Q69. What are the Telecom DEMARC locations (physical address, building #, and room number) for each location where the ISP carrier will deliver their services? Refer to the Block Diagram and BLDG 4 drawing; again, all drawings were provided with the acquisition package.
Q71. Can the VA provide currently installed equipment lists, including firewalls, by location? It would be helpful to have quantity, Vendor, Model #, and serial numbers, if available. This information is needed to quote licenses and support. Refer to provided VGIA equipment inventory list.
Q70. Can the VA provide detailed network diagrams for every building on the existing network, including IDF room numbers and cable plan? This is especially important in areas to be expanded with additional service so we can know if the current equipment can be expanded vs installing all new equipment that may not be required in all cases. Yes, all drawings were provided with the acquisition package
Q72. For GFE, does KCVAMC anticipate the need to upgrade any of the currently installed equipment?
Refer to the SOW provided; if existing equipment cannot obtain and maintain average upload and downloads speeds then yes I anticipate upgrading equipment that will satisfy all of the SOW requirements.
Q73. The SOW states that KCVAMC will be responsible for the suitability, conformity, and payment of any such web filtering product. Does the VA have an existing content filter and will it become part of GFE, or does the Contractor need to provide new, separate content filtering solution as part of the proposal and quote? Who exactly is paying for the content filtering solution (awarded Contractor or VA)? The VA has existing content filtering in our service contract and the VA expects this going forward with the new service contract. The chosen contractor can reuse the user agreement page all VGIA users must agree with before using VGIA.
Q74. Please confirm that Contractors may co-locate our equipment in the main demarc facility (MDF), intermediate demarc facility (IDF), and telephone rooms (TRs) (which will be physically and virtually separate from VA systems).
Confirmed Q75. Please confirm that space is available in all risers between floors in all buildings. Confirmed Q76. Please confirm that containment (HEPA) carts will not be required. Confirmed, as long as no drilling into concrete or creation of construction dust, debris, etc.
Q77. To confirm, if no fiber or copper inter-building connectivity exists, wireless connectivity is NOT acceptable between buildings? We have fiber and copper inter-building connectivity but existing pathways may be full therefore if there exists a viable wireless pathway between BLDGS, the VA would accept this option if all deliverables in the SOW are met.
Q78. Where is the main computer room located (room number) in each building? See drawings included in the acquisition package.
Q79. Please confirm that VAMC work must be completed after hours (1530-1159) and CBOC work during normal work hours (0800-1530). For CBOCs, does VMAC anticipate the need for after hours work and if so what percentage? Most main campus new installation locations should be completed off hours….with that said not all clinics work the day shift, e.g. the sleep lab on the 11th floor sees patients overnight therefore the installation should be done during the day or their after-hours shift. New install locations, refer to the SOW, 1, 2, 4, 8, & 9 can be completed during normal business hours.
Q80. Please clarify whether PWS Section B.3.1.11 & B.3.1.12 are intentionally duplicated. This was not intentional. The statement of work will be updated accordingly.
Q81. The Solicitation mentions courier services. Does KCVAMC require courier services and if so for what purpose? No, this is a typo. Disregard.
Q82. Please provide existing provisioned bandwidth and utilization for each location. Is current bandwidth sufficient for existing users? Please refer to the SOW for the new bandwidth requirement. The existing bandwidth requirement:
The vendor shall provide the Internet bandwidth specified by the KCVAMC to provide a satisfactory user experience for customers using the VGIA service. The minimum acceptable service speed shall be a high-speed circuit with 1Mbs upload and 10Mbs download delivered over an appropriately sized WAN.
Q83. What company is the current Internet Service Provider (ISP)? If multiple providers for differing locations, please identify by location. Time Warner Cable for the Main Campus and various other ISPs for the offsite BLDGS. Refer to VGIA inventory document included in the acquisition package.
Q84. The base year period of performance is anticipated to start: March 2, 2019. Please provide the government's timeframe expectations for (a) transitioning existing services and (b) installation of all locations. Transitioning existing VGIA service is immediate; no break in Internet Service. For the 9 new installations, the VA expectation is ≤ 35 working days.
Q85. Beyond growth in the number of users, what major issues has KCVAMC faced in relation to wireless service or support? The recurring downtime theme has been loss of incoming utility power resulting in and requiring extensive manual troubleshooting, resetting, and replacing in some cases damaged equipment. Given the utility loss of power issue, which happens frequently here at the highest point in Jackson County MO, the VA would require a more automated troubleshooting, protection of equipment, and resetting scenario going forward.
Q86. Please confirm that Offerors are not required to complete SF 1449 Blocks 23 & 24 and that Offerors may state: "See Price Schedule" in Blocks 23 & 24. Confirmed Q87. May Offerors include a Firm Introduction in the Quote/Price Volume, as it would include identifying information, in order to describe relevant experience? We understand that Past Performance is part of the Non-Technical Volume, but that information is redacted. Yes, but please note that all identifying information will be redacted prior to being sent to the source selection evaluation team.
Q88. Please confirm that the Government excludes service labor standards and wage rates. Per FAR 22.1003-3 Statutory Exemptions: The Service Contract Labor Standards statute does not apply to --
(a) Any contract for construction, alteration, or repair of public buildings or public works, including painting and decorating;
(b) Any work required to be done in accordance with the provisions of 41 U.S.C. chapter 65, Contracts for Materials, Supplies, Articles and Equipment Exceeding $15,000;
(c) Any contract for transporting freight or personnel by vessel, aircraft, bus, truck, express, railroad, or oil or gas pipeline where published tariff rates are in effect;
(d) Any contract for furnishing services by radio, telephone, or cable companies subject to the Communications Act of 1934;
(e) Any contract for public utility services;
(f) Any employment contract providing for direct services to a Federal agency by an individual or individuals; or
(g) Any contract for operating postal contract stations for the U.S. Postal Service.
Q89. Regarding ADDENDUM TO FAR 52.212-1.6.2(2)(i) [p.39], which appears to only apply to courier subcontracting services. Please clarify whether KCVAMC only requires the anticipated percentage of overall performance by that subcontractor, meaning courier services only, or if the percentage requirement applies to all subcontractors. This is a typo. ADDENDUM TO FAR 52.212-1.6.2(2)(i) [p.39] is updated to read:
(i) Subcontracting of services shall not be authorized for the performance of Wi-Fi services without prior approval of the VA. Any subcontractor proposed must meet the same specifications, terms and conditions as the prime contractor. Please identify any subcontractor that is proposed for use and the anticipated percentage of overall performance by that subcontractor.
Q90. The CLINS tables include one for the 6-six month extension under FAR clause 52.217-8 - OY4 Pricing. The table's estimated quantity states "12"--please clarify if the Government requires 12-months funding that the Government will annualize to 6 months, or whether the "12" should be a "6" for all rows.
The tables estimated quantities for the base year plus four option years are 12 months. The 6-month extension, if exercised has a period of performance not to exceed 6 months and will be billed at option year 4 pricing.
Q91. CLINS table periods of performance for OYs 3 & 4 appear to be incorrect.
Current OY 3: 03/02/2023 - 03/01/2024 (could be 03/02/2022 - 03/01/2023) Current OY 4: 03/02/2024 - 03/01/2025 (could be 03/02/2023 - 03/01/2024) Correct, the option year 3 and 4 period of performance is updated to read:
Option Year 3: 03/02/2022 – 03/01/2023 Option Year 4: 03/01/2023 – 03/01/2024 Q92. Offerors are required to include with Quotes a signed Quality Assuance Surveillance Plan (Section D). Please confirm that the Government seeks a signature only on the page entitled: Attachment 2: Sample Quality Assurance Monitoring Form. Since there is no indicator for Offeror Signature as this is a document that Government completes, please describe where Offeror signatures are required on a sample form. Please clarify whether Offeror's are to provide the entire document or just the assumed signature page. Please sign at the bottom of the document Q93. Please provide the Compliance with Immigration and Nationality Act of 1952 form that is required for signature. Attached Q94. Should Offerors include Assumptions & Conditions in the Quote Volume or Technical Volume? Yes Q95. Would the Government please consider the Proposal Due Date to be 7 days after any Government-posted amendments? This time (5 business days) is needed to finalize quotes from ISPs and manufacturers. Quotes are due 24 January 2018.
Q96. Please provide submission requirements (who to submit to and email address). Solicitation responses will be e-mailed to Jeanine Wallace at jeanine.wallace@va.gov Q97. Please confirm the existing GFE will not be replaced as part the current SOW. (and if replacement is anticipated, please describe. Still working so no replacement
Q98. Could you please clarify for confirmation, the intended designation of the color coding across maps (Red vs Green), and that the “striped” areas are either 1) new coverage areas, or 2) existing coverage areas that must be maintained.
Q98. Any chance you can get a CAD or the original PDF of the floor plans? CAD will be provided to the contractor
