Questions to Solicitation 36C25526Q0121
1. On the attached VA provided aerial view, can the VA point out the location of the fire alarm connection?
l. Fire Alarm: The Contractor shall provide connections to allow a fire alarm to be connected to current KCVA fire systems. The contractor is responsible for making the connections and testing the system per National Fire Protection Association (NFPA).

2. On the attached VA provided aerial view, can the VA point out the location of the domestic water line and local sewer connection?
m. Water Connections: The Contractor shall be responsible for making domestic water connections to the current water line that is at the trailer location. The Contractor will also be responsible for making connections to local sewer at current trailer location.

3. On the attached VA provided aerial view, can the VA point out the location of the current backup power connection that is to be used?
n. Power Requirements: KCVA currently has emergency power 480 Volt 3PH 250 amp disconnect within 100 feet of the trailer’s location. The Contractor shall provide cables and conduits from the disconnect to the trailer to connect all services required. Also provide a step-down transformer as needed to meet this requirement. The Contractor will also need to supply and/or install new breaker and electrical wire from the J-box to the main breaker panel inside the electrical room in the basement of the Valor Building.

4. Will the VA provide the cleaning supplies and PPE required for the 6-month deep clean or does the contractor provide these supplies? If they are contractor provided what is the brand and part numbers that are used in the VA current SOP.
p. Contractors should provide a deep clean every six months and provide completion documentation
KCVA will provide the cleaning supplies and PPE
5. Does the VA consider a vaporized H202 decontamination with a EPA certified repeatable ≥6 log* efficacy or equal part of the terminal clean requirement?
q. The Contractor shall perform annual terminal cleaning to the Mobile Compounding Pharmacy Trailer.
No, the terminal clean should be performed per USP 797
6. Because of the hazards of working at height, electrical improvements, and plumbing does the Prime Vendor's POC have to have be OSHA 30 certificate obtained in the last 5-years per VA regulations? No sure on this one. I feel like if the Subcontractor is qualified should be fine, this is not a construction project.
The subcontractors needs to be a competent Person(S) (CP). This is not a construction project that OSHA 30 hour training is for.
7. Does the agency consider CLIN 0003, 1001, 2001, 3001, and 4001 a primary and vital requirements of the contract to be performed by the Prime contractor? If not what CLINS are considered Primary and Vital per SBA regulation?
The solicitation does not designate specific CLINs as “primary and vital.” Offerors are responsible for complying with the Limitation on Subcontracting requirements at FAR 52.219-14 and applicable SBA regulations. Compliance will be determined based on the total cost of contract performance as required by regulation. All proposals will be evaluated consistent with the solicitation criteria.
8. Does the KC VAMC have a current MO sales tax exemption certificate for the trailer lease?
No, all proposals must include tax’s.

10. Will there be any sort of price realism evaluation included this time around given the very wide range of initial prices received?
We are not conducting price realism analysis
11. At a minimum, will prices be evaluated to ensure they: (a) demonstrate realistic costs for the work to be performed; (b) reflect a clear understanding of the solicitation's requirements and the applicable limitations on subcontracting; and/or (c) are consistent with the technical proposal?
All proposals will be evaluated consistent with the solicitation criteria
12. Regardless of payment structure type and asserted distribution of "risk," there is significant risk on any government client awarding to any offeror with unrealistically low prices or prices demonstrating lack of understanding of the specs and/or applicable laws (i.e., if an offeror cannot perform the work at the proposed price in line with all applicable law, it presents a high likelihood of noncompletion and/or required termination--and even, further litigation and even potential criminal implications--which can cause substantial burden on the agency having to replace/resolicit/etc.). As such, if the answers to both of the preceding questions are "no," what will the government do as part of its evaluation here to ensure its evaluation sufficiently mitigates such risks?

13. Is a dedicated hazardous unpack and storage room required?
