About this file

This document is an Amendment to Solicitation for the Department of Veterans Affairs (VA) project 589A7-23-314 to Prepare Site for Gamma Camera in Wisconsin. The amendment extends the proposal submission deadline from 5/23/2025 to 05/28/2025 at 3:00 PM Central Time and includes a comprehensive Q&A document addressing technical specifications for the gamma camera site preparation. The project involves modifying a medical imaging space, including lead shielding, wall modifications, mechanical and electrical work, and coordination with medical equipment vendor GE for camera installation.

Key technical details include requirements for lead-lined walls, medical gas outlet replacements, HVAC modifications, and specific coordination protocols with the medical equipment vendor. The contractor will be responsible for removing and returning a patient lift system, performing wet saw wall modifications, installing sheet metal backing, and updating BMS graphics. The project requires pre- and post-test and balance of mechanical systems, with supply air testing limited to affected terminal units and exhaust testing covering all grilles served by the existing exhaust fan. The project duration was corrected from 270 to 60 calendar days in this amendment.

Questions and Answers

1. Is the GC to provide any assistance in Gamma Camera removal, delivery, load/unload, storage, or handling from or into the site? If so, what are the requirements? No, this is included with the equipment purchase. The GC will need to work with the equipment vendor to align and coordinate work.

2. Previous projects requiring ‘GE’ equipment install required extensive time scheduling GE removal and installation. Will the existing camera be removed prior to contract NTP and (if necessary) contract be extended due to final installation delay? Once the construction contract is awarded, we connect the General Contractor to an assigned Project Manager from the OEM and let them communicate and coordinate as needed. The project manager for medical equipment on the VA side will help facilitate communications as needed along with the COR. The removal of the current gamma camera and installation of the SPECT/CT will be handled by the equipment OEM (in this case, GE) and their subcontractors. The OEM will work with the General Contractor on work details and timeline alignment.

3. Will the owner or GE layout anchor positions and/or provide a full-size layout template? GE will provide anchor positions and the layout template. The GC and GE’s install crew will work with each other.

4. Some ‘access points/corridors’ do not seem wide enough for GE equipment access, who is responsible for GE access? GE and the A/E determined the equipment will fit.

5. Will anchor locations that penetrate the concrete floor into the mechanical space below require insulation patch/repair at deck? No.

6. Is there an alternate anchorage method if ‘through bolts’ land at an inaccessible location? No.

7. Will door frames with hospital stops be accepted as fire rated if determined so by manufacturer? Yes.

8. Division 13 49 00 1.5H – Are delegated design drawings and calculations (signed and sealed) required, or will the contract document design be acceptable for lead lined construction? Unsure of what specifically is being asked. The design drawings in the contract bid set are signed and sealed by the AE firm and are what are to be followed for construction.

9. Is the Qualified Radiological Physicist part of the VA team or contractor provided? Not sure what this question is asking. Qualified Radiological Physicist was consulted with on this project through the design as part of the AE’s contract.

10. Division 13 Radiation Protection has multiple signage requirements not identified in solicitation drawings, are all signs shown in Division 13 required? Yes. Mounting heights are given and are to be utilized as signage spec and design guides state.

11. Drawing AD101 Keynote L states that patient lift be removed and turned over for reuse, Drawing AE101 Keynote M states patient lift to be ‘reinstalled by provider’. Is the VA the provider and responsible for installation? Contractor will be responsible for removing and returning patient lift system to VA in good working condition, and then the VA will be responsible for re-installation of the lift via a different contract.

12. Drawing detail 3/AE802 indicates welds at headers, is this a requirement for all box header locations shown on drawings? Yes.

13. Many of the existing walls are ‘red block’ construction versus metal stud framing. For a smooth transition, will ‘wet saw’ application be allowed in this area? Yes. HOWEVER, the contractor is fully responsible for proper preparation of the space for use of wet saw applications. This includes accounting for cleaning up everywhere a mess is made (i.e. red sludge spraying all over walls, ceiling grid & tiles, etc.). Additionally, contractor must monitor adjacent spaces to ensure no sludge/water is leaking into other areas. If so, any leaks or mess caused must be corrected. This space sits over an OIT center, for instance.

14. How is flush transition to occur across door infill and new frame installation at red block walls, will entire face of wall require lead lining and skim coated at west wall? All of west wall will require lead lining.

15. How is flush transition to occur across door infill and new frame installation at red block walls, will entire face of wall require skim coating to a level 4-5 finish? All of west wall will require lead lining.

16. Drawing 6/AE802 indicate 10” continuous 22ga sheet metal backing – is this to occur along the entirety of the corridor outside of Gamma Camera room or only at infill locations? 10” continuous 22ga sheet metal backing is only at infill locations.

17. Please clarify – drawing AE801 Shielding Schedule states North and East wall shielding is acceptable, however, Note: states existing walls to receive type “N” in rooms requiring shielding. North and East walls need no modification to meet shielding standards. N wall shown is the southern wall between control and waiting as shown.

18. Please clarify – drawing AE801 Shielding Schedule states ‘south’ Gamma Control Room to receive 1/16” lead shielding type N adhesively applied.

Will this wall require existing wall finish demo, backing install and replacement with lead lined gyp? The finish will not need demo. Adhesively applied lead lined gyp will be used.

19. Will room 109 require delegated engineering design and testing? Not sure what this question is asking.

20. Will mechanical and electrical work being performed outside of the shown area of construction require infectious control containment? Infectious control containment will be required in all areas of the hospital as outlined in the ICRA.

21. Should BACnet integration be provided to the mini split units to ensure that the mini-split unit and VAV box that serve the same zone control to consistent setpoints as well as allow for monitoring through the BMS front end? No, ductless split to include wired thermostat that is set to +2 deg F above the room setpoint.

22. Should the controls BMS graphics be updated to match the new floorplans? Yes this is to be included.

23. Do the existing thermostat(s) need to be relocated with the changes in ductwork or is the existing location(s) acceptable? Existing Locations are acceptable. New thermostat for ductless split is adjacent to this location.

24. Are there any concerns with magnetic interference caused by registers, grills, ducting or any other equipment? No.

25. The existing medical gas outlets are mounted in an existing headwall unit.

Contract documents indicate outlet replacement only – is the headwall unit to remain and outlet replacement only to occur? Yes, headwall is to remain. Scope is to replace outlet faceplate and components.

26. Is mechanical / HVAC pre – and post-test and balance a requirement for the project? Yes, Pre and post TAB are required.

27. Provided TAB is a requirement, to what extent of the existing HVAC system, outlet – inlet locations are to be balanced? Supply air TAB is limited to the terminal units affected by this scope of work. Exhaust TAB to be all grilles served by the existing exhaust fan.

28. Provided TAB is a requirement, is there an adequate adjustment in the existing system to accommodate possible changes? Not sure what this question is asking. The new design airflow is similar to the existing airflow to the space.
