the justification as accurate and complete on February 2, 2026.
