About this file

This file is a Questions and Answers (Q&A) addendum for a VA solicitation (RFQ 36C25525Q0162) for Boiler Safety Device Testing, Calibration, and Inspection at the St. Louis Health Care System. The Q&A document provides critical clarifications about the contract, including a mandatory site visit scheduled for 3/31/2025 from 6:00am-2:00pm, with point of contact information for Kenny Givens and Dan Eibeck. Key technical details include confirmation that no UPS systems or emissions control systems are present, and calibrations will be performed according to BEI safety device testing manual and Directive 1810.

Contractors raised significant concerns about the solicitation's language regarding "unlimited" emergency repair coverage, requesting modification to a "not to exceed" $5,000 per ordering period. Additional clarifications were sought on instrument calibration requirements, flue gas analyzer calibration timing, and a comprehensive list of instrumentation and controls to be inspected. The solicitation covers safety device testing and calibration of boiler plant burners, controls, instruments, and data management for the Department of Veterans Affairs Veterans Health Administration.

ADDENDA #1 March 11, 2025

RFQ 36C25525Q0162

Boiler Safety Device Testing, Calibration, and Inspection VA St. Louis Health Care System VASTLHCS

QUESTIONS AND ANSWERS

1) Please coordinate a site visit for contractors. Site Visit 3/31/2025 from 6:00a-2:00pm, POC Kenny Givens 314-728-1791 at JB and Dan Eibeck 314-652-4100 x56437 at JC.

kenneth.givens@va.gov daniel.eibeck@va.gov

2) Please provide a copy of the Site Visit Attendance Sheet after the site visit. (If and when they visit.)

3) Do any of the boilers have UPS (Uninterruptible Power Supply), and should they be inspected and tested annually? (NO)

4) If the UPS is required to be tested, please clarify the testing procedure (N/A)

5) Does this boiler plant have an emissions control system? (NO)

6) If there is an emissions control system, please state what components are in place. (N/A)

7) Is an annual emission control system inspection required, and for which components? (N/A) mailto:kenneth.givens@va.gov mailto:daniel.eibeck@va.gov

8) What are the system's specifications if an annual emission control system inspection is required? (N/A)

9) Is there a deaerator (DA) tank or tanks that need to be inspected, cleaned, and NDT tested? (No)

10) Does the DA require Ultrasonic Thickness readings to map the DA storage tank? (No)

11) If the DA tank does need NDT: (N/A)

13) Are the calibrations limited to digital instruments (pressure, flow, and temperature transmitters) only, or do the plant analog instruments also require calibration (pressure and temperature indicators)? (As required in BEI safety device testing manual & Directive 1810)

14) If analog instruments also require calibration, please provide the complete list of indicators requiring calibration. (As required in BEI safety device testing manual & Directive 1810)

15) Are there any requirements for quarterly visits? (No)

16) Under (b) Unscheduled Maintenance (Emergency Repair Service), it states that the contractor will be required to provide “unlimited full-service coverage of the equipment listed below, then goes on to state what coverage includes. Please confirm this “unlimited” coverage will be handled as a contract mod and is NOT to be an umbrella providing the VA with unlimited coverage that is to be included in the base scope bid. If this is meant to be included in the base scope, we ask for this language to be removed and/or modified. Contractors cannot bid “unlimited” coverage; if we do, the VA cannot afford the price we propose. We expect to provide emergency services to get a service technician to the boiler plant when we receive an emergency call. We can budget either to get a man there, and the clock starts for the emergency callout (to be handled as a mod), or we could include an eight (8) hour call to cover the emergency callout, but we cannot bid “unlimited.” We request the VA make the biddable scope clear and concise and remove unlimited expenses for contractors.

This will be included at a “not to exceed” amount of $5k in the Schedule for each ordering period.

17) The SOW requires flue gas analyzers to be calibrated within one month of the site visit. Is this necessary if the calibration is still valid? If not, the added cost of the calibration will increase bid prices.

(Calibrated on each site visits)

18) Please provide the complete list of instrumentation and controls to be inspected and calibrated as mentioned in (h), b. on page 36 of 69. We will need the list to include manufacturer, line service, range, and device type. (As required in BEI safety device testing manual & Directive 1810)

19) 6. INSPECTION, TESTING, AND CALIBRATION REQUIREMETNS., (b) references a list in sections 3.F-3.J, but we cannot locate this section. Please indicate where this list is or provide the list in the VA’s RFI response. (This is the BEI safety device testing manual.)
