B.3 PERFORMANCE WORK STATEMENT

The Kansas City VA Medical Center (KCVAMC) is seeking a vendor to continue and maintain our existing Veterans Guest Internet Access (VGIA)/wireless internet access service. Furthermore, we want to augment our service with new installation areas, see descriptions below and reference drawings and other supplied documents for further information.

1. General

1.1. The vendor shall provide solutions meeting or exceeding all technical requirements below.

1.2. The vendor shall provide at a minimum 2.4GHz 802.11 b/g/n bandwidth for users of the public wireless internet via Wireless Access Points (WAPS) in specific areas identified on facility drawings provided by the KCVAMC.

1.3. If wireless access cannot be established in an identified location, the vendor shall provide a cable alternative.

1.4. The vendor shall provide public wireless security.

1.5. The vendor shall provide wireless isolation via Layer 1 air gap.

1.6. The vendor shall provide for the physical security of vendor installed equipment, as needed. Due to limitations of IT closet access and space, switches, WAPS, and POE extenders, installation might require an IT closet on the floor above or below. Electrical power for switches will be the responsibility of KCVAMC and all respective outlying campuses.

1.7. For all installation activity, the vendor shall adhere to all standards governed by the most recent editions of the National Fire Protection Association (NFPA-101 Life Safety Code), NEC, and VA specifications.

1.8. The vendor shall be responsible for the design, configuration and installation of all cabling, access points, switches, and routers needed for the VGIA.

1.9. The vendor shall supply the KCVAMC with a final wiring and equipment location map for each location upon completion of the project. See block diagram example provided.

1.10. The vendor shall provide an introduction page with usage agreements for acknowledgement at the time of login with information on the program, rules, restrictions, and usage agreements. If user does not agree and acknowledgement, user access is denied. Furthermore, users must acknowledge awareness of the risk of using a public WI-FI. See existing WIFI Policy.

1.11. The vendor shall provide 24/7/365 VGIA technical support via a call center for all users of the public WIFI.

1.12. The vendor shall provide 24/7/365 VGIA technical support via a call center for all users of the public WIFI.

1.13. The vendor shall provide, at the KCVAMC request, telephone support within two hours and onsite support within 24 hours (if required).

1.14. The vendor shall provide service availability with an expected uptime of ≥ 99%.

1.15. The minimum acceptable service speed shall be a high-speed circuit with an average 1Mbps upload and an average 10Mbps download delivered over an appropriately sized WAN.

1.16. The vendor shall monitor the typical usage of access points and Internet gateway(s) to define high usage areas; the vendor shall notify the KCVAMC of these locations. The vendor will help the KCVAMC re-evaluate and upgrade the bandwidth should the KCVAMC determine there is need. The number of projected users is ≥ 2000 patient visits per day on a 250-day annual basis.

1.17. Vendor shall schedule initial equipment installation and maintenance during off peak hours, 1530 to midnight local time for the KCVAMC and 0800 to 1530 hours for outlying facilities Monday through Friday. Holiday and weekend work must be scheduled with COR if needed. Notification of an event extending a preventive maintenance period or which may degrade system performance shall be disseminated to the user community immediately. If the event is foreseen, no less than 7 days prior to the event.

1.18. The vendor shall provide content filtering for inclusion to the VGIA. The KCVAMC will be responsible for the suitability, conformity, and payment of any such web filtering product.

1.19. The vendor shall be responsible for the purchase of all cabling, access points, switches, and routers needed for the VGIA infrastructure. All installation shall comply with all NFPA, NEC, and VA guidelines.

1.20. All cabling shall be at a minimum CAT5e UTP Stranded PVC Cable Pink in color

1.21. The vendor shall relinquish ownership of all installed equipment to the KCVAMC.

1.22. The vendor shall test, validate, repair, replace as needed, and maintain installed VGIA equipment in accordance with the KCVAMC service agreement.

1.23. The vendor shall relinquish ownership of all installed cabling and related non-electrical equipment to the KCVAMC upon completion of the service term.

1.24. The vendor will state having no relation to, and having no past or current affiliation with, any KCVAMC employee.

2. Project Responsibilities

2.1. Validation Testing Requirements or Acceptance Criteria:

2.2. The Contractor shall submit a draft test plan to the VA COR for acceptance and comment.

2.3. The draft test plan shall include the following:

2.3.1. The Contractor shall perform testing following installation to ensure access points and wireless service are functioning at a minimal data rate with acceptable signal to noise and power settings as determined by the site during the site survey.

2.3.2. The Contractor shall discuss and confirm suggested speed test criteria in requirement (i) with the program manager at each site.

2.3.3. The Contractor shall provide a Post Survey Heat Map, which will show where the access points are located, that they are functioning.

2.3.4. The Contractor shall test for interference with existing medical center systems.

2.3.5. The Contractor shall provide a final test plan that includes updates addressing any comments provided by the VA to the draft test plan.

2.4. The vendor shall complete a site survey to guarantee prevention of interference with the existing KCVAMC wireless access, both medical and non-medical systems, and to determine all equipment required for installation.

2.5. The vendor shall be responsible for the purchase and installation of all cabling, access points, POE extenders, switches, routers, and all other materials and equipment needed for the VGIA infrastructure as specified by vendor.

2.6. The KCVAMC will pay all installation costs upon completion of newly installed VGIA infrastructure and satisfactory end to end service testing. These installation costs will include all items except the recurring monthly internet service charges.

2.7. The vendor will establish a monthly flat-rate fee of recurring charges for Internet bandwidth, service and support fees, equipment maintenance and support fees.

2.8. The vendor shall plan for and accommodate VGIA expansion as required by the KCVAMC.

The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. If repair/replacement or reperformance will not correct the defects or is not possible, the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government must exercise its post-acceptance rights—
