KANSAS CITY JOB ORDER CONTRACT (JOC), KANSAS CITY, MO. The above solicitation is hereby amended as follows:
a. Post Questions and Answers.
b. Please acknowledge the amendment with your proposal on November 19, 2024 at 2pm CST.
c. All other terms and conditions remain unchanged.
KANSAS CITY JOC ORDER CONTRACT – SITE VISIT QUESTIONS AND ANSWERS:
1. Will the task orders issued under the JOC be eligible for tax exempt status?
You are no longer eligible for tax exempt status.
2. Factor 4 (a) states, “Contractors may submit completed Past Performance
Questionnaires in support of this evaluation factor.” Can you clarify if PPQs are either not required as the contractors “may” submit is specified as opposed to “shall” submit OR is the criteria that PPQs are required, but the contractors “may” submit past PPQs not specific to this solicitation for evaluation?
Contractor may submit PPQs.
3. Can additional pages be added to the Volume 2 above the 50 pages? Some required documents such as Reps and Certs make the page limit difficult to comply with. Can the limit move to 75 pages?
The Contract documents and Price proposal shall not exceed the limits stated in the solicitation. If the page limits are exceeded, the proposal may be determined as non-responsive and cannot be considered for award.
4. What was the total contract value awarded under the previous JOC requirement?
$63,375,180.64.
5. What was the total number of task orders awarded under the previous JOC requirement? 262.
6. Can you please clarify the requirement for coefficient supporting documentation?
There is conflicting direction on whether supporting documentation is required and, if so, what information and format is requested. Sections in question below as follows:
Paragraph b Section 2 below is deleted.
a. Section (3) Notes, item (a) states, “A coefficient breakdown sheet is provided for
Prime Contractor use. This form is not required for the proposal and is only provided as a guide for contractors use when calculating their coefficient.
b. Section 2 states, “Section 2 shall contain the supporting documentation for coefficient factors submitted in Schedule A. The schedule consists of two
Coefficients for: (1) Normal Working Hours; (2) Other Than Normal Working Hours.
7. Section (3) Notes, item (e) states, ‘Contractor shall use the RS Means Facilities
Repair Cost Data Software located at www.rsmeans.com. This Software contains pricing information for the work to be accomplished and for the units of measure specified. The contractor must furnish pricing (proposals) for each individual Task
Order on a LINE-ITEM BASIS per RS Means Cost Works (www.rsmeans.com).” Is the Rs Means database the only requirement for the estimating software as there are numerous platforms (WinEst, 4 Clicks, etc. ) that all use the Rs Means Database specified.
Contractor determines which platform to use if you use RS Mean Database.
8. The solicitation states that the contractor shall provide 2 CD’s and 2 Hard copies of the
RS Means Cost books. I understand this requirement and we follow this on current JOC contracts. However, since RS means is now online and they update the online version each qtr, the books and CD’s are out dated by the first qtr of each year. Could this be amended to not require the CD’s and Hard Copy books to reduce waste?
2 CD’s and 2 Hard copies of the RS Means Cost Books are not required.
