About this file

This is an Amendment of Solicitation/Modification of Contract for replacement dental equipment issued by the Department of Veterans Affairs Network Contracting Office (NCO) 15 in Leavenworth, Kansas. Amendment 0001, effective January 23, 2026, updates standard warranty information in CLIN 0001 of the Statement of Work and addresses vendor questions. The solicitation number is 36C25526Q0155, and all offerors must acknowledge receipt of this amendment prior to the specified offer deadline or risk rejection.

The Wichita VA Medical Center (Robert J. Dole Medical Facility) requires eight dental chairs with minimum 500-pound patient capacity, eight delivery systems with six handpiece holders compatible with Kavo motors and Dentsply scalers, eight assistant packages, eight LED dental lights with cure-safe mode, six doctor stools, and six assistant stools. The contractor must also provide blanket wrap service and complete delivery, installation, on-site cleanup, and on-site training within 30 days after receipt of order (ARO) at the facility located at 5500 East Kellogg Avenue, Wichita, Kansas, 67218. Work hours are Monday through Friday, 8:00 AM to 4:30 PM CST, excluding federal holidays. The standard warranty requires a minimum of five years on components and two years on upholstery, with vendor response time for service calls within eight hours and shipment of replacement parts within 48 hours. Extended warranties beyond the minimum will be evaluated as exceeding the standard, though additional costs will be weighed against overall price for best value determination. No incumbent contractor currently services the facility, and past performance references should preferably include three examples weighted equally regardless of whether they involve VA medical centers or other federal healthcare facilities.

Vendor Questions

1. For the dental chair weight capacity requirement of 'at least 500 pounds,' does exceeding this specification (e.g., 600 lbs.) provide any evaluation advantage, or is meeting the minimum sufficient for full technical credit? Yes, significantly higher weight capacities than the minimum requirement will be evaluated as exceeding the standard.

2. The minimum warranty is 5 years on components and 2 years on upholstery. Will proposals offering extended warranties (e.g., 7-year components, 3-year upholstery) receive preferential evaluation consideration under the technical criteria? Yes, an extended warranty will be evaluated as exceeding the standard. However, the additional cost of the extended warranty will be weighed against the overall price to determine if it offers the government the best value.

3. What response time expectations does the VA have for warranty service calls? Should we include guaranteed response times in our technical proposal?

• Vendor shall provide respond to service calls within 8 hours.

• Vendor shall ship replacement parts within 48 hours of identifying necessity by Dole VA

Healthcare Technology Management staff.

• Yes, please provide guaranteed response time

• Statement of work has been revised to include above information

4. Is there a current or recent incumbent contractor for dental equipment at Wichita VAMC? If so, does the government have any performance concerns we should be aware of? No

5. Will the government provide detailed operator floor plans, electrical specifications, and plumbing connection locations prior to award, or should we plan to conduct a site visit before finalizing the installation plan? This is not applicable to this requirement.

6. Are there any specific VA facility access requirements, background check processes, or security clearances our installation technicians must obtain prior to beginning work? No

7. How much advance notice will the government provide for scheduling installation after contract award and delivery? Please see page 6 – delivery information.

8. Does the 30-day timeline include both delivery and complete installation with training, or are these separate timelines? Please see page 6 – delivery information.

9. What is the typical payment timeline from invoice submission to payment for VA contracts of this type? Payment terms are outlined on page 3 of the solicitation.

10. For past performance evaluation, is there a preference for VA medical center experience over other federal healthcare facilities, or are they weighted equally? No, they are weighted equally.

11. How many past performance references should we provide for optimal evaluation? Is there a maximum number that will be considered? Preferably 3, but please provide as applicable.

12. Can you share how many responses or offers the government typically receives for dental equipment solicitations of this type and value? No

13. Is there an incumbent contractor currently servicing Wichita VAMC dental equipment? No
