a) Description. A requirements contract provides for filling all actual purchase requirements of designated Government activities for supplies or services during a specified contract period (from one contractor), with deliveries or performance to be scheduled by placing orders with the contractor.
(1) For the information of offerors and contractors, the contracting officer shall state a realistic estimated total quantity in the solicitation and resulting contract. This estimate is not a representation to an offeror or contractor that the estimated quantity will be required or ordered, or that conditions affecting requirements will be stable or normal. The contracting officer may obtain the estimate from records of previous requirements and consumption, or by other means, and should base the estimate on the most current information available.

STATEMENT OF WORK
FOR

VETERANS HEATH ADMINISTRATION
1. INTRODUCTION
This solicitation is to provide refuse and recycling disposal, labor, and equipment at the Robert J. Dole VA Medical Center, 5500 E. Kellogg, Wichita, KS.
2. BACKGROUND
The Robert J. Dole VA Medical Center uses contract services to dispose of refuse and recyclable materials. Refuse, for these services, is defined as: combustible and non-combustible materials, such as paper, wrappings, cartons, metal, glass, floor sweepings, street sweepings, wastepaper, lumber, coffee grounds, tea leaves, banana peels, citrus fruit rinds, onion hulls, and similar material and inedible items. Hazardous medical waste removal is not included.
3. SCOPE OF WORK
a. Sanitary conditions: The contractor shall dispose of the refuse/recycling in such a manner as not to cause conditions detrimental to public health or to constitute a public nuisance. The contractor shall comply with all federal, state, county, and city laws, rules, and regulations governing removal of waste materials. Collections shall be made in contractor-provided (not separately priced) containers, which shall be clean, painted and sanitary. Containers must meet Occupational Safety & Health Administration (OSHA) standards and requirements for safety, including compactor controls and switches. The contractor shall remove loose refuse and recyclable materials from the immediate area (approximately 10 feet) surrounding the container in the space provided. Contractor shall exercise due diligence to prevent leakage and scattering of waste on the grounds of the medical center. The pickup area shall be in a clean and sanitary condition following each pickup.
b. Collections:
1. The contractor shall be required to remove all refuse and any other waste material at times specified in the Schedule of Services from designated places of pickup. Pickups will be on the designated days between 8:00 am and 11:00 am. Contractor must be able to handle all refuse removal/recycling requirements immediately upon the start of the contract period.
2. Contractor is responsible for the pickup at least once a week except as noted. Transportation to site shall be accomplished via enclosed vehicle.
3. Should a container be blocked at the time of pickup, the Contractor will notify the COR and make a second attempt to pick up the container within 24 hours at no additional cost to the Government, only after the COR has notified the contractor that the obstruction has been remedied.
