This amendment makes the following changes:

Q & A

1. In Section D It provides the trucking company’s pickup and delivery times for each VA hospital. It appears that these times are based on the distance from the Leavenworth facility. For Example, PARA D.1.2 states: The truck company will drop off the soiled linen no later than 6:00am every morning. The Kansas City Clean will need to be ready no later than 4:00am so that the truck company can deliver to the Kansas City VA no later than 5:00am

Question(s):

· Will the pickup and delivery times for the trucking company be adjusted to fit the drive times for the contractor’s facility(s)? Yes

· Does the VA want the location of the contractor’s facilities for Pickup and delivery included in the technical proposal? Yes

· If a contractor has locations in both Missouri and Kansas can the Contractor perform work out of Multiple facilities. For instance could the Kansas City and Columbia MO VAMCs be done at the Contractor’s Missouri Location and the Topeka, Leavenworth, and Wichita VAMCs be done at the Contractor’s Kansas location? Yes, however- depends on distance and location.

2. PARA D1.1.5 for VAEK – Leavenworth has no stated pick up and delivery time.

Question(s):

· Will the trucking company be picking up and delivering for VAEK-LVKS? No.

· What are the estimated pickup and deliver times for VAEK-LVKS? LV driver will collect soiled linen from the LV campus everyday at 0600 and deliver soiled to laundry facility no later than 0830(depending on location) . Clean linen from laundry facility should be ready no later than 0900 to be delivered to the LV campus.

3. Part 3 General Administration on page 21 of RFQ PARA a(1) and b state:

Contact TBD | contact number | @va.gov to coordinate this service. The contractor will contact the COR to schedule the work to be completed; upon arrival, the contractor will contact the COR. The COR will escort the contractor to the appropriate area and monitor the work being done. Upon completion of the work, the COR will escort the contractor out of the area.

Question: The RFQ appears to only be for laundry processing at the contractor’s facility. What work (if any) will be performed at these locations? None.

4. Will service be required for any location on a Federal holiday? Yes, if needed. All except Leavenworth Kansas.

5. Page 55 section 4 PARA (d) states: (d) In order that each quote be properly evaluated, it is required that each offeror respond to all items listed in Section 5 and 6 below. Quotes shall be organized with each section appropriately and clearly identified.

Question: There is no section 5 or 6 found could the VA please provide those or identify the correct sections? Omit – request is not requred

6. Page 55 section 4 PARA © states: (c) The technical portion shall be submitted with no identifying marks indicating the company name or any identifying product other than on the cover page.

Question: Does identifying information need to be removed from the past performance document? You can provide a copy without identifying information (in addition)

7. PARA 1.2.1.1 states: Daily The reports of soiled linen received, and clean linen delivered must show the date, name of the item, number of pieces received and delivered per schedule line item number, pounds received or delivered per schedule line item number, cart number and weight and the location they were delivered. An example of the report shall be provided by the COR post contract award.

Question: Typically, large volumes of hospital linen is tracked by pounds received or delivered per schedule line item number as listed above. However it also states: number of pieces received and delivered per schedule line item number, this would be very time consuming and costly from a labor standpoint especially hand counting the soiled due to the contamination factor. Does the VA really want each piece of soiled and clean linen hand counted and documented? Or is the Pounds weighed in and out acceptable as in industry standards and CLIN billing? No. However, the clean and soiled weights do need to be recorded.

8. Para 1.3.4 states: “The contractor will store linen new linen provided by the Leavenworth VA to supplement deliveries to all other medical centers as needed.”

Question: Can the government provide and estimated amount of linen that will be required to be stored in accordance with this paragraph. The contractor will need to be sure they provide able space within their facilities to ensure proper storage of government owned items. We will not be storing new linen at the contractor’s facility. This can be removed.

9. Is there an incumbent at any of the locations currently? No If so what is the current pricing?

10. If there is enough interest or submissions from SDVOSBs for this contract, would it qualify under the VA “Rule of 2” set-aside status? Yes
