Jennifer Sotomayor Contracting Officer Questions and Answers

1. Have the tanks been inspected before? If so, please provide a copy of the most recent tank inspections.

1. Yes, see Attachment 1

1. Are there any known outstanding repairs that need to be made on the tanks?

1. No known repairs, however, we expect there may be. The extent of the repairs will be determined by the inspections and testing.

1. Please provide a copy of the last lab analysis performed for each tank.

1. See Attachment 2

1. Please clarify repair/component pricing for SOW. My understanding is that any repairs / component replacement recommended from the inspection will be quoted, and if approved, those costs will be added (in a modification) to the contract.

1. Repairs and component replacements will be determined by the inspections and testing. Contractor will provide the costs for repairs having materials and labor separated for each AST.

1. What fuel treatment has been used in the past?

A. See Attachments 1,2 & 3

1. When was the fuel last filtered?

B. See Attachments 1,2 & 3

1. Can all of these tanks be inspected over one visit or are there limitations on availability? As inspections must be completed +/- 30 days of previous inspection date, would this further support or conflict with all inspections occurring over one visit?

A. The schedule of service will be Monday through Friday during normal working hours. All inspections shall be completed during the same servicing cycle, without gaps (excluding weekends and holidays). The inspections need to be scheduled with the Boiler Plant Supervisor, so that there will be no issues that will impede access to the tanks for servicing. The date that the final tank inspection has been completed, is the date that will be considered as “the previous year’s testing date”. The next years testing will be completed within 30 days, before or after the date of the previous year’s test date.

1. Are there any requirements which would be required to complete more than once per year per tank?

1. There are no known requirements for additional testing more than once per year. If any Standards or Regulations change during the contract period, the impact of the changes will be addressed at that time.

If any repairs require additional testing, then those costs will be identified and included in the repair cost proposal.

1. Can there be a dollar amount threshold of components per tank?

1. The components that need to be replaced will be identified on the proposal. The material prices and labor costs will be identified separately for each tank. The VA will review the proposal and may request unit pricing if the repair costs are significant. The repairs will not be completed until authorized by the Contracting Officer.

· As it’s written a tank could need multiple components replaced at once and add up to a significant amount.

1. Correct.

· How would it be determined what is “beyond economic repair” if contractor is responsible for a great deal of the repairs?

1. After the deficiencies have been identified, the VA will communicate the needed repairs with the Contractor, and we will factor in the existing condition of the equipment and any associated components.
