About this file

This document is a Single Source Justification form for a maintenance and repair contract issued by the Department of Veterans Affairs (VA), VISN 15, Robert J. Dole VAMC in Wichita, Kansas. The VA is seeking a full-service maintenance and repair contract for a Stryker Neptune medical device that is no longer under warranty, with a base contract and three 12-month option periods, estimated at $78,679.08 total.

The justification for sole-source procurement is based on Stryker Instruments discontinuing training for Biomedical Technicians and having proprietary parts and service keys that require the original equipment manufacturer (OEM) to perform all maintenance and repairs. Market research conducted on FPDS, SBA dynamic search, GSA, and supply chain master catalogs confirmed that only Stryker can provide these specialized services. The contract will be awarded under Simplified Acquisition Procedures (SAP) and is subject to FAR 13.106-1 requirements, with the Contracting Officer required to document price reasonableness.

Acquisition Plan Action ID:_36C255-26-AP-0364_________

1. Contracting Activity: Department of Veterans Affairs, VISN 15, Robert J. Dole VAMC, 5500 E Kellogg, Wichita, KS 67218. 589-26-1-4731-0019

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Seeking a full-service maintenance and repair contract for the Stryker Neptune which is no longer under warranty. Base plus three, 12 month option periods

Estimate: Base plus three option years $78,679.08

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Stryker Instruments discontinued all training for Biomed Technicians in the service and upkeep of this equipment. All parts and service keys are proprietary, therefore requiring the OEM to perform all annual maintenance and repairs. Stryker has provided a sole source letter with the changes to the program that was in place. Only Styker can provide these services at this time.

4. Description of market research conducted and results or statement why it was not conducted:

Market Research was condicted with searches on FPDS, Only the manufacturer is authorized to provide maintance and repairs to this equipment which this is shown on FPDS. Searches on SBA dynamic search, GSA, and supply chain master catalog. Ultimately this is a sole source requirement. No other vendor can provide these service other than Stryker.

5. Contracting Officer's Certification: Purchase is approved in accordance with

FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
