About this file
Justification for Single Source Award
This is a Department of Veterans Affairs (VA) Justification for Single Source Awards document for an acquisition exceeding the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold (SAT). The contracting activity is Network Contracting Office (NCO) 15 located in Leavenworth, Kansas, supporting VISN 15 Facilities at the Marion VA Medical Center in Marion, Illinois. The acquisition plan action ID is 36C255-26-AP-0415, with purchase request number 657-26-1-2750-0016.
The requirement is for High Voltage (HV) Tank and Inverter replacement parts and installation services for an existing GE XR656 X-Ray System at Marion VA Medical Center. The justification for sole source award to GE HealthCare (GEHC) is based on the proprietary nature of the equipment, which mandates that all repairs and replacement parts be provided exclusively by the Original Equipment Manufacturer using GEHC-certified professionals. The document specifies that unauthorized third-party vendors lack necessary expertise, risk equipment damage, void existing warranties, and relieve the OEM of liability for any resulting damage. Consequently, only GE HealthCare can fulfill this requirement. The market research section of the document is redacted. The justification was certified by Contracting Officer Betty Flores (Veronica Flores) on January 27, 2026, in accordance with FAR 13.106-1(b).

Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This is a brand name, sole source, justification to GE HealthCare for a High Voltage
(HV) Tank and Inverter replacement parts and installation, on the existing GE XR656 Ray System, which are required the system fully operational.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The GE XR656 X-Ray System is proprietary equipment; therefore, all repairs and replacement parts must be provided and performed exclusively by the Original Equipment Manufacturer (OEM), GE HealthCare (GEHC), using GEHC-certified professionals. Outsourcing to third-party vendors risks compromising the integrity of the equipment, as non-authorized servicers may lack the necessary expertise and could cause damage. Furthermore, any maintenance performed by an unauthorized vendor will null and void any existing warranties. In the event a non-authorized vendor is selected, any resulting damage will be the facility’s responsibility, and the OEM will not be held liable. Accordingly, this requirement can only be fulfilled by one source—the OEM of the equipment.
