Questions:

Updates from previous Q&A

1. Can you verify the JB Hospital complex is 127 Acres +/- 5 Acres? Also, can you verify that the turf area to be maintained is 65 +/- 2 acres ?

Acres Total 102.7 acres.

Mowing area 30 acres.- This is a decrease in the original amount, there have been some changes in the area of responsibility of the VAMC.

1. What height of trees will need to be trimmed? Will there be any trimming trees over 12 feet under this contract?

This requirement will be removed from the contract. The medical center will take care of tree trimming and removal outside of this contract.

New Questions

1. The descriptions for CLINs 0001 and 0002 both mention fertilization. Can you please clarify whether pricing for fertilization should be included for both of these CLINs?

Due to the size of our facility and the associated cost with fertilizing at this time I would say that fertilization should be done in areas where new seed is placed which due to cost will only be in high visibility areas and bare spots. I think this is something that can be adjusted in the years to come with the contract as the turf becomes more established and the needs of the contract change.

1. CLIN 0001 states: “Compensation for skipped cutting and edging (due to weather, slow growth, etc.) will be applied to other grounds projects to be determined by the facility”. Can you please describe the “other grounds projects” so that we may account for any additional costs?

During times of slow growth or weather trimming of bushes, plants, pulling weeds and mulching in flower beds can be done.

1. 1.4.2 in the Statement of Work states: “The contractor is responsible for ordering chemicals, fertilizer, mulch, grass seed and other landscaping supplies necessary for the daily landscaping needs of the facility”. Can you explain the “daily landscaping needs” in further detail? Where will the mulch be utilized? Will we be responsible for maintaining beds? If so, approximately how many square feet/linear feet of beds are there? Will the contractor be responsible for the purchase of flowers, plants, trees, etc.?

Contractor will be responsible for purchasing and maintaining chemicals, seed, and fertilizer and the equipment necessary to apply these products.

We can provide bulk top soil and mulch. We can also supply plants and bushes for replacement.

Other landscaping supplies this will have to be discussed as they happen. I think they may be talking about landscape blocks or other edging material. We have no plans of adding new landscape features only maintaining existing.

1. The solicitation states the Period of Performance is to begin July 6, 2021. How much time will be allowed for start-up once the award has been made?

Request 2 weeks.

Updated CLIN 0003, 1003, 2003, 3003, and 4003 description OPTIONAL SERVICE -Removal of dead or diseased trees-Contractor must notify COR when discovered and have approval prior to removing. See section 2.1.7 for specific requirement.

These will be updated to note they will not be priced at this time-price will be negotiated if a removal of a dead/diseased becomes necessary. The government reserves the right to use another vendor for this service if necessary.
