Project: Correct Deficiencies Identified During Triennial Testing Phase 2 Project Number: 657-21-117JB The Jefferson Barracks Division (VA Medical Center) of the VA Saint Louis Health Care System,St. Louis Missouri has a requirement to Correct Deficiencies Identified During Triennial Testing Phase 2. This is under Project Number 657-21-117JB at the Jefferson Barracks Division of the St. Louis VA Medical Center, St. Louis, MO. This construction project is a competitive total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The project costs range is between $ 100,000,000 and $150,000,000.

The North American Industry Classification Code (NAICS) for this procurement is 238210 with a small business size standard $19 million. The duration of the project is estimated to be 150 calendar days after receipt of notice to proceed. This completion period includes submittals, final inspection, closeout documents, clean-up, and as-built-drawings.

Award will be made utilizing the Best Value – Tradeoff Source Selection Process in accordance with Federal Acquisition Regulation Part 15. The successful prime contractor must perform no less than 25 percent of the labor for NAICS Code 238210.

Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions but reserves the right to hold discussions if necessary. In accordance with FAR 52.204-7, prospective contractors must be registered in SAM (System of Award Management) and in accordance with FAR 2.101, Veterans Affairs Acquisition Regulation (VAAR) 802.101, prospective Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses must beregistered in SAM (System of Award Management) and in the VetCert under the applicable NAICS. Firms may obtain SAM information at http://www.sam.gov and VetCert information at https://veterans.certify.sba.gov/.

The solicitation, including specifications and drawings, will be posted to Sam at SAM.gov | Home on or about February 21, 2025. The offeror is responsible to monitor and download any amendments from the Sam website, which may be issued to this solicitation. Only one organized site visit will be scheduled, and attendance is encouraged for any responsible sources to submit an offer which shall be considered by Department of Veterans Affairs. The date, time, and place of the site visit will be posted in the solicitation documents. No hard copies of the solicitation or drawings will be provided; and telephone requests or questions will NOT be accepted. VA St. Louis Health Care System Statement of Work: 657-21-117JB, Phase 2 Correct Deficiencies Identified During Triennial Testing January 23, 2025

Purpose of Project:

The VA St. Louis Health Care System, Jefferson Barracks Division, will correct various electrical deficiencies in buildings 18, 51, and 53, and outside buildings 18, and 53.

Statement of Work:

The Construction firm must provide construction services as delineated in the Plans and Specifications. This project will correct deficiencies with some VA electrical equipment. New equipment shall have all the required working clearances, according to current electrical codes.

A. Building 18: Remove and replace outside 300kVA transformer T18-A, construct cast-in-place reinforced concrete pad, per plans and specifications, and manufacturer’s recommendations.

B. Building 51:

i. Remove and replace Panels MDP-51A in Basement Mechanical Room BA101, construct cast-in-place reinforced concrete housekeeping pad, per plans and specifications, and manufacturer’s recommendations.

ii. Remove and replace Panels MSB-51A in Basement Mechanical Room BA100, construct cast-in-place reinforced concrete housekeeping pad, per plans and specifications, and manufacturer’s recommendations.

iii. Remove ATS-51A from Basement Mechanical Room BA101, and move to Basement Mechanical Room BA100, in Basement Mechanical area, construct cast-in-place reinforced concrete housekeeping pad, per plans and specifications, and manufacturer’s recommendations.

C. Building 53: Remove and replace outside 750kVA transformer, construct cast-in-place reinforced concrete pad, per plans and specifications, and manufacturer’s recommendations.

D. At the beginning of the project, the Contractor will create a Gantt chart or similar spreadsheet to indicate project phasing and supply it to the COR. The contractor shall be responsible for updating the spreadsheet as the project progresses.

E. All work shall comply with the VA TIL specifications.

F. All Contractor personnel shall wear the proper safety equipment required by all applicable VA Safety regulations and OSHA to accomplish this type of work.

G. All work shall comply with all VA health care provisions, such as ICRA (Infection Control Risk Assessment) provisions, ILSM, and all applicable State, National, and U.S. Federal Codes.

H. For all items removed by this Statement of Work, the Contractor shall be responsible for the safe and legal disposal or recycle of all items listed. The Contractor will have signed paperwork from the disposal site or recycle center indicating all removed items are disposed of properly and in accordance with all applicable State and Federal Codes and Laws.

I. All outside equipment installed through this project shall adhere to National Electrical Code (NEC) Outdoors section 10.26(F)(2).
