QUESTIONS FROM BIDDERS:

20. Please advise if the designated SSHO and Competent Person role can be fulfilled by the site superintendent?

a. This can be the same person as long as qualifications are appropriate.

21. Will the SSHO be full time separate person?

a. See answer to Question #1.

22. Is the project taxable?

A Missouri Form 5060 Project Exemption Certificate will be provided at the Pre‐Construction

Kick‐off Meeting.

23. Specification 101113, what are the locations of chalkboards, marker boards and presentation boards?

a. See updated sheets 02‐AI‐112, 02‐AI‐122.

24. Please provide a specification for the window shades.

a. See attached Specification Section 12 24 00 Window Shades

25. Sheet 02‐AS‐101, how many bollards?

a. Provide (4) 6” bollards

26. Please verify that the offices on the 2nd floor (201‐205) will not be occupied during the construction of the 2nd floor.

a. No offices on the 2nd floor will be occupied during construction of the second floor.

27. Will there be abatement drawings forth coming or do we just bid the quantities in the specifications?

a. See attached Hazardous Material Report

28. Specification section 028333.13 1.1 lead locations. Can we get the square footage of walls that have lead on them?

29. On Drawing 02‐MG‐501 Detail 1 Terminal Unit Water Coil Piping Connections; on the (33) terminal boxes being removed and relocated, does the owner want all new coil piping per this detail or is the intent to reuse the existing coil piping assembly?

a. Existing coil piping assembly can be reused.

30. From question #10, If new coil piping, will pre‐packaged coil kits and hoses be acceptable in lieu of individual components as shown?

a. For new Fan Coil units, pre‐packaged coil kits and hoses are acceptable with the exception of the control valve which must be provided separately.

31. The electric panel board spec references Section 25 10 10 (Advanced Utility Metering). This was not included in the bid package. Can you provide this section?

a. Section 25 10 10 is not needed for this project. Refer to attached revised specification section 26 24 16 with this reference deleted.

32. For fixtures A1 and B1 that get removed and reinstalled, do these existing light fixtures have a 6’ MC whip pre‐attached to them for reuse in the new installation?

a. Provide with new.

33. Electrical Demolition Note B on the various Demolition Drawings states that the Electrical

Contractor is responsible for maintaining the continuity of existing circuits that contain devices or equipment that are to remain in place after the demolition. As no existing schedules were included for the Demo’d Panel boards L1‐1, L1‐2, L1‐3 and L1‐4, it is impossible to quantify the extent of this work, if any. As such, we’d request that we do one of the following?

1. Remove the note in it’s entirety. If, during the demolition, it’s discovered that there are existing loads originating out of one of the four demo’d panels, then that could be addressed under the change order process.

2. Identify for the Electrical Bidders those loads which are to remain and where they are actually located.

a. Panelboard directories (located on‐site at facility panelboards) should be used as much as possible during the bid process for this item, but the contractor should include some testing in his bid to be able to determine extents for existing circuits during construction

(prior to demolition work on these circuits.

34. Where is the location of the existing main distribution panel (MDP) located?

a. Basement level 00, room “G09”.

35. Drawing 02‐EJ‐600 shows refeeding existing panel L21‐A from a 100A CB in new panel L2‐1.

When looking at the panel board schedule for L2‐1 on drawing 02‐EJ‐504, I do not see a 100A breaker listed. Please advise?

a. Refer to attached revised panelboard schedules on drawing 02‐EJ‐504.

36. Please advise on the location for the existing panel board L21‐A?

a. Panelboard “L21‐A” is located in room 201A. Refer to attached revised drawings 02‐ED‐

122 and 02‐EP‐121.

37. Drawing 02‐EJ‐600 shows feeding the new SPD’s from a 60A CB in new panels L1‐1 and L2‐1.

When looking at the panel board schedule for L1‐1 and L2‐1 on drawing 02‐EJ‐504, we do not see a 60A breaker listed. Please advise.

38. In the solicitation and specifications Section 1.3 Statement of Bid Items, the general scope of work reflects renovation scopes of work which cover numerous divisions including concrete, masonry, metals, woods and plastics, thermal and moisture protection, finishes etc. In the solicitation, Factor 1: Prime Contractor Construction Experience states: For the purposes of this evaluation, a relevant project is further defined as “replacement of boilers, completed within a functioning hospital or VA hospital setting". Question: Please confirm the

Contractor can submit projects for Factor 1 and Factor 5 which cover renovation scopes of work in lieu of boiler replacements

a. Yes. Contractor can submit projects for Factor 1 and Factor 5.

39. On drawing 02‐EP‐111, in Multi‐purpose Room 131, there is an HVAC unit that is not shown being electrically connected. Should it be or is it existing?

a. Refer to attached revised drawing 02‐EP‐111.

40. Who’s to supply the disconnect switch for WH‐3 on Dwg 02‐EP‐121?

a. Reference tagged note P012 on same sheet.

41. On drawing 02‐EP‐121 there are two HVAC units in the corridor that don’t show any electrical connection to them. Should there be electrical connections?

a. Refer to attached revised drawing 02‐EP‐121.

42. Are there any requirements for temporary power and/or temporary lighting? Please advise.

a. Not unless needed to temporarily power circuits due to a project phasing issue.

43. For the purpose of locking in material/equipment pricing, when is the targeted NTP date for this project?

a. The estimated date for the Pre-construction meeting and NTP is around April 1st.

This is just an estimate and could vary depending on availability of funds and time for the awardee to obtain the bonds.

44. On the Lighting Demolition for Floor 1 (Dwg 02‐ED‐111) we are removing a few light fixtures from stairwell S103. However, we don’t see any replacements on Dwg 02‐EL‐111. Please advise

a. Refer to attached revised drawing 02‐ED‐111.

45. Can we get a clarification to Bid Item #2 (Deduct Alternate #001)? According to item 1.3.B on sheet 01 00 00 ‐2, it appears that the VA wants a deduct for all receptacles and data outlets.

However, in looking at drawings 02‐EP‐111 and 02‐EP‐121, it appears that the VA only wants a deduct for certain receptacles identified by tagged note P05. Similarly with the data outlets, some of them are tagged S3. So, are we only supposed to provide a deduct for those certain receptacles and data outlets identified with tagged notes P05 and S3?

a. Correct. Deduct alternate is only to include those items identified (P05 and S3).

46. Please verify that there is no work that will need to be performed on shift work or weekend hours?

The nature of the previous projects is has been removed in parts and pieces over time and is in no way continuous. Site visit prior to bid is recommended to understand full scope of what is currently in place after recently completed HVAC project.

48. Can the Site Construction Superintendent also act as the SSHO and/or QCM if they have the requirements necessary to fulfill these specific on‐site job manpower? Can 1 person fill all 3 rolls?

a. See response to question #1.

Kick‐off Meeting.
