Kayla Haas Contracting Officer Response to Questions Asked:

Question #1: Is this a new requirement or are there incumbent contractors? If so, could you please provide the incumbent name as well as the contract number? Can you provide a breakdown of how many health care workers in each labor category are managed by each incumbent? Do the current incumbent contractors utilize Traveling providers? Can you tell us how long the Clinicians have been on this contract?

Answer: This is a new requirement. There are no incumbents as this requirement differentiates from previous requirements as it includes Physical Therapists Assistants Question #2: Are the contractors required to drive from one location to another? If so, would this be on the same day? Are they paid travel time and mileage?

Answer: RESPONSE PENDING; an Amendment will be posted to follow up on this question thoroughly.

Question #3: There is specifically no promise of a full day or full-time hours. Is this correct?

Answer: Routinely contracted therapists are scheduled to work the identified shifts throughout the period of performance as identified on the task order. There may be the occasion when the contracted therapist is not needed to work his/her entire shift due to circumstances outside the Government’s control such as reduced patient workload, weather conditions, building maintenance related issues, etc.

Question #4: It appears that all scheduling is the responsibility of the contractor, yet it states no per diem is permitted. (I am assuming they are referring to no uncleared personnel used as last-minute subs) Answer: The Schedule of Services and Price, para 6, identifies Fair Opportunity procedures. Before placing an order, the requirements will be forwarded to each BPA holder using the document found at Section D, Attachment 3. This document shall identify the modality, work location, and shift needed. Each awarded task order represents one contracted therapist with a set schedule including the work location and shifts.

Travel expenses shall not be paid as per diems are not authorized in accordance with Schedule of Services and Price, para 4.

All therapists shall comply with the certification and experience requirements in order to work with VA patients and shall be identified as Key Personnel per PWS para 5.8.1. Additionally, PWS para 5.3.6 identifies that all contracted providers must be vetted prior to performance begins. Therefore, only contracted therapists identified as Key Personnel, who have been properly vetted by the Government, are eligible for substitution.

Question #5: There is a 6-page self-assessment required for each candidate as well. Our experience has been that these can be a challenge to collect this information. Will bids with missing or incomplete assessments at the time of award still be considered?

Answer: When a need for contracted therapists exists, Fair Opportunity is provided to the BPA holders. Candidates submitted for consideration shall be evaluated per Schedule of Services and Price, para 6. Evaluations shall be based on Curriculum Vitae (CV)/resumes, licenses &/or certificates, timeliness/availability of proposed candidate, self-assessment checklist, and price.

Question #6: Are there penalties if a shift isn’t filled?

Answer: In accordance with PWS para 6.2.1.10, the contractor’s employee shall not miss more than two (2) shifts per year or shall not be tardy more than three (3) shifts per quarter.

Question #7: It is our understanding that the contractor will have to reimburse the VA for their Low Risk background check. How much does this background check cost and approximately how long does it take to complete?

Answer: The Department of Veterans Affairs does not request reimbursement for background investigations from contractors. The Department of Veterans Affairs covers these costs internally.

Question #8: For the compensation plan requested on page 83, are you looking for a numeric breakdown of our compensation plan or a narrative response regarding our compensation strategy?

Answer: A narrative response regarding the compensation strategy would provide information on compensation plans and policies that are used to attracted and retain quality candidates for all 3 modalities.
