About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Department of Veterans Affairs project to replace refrigerator and freezer units at the VCS Canteen. The amendment extends the proposal due date to July 15, 2025, at 2:00 PM CDT and includes questions and answers from a pre-bid site visit addressing project-specific details.

Key project specifics include replacing existing non-operational walk-in refrigerator and freezer units, with approximate dimensions of 9'2" x 6'7¼" for the refrigerator and 9'2" x 9'11" for the freezer. The project involves demolition of existing units, mold remediation (limited to approximately 60.5 sq ft), potential fire suppression system modifications, and installation of new units. Contractors must coordinate crane usage, work during normal business hours, provide performance calculations, and follow industry standards for mold remediation. The contract allows for negotiation of the period of performance based on material procurement times, with pricing to be held for 90 days.

589A5-25-125 REPLACE VCS CANTEEN FRIG & FREEZER

1. SF 1442 Section 13.d. – How long do we need to hold pricing? 90 Days?

COR - 90 Days

2. Where can we set up a crane for this project?

COR – Contractor will coordinate with COR minimum of 14 days in advance to utilize cranes. When required, temporary cranes can be set up on the pavement on the north side of building 24.

3. Can all this work be done during normal business hours?

COR - Yes

4. Please confirm that offerors must meet PoP with lead times of material and installation and the VA won’t be issued an administrative NTP to procure materials?

COR – The contract PoP can be negotiated at the time of award based on demonstrated procurement times.

5. Do we need to provide calculation of self/subcontractor performance with the offer?

COR – Yes. Provide calculations based on physical work performed on the project.

6. Where does the VA plan on storing the food currently in the refrigerator and freezer?

COR – Both the outside freezer unit and inside refrigerator unit are not operational. The

VCS Canteen is currently using mobile refrigerator and freezer units until the new built-in units installed by the contract are operational. The contractor is not required to supply temporary units.

7. Is there any fire suppression work in this area?

COR – Yes. There is an existing fire suppression head in footprint of the expanded refrigerator/freezer that will need to be moved south to remain within the food storage area.

8. Can the VA confirm the size of the Refrigerator and Freezer they would like installed?

Freezer looks to be 9’2” x 6’7 ¼” and Refrigerator 9’2” x 9’11”.

COR – The 9’-2” dimension is the inside width of the existing refrigerator. The contractor is required to demolish the existing refrigerator and then measure the interior room dimensions to validation the actual room width the new freezer and refrigerator will need to fit in.

The 6’7 ¼” dimension is the inside length of the existing refrigerator. The contractor is required to demolish the existing refrigerator and then measure the interior room dimensions to validation the actual room width the new freezer and refrigerator will need to fit in.

The 9’11” dimension is the approximate length of the future freezer. Contract will need to validate final dimensions after demolition.

The freezer portion will set in the space of the existing walk-in refrigerator and the new refrigerator will expand into the food storage area.

9. Can the VA provide documentation on mold remediation that needs to happen? Can you provide known locations and SF?

COR – Mold is limited to the inside of the existing walk-in refrigerator. Internal dimensions of the existing walk-in refrigerator are 9’2” x 6’7 ¼”. This is approximately

60.5 SQFT.

10. Can the Va provide specifications sections for concrete and details for patching holes?

COR – Concrete Spec is attached. Contractor must use non-shrink grout to patch holes.

11. Can the onsite superintendent perform SSHO duties as well?

COR – Yes.

12. Can the onsite superintendent perform SSHO duties and QCM duties?

COR – No. No more than two key positions my be held by the same person.

13. Will the VA be hiring the VA commissioning agent for this project?

COR – No.

14. Can the VA provide the location for trailer and lay down area?

COR – The contractor will dispose of the existing external freezer unit currently sitting on the north side of the loading dock and then will be permitted to stage a construction waste dumpster in it’s place. The contractor can utilize the open expanse to the west of building 21 to stage material for the construction of the new walk-in units.

15. Can the VA provide the mold remediation specification section?

COR – The VA does not have a mold remediation specification section. Follow industry standards for mold remediation.

16. Can the VA provide more detail on what they would like for 24” x 24” grated metal utility door? Is this just a fire rated access panel?

COR – The access door does not need to be fire rated. This wall between the walk-in refrigerator and the kitchen are not fire rated. Utility access does NOT need to be grated but it does need to be made of metal. Use something similar to a Best Access Door model BA-AHD-24-24 flush universal access door with exposed flange.

17. Confirm that the historical drawings were just provided for reference and there is nothing that needs to be done structurally for the new refrigerator and Freezer?

COR – The historical records were provided for informational purposes only so the contractor could evaluate the what was being demolished under this contract and to have to have an accurate ideal of the size of the space the new walk-in refrigerator freezer unit would occupy. There are no know structural changes required for this installation of the new units.
