AMENDMENT 1 - QUESTIONS IN RESPONSE TO 36C25521R0004
1. Past Performance criteria…Will the VISN15 accept similar Reference Laboratory client experience outside of the VA system as past performance references as long as they are of similar size agreements?
Answer: Yes, past performance experience outside of the VA system is permitted if they are relevant and recent within the past three years.
2. Will the VISN15 accept a laboratory bid that is in process of obtaining a VA nationally approved Business Partner Gateway (BPG) Interconnection Security Agreement (ISA) and Memorandum of Understanding (MOU) as long as these are obtained prior to the award, although not yet obtained by the RFP submission date?
Answer: Per PWS para 8.4.2 states “Prior to award, the contractor shall possess a current VA nationally approved Business Partner Gateway (BPG) Interconnection Security Agreement (ISA) and Memorandum of Understanding (MOU) and have an integrated system approach to facilitate and streamline all aspects of specimen ordering, testing, and reporting.”
3. Evaluation Factors, Sub-factor B: management Capabilities – item iii “Offerors shall provide Quality of Service records from past or present customer within the last three (3) years.” Please clarify “Quality of Service records” and what information/data is expected to be provided from vendors Answer: Management capabilities would include turnaround time, customer service and satisfaction, and ability to develop customized test orders/panels. Quality of Service Records would include a vendor’s quality dashboard, their key performance measures (for example, turn-around times on a client’s highest volume tests, lost specimens compared to their total specimens, proficiency testing results, revised reports, customer service metrics).
4. General Qualifications - 1.6.10. “The Contractor is required to provide all technical advisory/recalls/alerts, prior to or simultaneously with field alerts, should be forwarded to the designated individuals determined at contract award.” Please provide additional clarification on the expectation of vendors around the advisory/recalls/alerts in order for the vendor to provide appropriate capabilities and examples.
Answer: The Contractor is required to notify the VA of any product recall or manufacturer notification that is likely to impact laboratory results for VISN 15, changes to test name or code changes, and CPT changes.
5. What time frame does this utilization (in Attachment 1 – Test + Schedule) and associated volume represent (annual, biannual, contract length, etc.)?
Answer: The time frame is annual.
6. B.3 PERFORMANCE WORK STATEMENT
• 2. KEY PERSONNEL: ON-SITE PROCESSORS
o 2.3. Permitted On-site Processor Services:
2.3.1. Collect specimens that are sent to referral testing.
Does the above item refer to the need for on-site Phlebotomy in addition to on-site Processor? Or is this requirement stating that the Processor is to ‘collect’, meaning to ‘gather’ specimens that have been collected by your staff?
Answer: The requirement is stating the Processor will gather the specimens and ensure samples are ready for shipment. VA staff will collect samples from patients.
7. Are STAT testing services expected often? Could you provide the necessary STAT test menu?
Answer: Tests where a STAT priority is available from the vendor may be ordered STAT. This would be expected to occur infrequently. Vendor should be able to provide TAT data for routine and STAT priority. VISN15 sites may require unscheduled pick-ups for urgent/STAT testing. Vendor should be able to accommodate unscheduled pick-ups.
8. The solicitation mentions VISTA on multiple occasions, do all sites within VISN15 utilize the VISTA system; or do some utilize CERNER?
Answer: All VISN 15 facilities utilize VISTA, but we are transitioning in the very near future to CERNER.
