About this file

This document is an Amendment to Solicitation/Modification of Contract for the Department of Veterans Affairs Network Contracting Office. The solicitation (36C25525R0045) involves replacing steam traps at a VA facility, with a project value between $25,000 and $100,000. Key details include extending the proposal due date to April 15, 2025 at 2:00 PM CDT, clarifying technical specifications for steam trap replacements, and addressing pre-bid site visit questions.

The amendment provides critical technical clarifications, including: trap quantities (25 1" and 4 2" steam bucket traps), confirmation of like-for-like replacements, specification that cast iron traps are prohibited, and verification that the project area contains no asbestos-containing materials. Bidding requirements include submitting a bid bond, providing an abridged safety plan, and meeting technical proposal requirements such as 25% self-performance and specific experience criteria. VA maintenance staff will assist with steam line shutdown and startup during the project.

1. We are unable to locate a drawing for Unit B where some of the work is to be performed. Please provide a copy of this drawing, if available. Drawings attached

1. The specifications provided appear to require flanged connections on all steam traps. This varies from the current VA TIL which requires flanged connections on traps greater than 1.5” in size. Please clarify the requirements for this project. There is no flange connections on the traps needing to be replaced

1. The specifications provided appear to allow cast iron bodied steam traps. The current VA TIL does not permit the use of cast iron steam traps and specifies either cast steel or stainless bodies. Please clarify the requirements for this project. Cast Iron is Prohibited. Please provide other options in the submittals.

1. The specification includes a section for asbestos abatement. Is the contract expected to provide abatement on this project? All areas have been determined to not contain any ACM, however is there is suspected materials a mod will be considered however this specs is required for all projects regardless of reports of no ACM in the event that some is found during the demo phase.

1. The drawings provided only appear to reference F&T traps. Is the facilities preference to receive all new F&T traps? All traps are currently F&T and will be like for like replacement for functionality.

1. If the contractor is required to perform abatement, please provide details on the location and quantity so that this can be correctly estimated. All areas have been determined to not contain any ACM, however is there is suspected materials a mod will be considered

1. Are any traps located in permit required confined spaces? All space is considered non-permitted confined space

1. Solicitation documents page 23 of 46 is requesting hard copy submissions of proposals. Will emailed PDF submissions be accepted in lieu of printed or CD copies? Please submit proposals as directed in the solicitation. Please contact the CO directly if these requests cannot be met.

1. Given the magnitude of this project ($25K - $100K) , a bid bond or project bond is typically not required. However, the solicitation documents are requesting bid bonds be submitted . Please confirm that no bid bond is required for this submission. Please submit bid bond with proposal.

1. Factor 2 proposal requirements item 2a, asks for projects that involved “construction of replace various fan coil units”. Please confirm the relevancy here is steam traps or similar. This project is steam traps only. That was a misprint.

1. Factor 2 item 2b is requesting experience on self-performance of 15%. Based on the naics of 238220, was this criteria intended to be 25%? Yes, 25% is the standard

1. Factor 2 item 2.C.5, references NAICS 236220, please confirm this should be 238220. Correct. NAICS is 238220

1. For a project under $100K in magnitude, we typically do not see requirements for a full time Quality Control Manager, Safety Officer and Superintendent. Given this project size, please confirm that the Prime Contractors Superintendent may satisfy these roles independently. The PM may assume the role of QCM or SSHO and the Super may assume the other, no need to have a dedicated individual

1. If the Superintendent may satisfy these three roles above in question #6, please confirm that only the one resume will be required for QCM, Safety and Superintendent to satisfy the technical proposal requirements on solicitation page 27 of 46. Confirmed.

1. For Factor 4 submissions of Safety plan, is contracting requesting a copy of our full safety plans? Or an abridged version for proposal purposes? For proposal, an abridged version is acceptable, for the NTP a full is required

1. During the site visit it was uncovered that the steam trap size and counts maybe in accurate. Please clarify the size and quantities. 25 – ½” Steam bucket traps, 4 – ¾” Steam bucket traps

1. Please identify which size, and quantities tie into 2” lines. Please clarify? Is this related to the flange question?

1. During the site visit it was discovered that the current traps are not insulated. Nor were the attached piping between the steam line. Through the trap to the condensate return line. Please provide an insulation schedule and spec. the traps do not need to be insulated

1. What type of steam trap is being requested to replace the existing steam traps? Like for like in functionality

1. Can the quantities be confirmed? During the site visit it seems as if the quantities and sizes are not accurate. See quantities provided in previous question

1. Are there better drawings as to the locations of the existing traps. No see answers above and attached existing plans

1. Can the location of traps be provided on the drawing. No see answers above and attached existing plans

1. Can the quantity of traps on the 2” line be provided as this is a deduct. See quantities provided in previous question
