Timothy Parison Contracting Officer

33. RFI - Solicitation, Page 27:

FACTOR 1: RELEVANT PAST PERFORMANCE OF PRIME CONTRACTOR states that “To be evaluated to determine if an offeror’s past performance is Technically Acceptable, Offerors should identify no less than ONE (1), and no more than THREE (3), previously awarded, and completed Elevator construction contracts…..”.

Question: can the word “Elevator” be changed to “Fan Coil Unit and/or Air Terminal Unit”?

Response: Factor revised, removed elevator and inserted Fan Coil Unit.

34. RFI - Solicitation, Page 27:

FACTOR 1: RELEVANT PAST PERFORMANCE OF PRIME CONTRACTOR states that “To be evaluated to determine if an offeror’s past performance is Technically Acceptable, Offerors should identify no less than ONE (1), and no more than THREE (3), previously awarded, and completed…..”

Then in FACTOR 2: TECHNICAL CONSTRUCTION EXPERIENCE OF PRIME CONTRACTOR it states “To be Technically Acceptable, offerors must provide evidence that they have the technical qualifications and experience needed to meet the technical performance requirements of this project. Offerors must submit no less than TWO (2) examples of their successful technical construction experience with projects that involved technical requirements similar to the requirements of this project that involved construction of Replace Various Fan Coil Units…..”

Question: In Factor 1, can the word “ONE (1)” be changed to “TWO (2)” since the VA is requiring two (2) past performance projects on FCUs anyway on Factor 2?

Response: follow the solicitation and Factor guidelines provided, Factor 1 is regarding Past Performance, factor 2 is Experience of Prime Contractor.

35. RFI - Solicitation, Page 27:

FACTOR 1: RELEVANT PAST PERFORMANCE OF PRIME CONTRACTOR states that relevant past performance can ONLY be “Work that was 100% completed within a time period of no more than Four (4) years prior to the date of submitting this proposal. If the contract/work is incomplete or was completed more than five years prior to the date of submitting this proposal, it will not be deemed relevant and not considered.”

Question: If the Prime Contractor is submitting resumes for their Project Manager and Superintendent that have performed FCU replacements on projects that happen to be over four (4) years ago, they have proven that they understand how to perform these type projects. If the Prime Contractor submits a PM and/or Superintendent that have performed FCU projects, can the Prime Contractor provide FCU/Terminal Unit replacement past performance projects that were completed over four (4) years ago since these same people have already proven their ability to perform?

Response: Follow the solicitation and Factor guidelines provided.

36. RFI - Solicitation, Page 29:

FACTOR 3: TECHNICAL QUALIFICATIONS OF PROPOSED STAFFING states that “(C) Safety Officer – Must provide a list of safety training at a minimum; life safety, excavation safety, scaffold safety, OSHA 30, fall protection training, crane/rigging safety with a minimum of 5 years of experience as a safety officer. Provide a minimum of 3 projects with similar scope of this project.

Question: Because there is no apparent scope of work on this project associated with either excavation, scaffolding, fall protection, or crane/rigging, can the Prime Contractor’s SSHO provide their relevant safety credentials on the submitted resume and as long as they meet the minimum safety certifications relevant to this FCU projects’ specific scope of work and be approved?

Response: Follow the Solicitation scope of work and Factor guidelines provided.

37. RFI - Solicitation, Page 30:

FACTOR 4: PRIME CONTRACTOR SAFETY PLAN states that “Offerors must provide a construction safety plan”…”Offerors must provide a Safety Plan”.

Question: Our Construction Safety Plan is over 300 pages long, how does the VA want that document delivered (i.e., electronically, hardcopy, or both)?

a. Response: Follow the solicitation and Factor guidelines provided.

RFI - Solicitation, Page 30:

FACTOR 4: PRIME CONTRACTOR SAFETY PLAN states that “Offerors must provide a construction safety plan”…”Offerors must provide a Safety Plan”.

Question: If the VA is NOT actually requiring a complete Safety Plan for the RFP response, can the VA share more precisely what they expect to see in each Prime Contractor’s Technical Proposal for the Safety Plan?

b. “Response: Revise Factor 4 – subpar (3) to read: Project Construction Plan: Project work is located in various offices and clinical areas of the hospital. Provide the approach of how you will plan to replace fan coil units keeping in mind the ongoing and continuing operation of the medical center and the requirement to always have offices and clinical areas operational, if needed. The plan should include but not limited to the following:

1. • Impact to surrounding medical center services

2. • Material delivery

3. • Debris removal

4. • Worker entry RFI - Solicitation, Page 30:

c. FACTOR 4: PRIME CONTRACTOR SAFETY PLAN states that “3. Project Construction Plan: Project work is located in the Network Infrastructure Upgrade and Server Room of the VA Medical Center. Provide the approach of how you will plan to replace hall fixtures and wiring keeping in mind the ongoing and continuing operation of the medical center and the requirement to always have Network Infrastructure Upgrade and Server Room operational. The plan should include but not limited to the following:

• Impact to surrounding medical center services

• Material delivery

• Debris removal

• Worker entry Question: Does the SOW actually include a “Network Infrastructure Upgrade” and/or work within the “Server Room of the VA Medical Center” with replacing hall fixtures, etc.?

38. Reference Section 01 91 00 GENERAL COMMISSIONING REQUIREMENTS, para 1.8 COMMISSIONING TEAM “C” Question: Can the VA please verify that the VA will engage the CxA under a separate contract?

Response: VA will provide a partial commissioning date for warranty purposes to buildings 88, 90, and 91respectively.
