About this file

This document is an Amendment (Addenda #1) to Request for Quote (RFQ) 36C25525Q0499 for Lockout/Tagout (LOTO) Services for the Kansas City VA Medical Center (VAMC). The solicitation covers developing energy control procedures for 399 pieces of equipment across two campus locations: the main VAMC and the Honor Annex in Kansas City, Missouri. The amendment addresses eight vendor questions regarding equipment procedures, location details, training requirements, and software specifications.

Key details include the requirement for durable energy source tags, LOTO software training split across employee shifts, and five training sessions focused on LOTO software. The solicitation requires developing procedures for multiple building locations, with the VA providing current confined space area information. The response deadline has been extended to August 26, 2025, at 16:30 CDT, and the contract is being administered by the Department of Veterans Affairs Network Contracting Office in Leavenworth, Kansas. Optional contract line items (CLINs) will only require software licensing continuation in subsequent years, with no additional services required.

LockOut/TagOut Services for the Kansas City VAMC

QUESTIONS AND ANSWERS

1. Question #1: Does any of the 399 pieces of equipment require more than 1 energy control procedure (ECP)?

a. If so, can you please specify how many additional ECP's you expect may be needed based on multiple energy sources?"

Answer #1:No the 399 will be the only equipment requiring procedures

2. Question #2: The SOW, page 8, states that “Services shall be executed throughout all KCVAMC buildings at two campus locations (divisions):”, however only one address is listed. Can the government confirm the number of locations that this requirement pertains to?

Answer #2: The other location is the Honor Annex 4251 Northern Ave, Kansas City, MO 64133

3. Question #3: Relating to the question above, can the government confirm that the 399 count of procedures is a either a not to exceed amount for the SOW, or just a rough estimate of procedures that may be exceeded based on site conditions?

Answer #3:This will not exceed the SOW, both the Maintenance and Operation supervisor and compliance office counted the devices.

4. Question #4: Regarding the energy source tags to be installed on the equipment, does the government require a specific type of material (brass, plastic, etc.) to be utilized for the energy source tags and mounting hardware?

Answer #4: Material should be durable

5. Question #5: In the SOW it mentions linking Confined Space Permit documents to respective LOTO procedures. Will the government supply the current confined space permits, or is the contractor required to also develop confined space entry procedures as a part of this effort?

Answer #5:KCVA will provide the current confined space areas but will not need specific procedures for devices.

6. Question #6: Regarding the five training sessions to be performed, does the government require training solely on the LOTO software, or does the training also need to cover LOTO regulatory requirements? As a follow up question, are all training sessions required to be performed within the same time period (i.e. consecutive days), or do they need to be split up over multiple weeks?

Answer #6: This training is for LOTO software, and the training will need to be split to accommodate employee shifts.

7. Question #7: Regarding the optional CLINs, does the government solely require the licensing be continued for each year, or are any other LOTO services required during the option years? For example, audit existing procedures, additional training, etc. If other services are required, could you list the deliverable requirements?

Answer #7: No further services will be required

8. Question #8: Regarding the software to be utilized, Section D(12) of the SOW mentions “eLOTO training and software”. Specifically, eLOTO is software sold by the Master Lock company. Does the government require that the specific MasterLock eLOTO software be used, or may other programs be used, provided they meet the SOW requirements?

Answer #8:We don’t require it to be a specific MasterLock eLOTO program
