3. Description of Supplies or Services:
The estimated value of the proposed action is $ 200,405.82
The Marion, IL VA Medical Center has maintained its ceramic tile floors in pristine condition through a proprietary process called EnduraGLAZE, which was first implemented in 2013. Since then, we have been in contract with the same contractor to ensure that the floors retain their like-new appearance. The initial application of EnduraGLAZE was a lengthy and labor-intensive project due to its proprietary system/application process, requiring each ceramic tile floor to be closed for three days. This had a significant negative impact on patient care. Moreover, containment walls had to be constructed and ventilation systems set up to minimize noise and odors, thereby preventing disruption to patients in nearby rooms.
Estimated amount:
| BASE YEAR SUBTOTAL: | $35,469.84 |
| OPTION YEAR 1 SUBTOTAL: | $36,380.64 |
| OPTION YEAR 2 SUBTOTAL: | $37,585.44 |
| OPTION YEAR 3 SUBTOTAL: | $42,992.70 |
| OPTION YEAR 4 SUBTOTAL: | $47,977.20 |
| PROCUREMENT TOTAL: | $200,405.82 |
4. Authority:
Order Against FSS: Authority of the Multiple Award Schedule Program, Title III of the Federal Property and Administrative Services Act of 1949 (41 USC 251, et seq.); Title 40 USC 501, Services for Executive Agencies; and Section 803 of the National Defense Authorization Act of 2002 (PL 107-107) and implemented by FAR 8.405-6. Mark the applicable exception:
|X| Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; (FAR 8.405-6(a)(1)(i)(B));
5. Rationale/explanation to support cited authority:
Prior to 2013, our facility frequently received citations from various Review Teams due to the condition of our ceramic tile floors, which suffered from years of wear and tear and stained grout lines. The EnduraGLAZE process successfully restored our ceramic tile floors to a like-new appearance, and since its installation, we have not been cited by any Review Team.
If we were to consider an alternative process, it would necessitate removing the existing proprietary protective coatings on the ceramic tile floors. This would again involve a 3-day procedure, accompanied by the noise and odors previously described. The initial expense of this alternative would be double the annual maintenance cost of the EnduraGLAZE process, and there would still be ongoing costs for upkeep.
Given the significant initial expense, the associated disruption to patient care, and the proven effectiveness and compliance benefits provided by EnduraGLAZE, it is essential that we continue to sole source through our current contractor. This ensures consistency in maintenance quality, minimizes disruption, and leverages the established success of the EnduraGLAZE proprietary system/application process in maintaining our facility's standards.
6. Note that this determination satisfies the requirements of FAR 8.405-6. The requirement to prepare a written justification IAW FAR 6.303 does not apply to Federal Supply Schedules.
